RIVER FALLS Police Department Reports

The following incidents were reported to River Falls Police Department April 13-23.

Wednesday, April 13

A manager at Holiday gas station (302 S. Main St.) called police to report a theft/ trespassing at 3:08 p.m. A vid- eo showed a man identified as Joel Thomas Hunt, 23, River Falls, go into the beer cooler at 3:03 p.m. and take a can of "Four Loko" ou the shelf, which he hid in his pants. Stau confronted him and he handed over the beer, then left. Police located him at his residence, where he admitted to trying to take the beer. He was given a trespass notice banning him from the store.

A caller reported at 3:20 p.m. that he had been struck by a vehicle while biking at 11:55 a.m. in the Sixth Street/ Cascade Avenue roundabout.

Eric Chypheng Lodhaseng,

19, said he and the driver, Jalen Jose Cross, 22, had exchanged information and were communicating all day via social media. Lodhaseng said he had injuries to his right ankle and thigh, but didn’t have bruising and had not been to a hospital. Cross had ouered to pay him $25 over Venmo for what happened. Police told them to complete a self-report form, but to call police right away in the future. Cross told police he had been heading south on Sixth Street after going through the roundabout. A semi was going through and he didn’t see Lodhaseng come through on the crosswalk; he nudged him with his 2009 Ford Fusion. He admitted that when the accident occurred, he didn’t have insurance on his vehicle, but he insured it immediately following the accident. Cross was warned and both parties were told to work the matter out civilly, since it was now a civil matter.

At 5:11 p.m., an ovcer on patrol observed a vandalized “dog waste” sign while heading west on Park Street.

Someone had painted the word “poop” in red on the sign. The ovcer took a photo of the gravti; no one was in the area at the time.

Police were sent at 5:51 p.m. to a residence in the 200 block of North Second Street for violation of a no contact order. The complainant had been receiving text messages and threats asking them to drop charges against someone who was in jail. Misdemeanor bail jumping charges for the suspect were referred to the Pierce County District Attor- ney's ovce. At 6:10 p.m., a man waved down an ovcer in front of 649 N. Main St. He reported that his daughter, who resides at 1300 S. Main St., had come over upset because she is being stalked by a 37-year-old man at her apartment complex. Police spoke with her, and she said the man stalks her at the apartment building and her place of employment. The property manager at the apartment said there have been other instances of the man being reported to her for stalking.

Police spoke with other witnesses and reviewed video surveillance. Charges are under review by the district attorney.

Police responded at 9:40 p.m. to the former police department at 125 E. Elm St. for an out-of-control teen juvenile who was physically fighting with their parents. The juvenile’s parents had picked them up from work and confronted them about their use of vapes.

The juvenile became extremely upset and aggressive, so the parents diverted to the former police station. When police arrived, the juvenile and dad were on the ground fight ing. Both parents had been punched and the dad had pepper- sprayed the juvenile in an euort to get them under con trol. The juvenile made suicidal statements, so Northwest Connections was contacted and a safety plan was put in place. No charges were filed in the incident.

Ovcers were called to a do – mestic incident at 11:04 p.m. at 708 N. Main St. Both women involved, Naihla Laquann Buckley, 36, River Falls, and Sharon E. Hart, 65, River Falls, had bond conditions prohibiting contact with each other and alcohol consumption. When police arrived, they could hear screaming coming from their motel room. Other tenants told police the fighting had been going on for more than an hour. Police saw several alcohol beverages in the room, as well as damage to the TV, picture frames, door and window. Ovcers asked Buck ley to come outside, but she refused, started screaming and tried to run into the bathroom. She lay on the bed on her arms when ovcers tried to handcuu her. Hart also started scream- ing and pulled on one ovcer, trying to prevent him from handcuvng Buckley. Hart lost her balance and fell backward, hitting her head on the nightstand. She got right up, but police called EMS to come for an evaluation, which she refused.

When police searched Hart, they found methamphetamine and a shooter of Vodka in her pocket. When searching Buckley, they found a folded business card containing methamphetamine. Both women were arrested for felony possession of methamphetamine, resist- ing or obstructing an ovcer, domestic disorderly conduct and misdemeanor bail jumping and transported to St.

Croix County Jail. Buckley’s ouenses also included eight felony bail jumping charges.

Police had been there twice earlier in the day for similar fighting.

Thursday, April 14 Zachary Ryan Cleveland,

17, River Falls, was cited $250 for failure to stop for school bus after an incident at 8:11 a.m. at Cemetery Road and Emory Drive. The bus was stopped and had its flashing lights and stop sign activated.

Cleveland’s truck was traveling east and failed to stop as the bus was stopped for students to embark.

Adam John Birchem, 27, River Falls, was cited $136.60 for passing in a no-passing zone after illegally passing another vehicle using the center turn lane near Summit and Main streets at 9:09 a.m.

Video of the incident was captured by the complainant’s dash camera, which he turned over to police. Birchem said he sees other vehicles pass in the turn lane all the time, but police told him it’s illegal.

Police were notified of a hit-and-run crash at 1:49 p.m. in the parking lot at Family Fresh (303 S. Main St.) between an unknown vehicle and a legally parked 2001 PT Cruiser, owned by Virgil John Johnson, River Falls. When Johnson came out of the store, he noticed someone had struck his driver’s side door, leaving red paint transfer. The vehicle had minor damage.

Friday, April 15

A 13-year-old juvenile was cited $73.60 for minor possesses or purchases tobacco/ nicotine after being caught in possession of a white “Juicebox” vape at 12:30 p.m. at Meyer Middle School (230 N.

Ninth St.) The minor tried to pass the vape to another student while heading to the of- fice, but was caught. Ovcers responded to a two-vehicle crash at 3:15 p.m. on North Main Street just south of Summit Street between a 2018 Chevrolet Equinox, driven by Diane L. McLean, 70, River Falls, and a 2006 Buick Lacrosse, driven by Kelson R. Klin,

19, Hammond. McLean was heading north on Main Street, slowing to make a right-hand turn into a business at 660 N.

Main St. Klin, who was directly behind McLean, didn’t see that she had slowed down and struck her vehicle’s rear. He said he’d looked over to the passenger seat to speak to his brother. McLean’s vehicle had minor damage, while Klin’s had functional damage. Both drivers and Klin’s 15-year-old passenger wore seat belts and reported no injuries. Klin was cited $111.40 for inattentive driving.

Police responded to a two-vehicle crash at 6:39 p.m. at Division and Main streets between a 2014 Chev rolet Impala, driven by Devin Nathaniel Jacobson, 23, Le Sueur, Minn., and a 2020 Ram 1500, driven by Christopher John Husnick, 34, Hudson. Husnick was traveling south on Main approaching Division, with Jacobson behind him. When Husnick slowed, Jacobson struck the rear of his vehicle. Jacobson said he was paying attention to his backseat passenger. His vehicle had minor damage, while Husnick’s had none. Jacobson and passengers Destiny Ann Boles, 20, Stillwater, Minn., and 3-year-old wore seat belts and reported no injuries. Husnick and passengers, Evelyn Andrea Husnick, 29, Hudson, and two 13-year-olds wore seat belts and reported no injuries.

Timothy E. Finch, 40, River Falls, was cited for vomiting in public after an anonymous complainant reported him vomiting at 9:29 p.m. at Nutty Squirrel (110 S.

Main St.) before getting into the driver’s seat of a vehicle. When police arrived, Finch was asleep in the driver’s seat and had vomit down his shirt. He said he was waiting for his wife to pick him up and wasn’t going to drive. He denied vomiting behind his truck, but witnesses said otherwise. He registered a 0.271 BAC. The bartender said Finch took shots from other people, vomited a little on his shirt and disappeared. Finch’s wife arrived to take him home.

Saturday, April 16

At 12:48 a.m., police were given multiple fraudulent IDs that had been confiscated at Broz Bar (127 S. Main St.)

The following admitted to using fake IDs and were cited $187 for ID card violations: Sydney Elaine Burow, 20, Wanamingo, Minn.; Laney Lee Hewes, 20, Red Wing, Minn.; Paige Inez Hamilton,

19, Maple Grove, Minn.; and

Nicholas Charles Enger, 19, Lyle, Minn.

Sunday, April 17

Police were sent to an unwanted person trespassing at 2:57 a.m. at 223 E. Maple St. The complainant told police that Stephanie Marie Hughes, 26, River Falls, had broken into his residence twice, but left when he said he was calling police. The first time, she entered the house through the balcony, then went to the residence’s common area and knocked on his door.

She said she wanted to see her kids, but they were not there.

The complainant walked her out the front door and locked it, but she returned at 3 a.m., gaining entry through the balcony again. She pounded on his door and ignored his repeated pleas to leave. Hughes allegedly told him to fight her, but fled when police were called. Ovcers located her car in the area and performed a travc stop. She denied being at the residence and was upset and crying. She registered a PBT reading of 0.00. Ovcers confiscated a pocket knife and arrested her for disorderly conduct and criminal trespass to dwelling. She was transported to Pierce County Jail.

Monday, April 18

At 10:46 a.m., police re – sponded to Game Quest (104 N. Main St.) for property damage complaint. Someone had painted red gravti on the front exterior carpet, sometime between 8 p.m. April 12 and 10:50 a.m. April 13. The replacement value of the carpet was listed at $250. Similar gravti was also found on the exterior of Bold Burger (106 N. Main St.) There are no suspects.

Ovcers responded at 5:40 p.m. to Comforts of Home (2328 Aurora Circle) for a resident who was screaming at and threatening stau and scaring other residents. The woman, who was intoxicated, claimed a stau member stole her retirement benefit card, said she was going to hit another resident and threatened a hospice nurse. When police arrived, they were able to calm her. Since she is ordered by the court to stay there, they couldn’t take her anywhere else. Stau said they would call police if there were further problems.

Tuesday, April 19

Police found a 2010 GMC Acadia with its hazard lights on in the turn lane on Paulson Road at Radio Road. No one was with or around the vehicle. When police reached the registered owner by phone, she said the vehicle’s battery and pump weren’t working.

She requested it be towed to Bowen’s Garage.

At 4:28 p.m., a driver pulled over on Cemetery Road flagged down police and told them the driver of a truck that was also pulled over was looking for a male who had become enraged and disorderly. When police made contact with the 51-year-old driver of the truck, he told police that he had been pulling out of the high school’s east parking lot and had inched into the crosswalk to check for oncoming travc. A man entered the crosswalk and started yelling at him, so he rolled down his window to speak with the man. The man spit at him and saliva went all over the dash of his truck. The man then ran away. The driver admitted he tried to follow the man to confront him, but the man got away. Police searched the area but didn't find the spitter.

Derek John Hughes, 38, River Falls, was arrested for a St. Croix County failure to appear warrant after a travc stop for expired registration at approximately 7 p.m. on Highway 35/65 at Golfview Drive overpass. The driver was allowed to take the vehicle home, while Hughes (the passenger) was transported to St. Croix County Jail. The driver was warned for improper display of registration.

Police arrested Morad Ashraf Miah, 28, River Falls, for a St. Croix County failure to appear warrant at 7:12 p.m. at 1470 Cemetery Road. Miah was cooperative throughout the process. Police transported him to an ATM to withdraw cash so he could pay his $250 bond. He completed the booking process at the police station, paid his bond, received a new notice to appear for court and police gave him a courtesy ride back to his residence.

Thursday, April 21 Collin Thomas Pfau, 21, River Falls, was arrested and cited $861 for OWI, $861 for operating with PAC and $136.60 for operating left of center after a travc stop for operating without headlights and going over the center line at Main Street and Hamilton Drive. Pfau admitted to com – ing from a frat party and said he drove because it was cold out. He was apologetic and regretful. After failing field sobriety tests, he registered a 0.22 BAC. He was booked and released into the care of a sober friend.

Alyssa Churchill Jameson, 28, River Falls, was cited $250 for failure to stop for a school bus after an incident at 8:10 a.m. at Cemetery and Emory drives. The bus was stopped for students to embark, with its stop sign and flashing lights activated. Jameson was heading east on Cemetery Road and didn’t slow down nor stop.

Police responded to a catalytic converter theft at 5:30 p.m. at 211 Powell Ave. The complainant said the catalytic converter had been cut ou a 2005 Ford Escape sometime between late February and the present date. He estimated it would cost $450 to replace. A 1998 Jeep Grand Cherokee parked next to his also had the catalytic converter removed.

Police attempted contact with the Jeep’s owner but were unsuccessful.

Friday, April 22

Police were called at 12:49 a.m. to Shooter’s Pub (107 E. Elm St.) for an ID card violation. An employee said when he attempted to card the 20-year-old UW-River Falls student, she dropped her wallet and ran. Police were able to make contact with her the next day when she came to the police station to retrieve her wallet. She admitted to police that she had been frequenting bars and drinking with her friends for the past month. She denied trying to use a fake ID at Shooter’s and said she’s never carded there. Police released her wallet to her.

At 10:30 a.m., First National Bank of River Falls reported a counterfeit $20 bill that someone had passed at BP (1553 Paulson Road). The bill was marked as prop money.

Police gave the BP manager information on counterfeit training for employees.

Koianna Jean Kelley, 33, River Falls, was arrested for a Pierce County warrant at 5:30 p.m. near Main and Division streets. She was cooperative throughout the contact. Police transported her to Pierce County Jail.

Saturday, April 23 Shawna Marie Larson, 22, River Falls, was arrested and cited $861 for OWI, $861 for operating with PAC and $124 for operating while sus – pended after a travc stop for speeding at 2:48 a.m. at Sec ond and Walnut streets. Larson’s license was suspended from a previous OWI stop in December. When she spoke with police, she smelled heavily of intoxicants; she failed field sobriety tests and reg istered a 0.12 BAC. She was booked and released.

Sai Sushanth Manukonda, 30, Hudson, was arrested and cited $861 for OWI and $861 for operating with PAC after a travc stop for crossing the center line and speeding at 4:09 a.m. at Pine and Second streets. Manukonda said he’d been at a friend’s house watching movies while drinking Modelos. He exhibited numerous signs of impairment and failed field sobriety tests. His BAC was registered at 0.102.

He was booked and released.

Police responded to a two-vehicle crash at 2:58 p.m. in the Cemetery Road/South Wasson Lane roundabout between a 2010 Ford Taurus, driven by Zachary Lawrence Petersen, 21, Grasston, Minn., and a 2002 Buick Century, driven by Codi James Walztoni, 28, River Falls.

Petersen was traveling east on Cemetery Road approaching the South Wasson Lane roundabout, while Walztoni had just entered the roundabout from South Wasson Lane. Petersen failed to yield when entering the roundabout and Walztoni struck his vehicle. Petersen’s vehicle had functional damage, while Walztoni’s had minor damage. Both drivers wore seat belts and reported no injuries. Walztoni’s four passengers, Melissa Carol Sukowatey, 33, River Falls; Alexander LaMoyne Stockland, 24, Hudson; a 10-year- old and a 9-year-old wore seat belts and reported no injuries.

Petersen was cited $98.80 for failure to yield right-of-way in roundabout.

At 6:57 p.m., a city employee reported someone had cut four ratchet straps holding up a tent in Glen Park (355 Park St.) The straps, which were heavy duty, had been cut and the tent had fallen over.

Damage is estimated a $20 per strap and appeared to be intentional.

Jason Brandon Berg, 46, Bloomington, Minn., was cit- ed $124 for urinating in public after police caught him urinating between two dumpsters behind 125 E. Elm St. at 11:31 p.m.

At 11:45 p.m., police re ceived an anonymous tip that people were smoking marijuana in the bathrooms next to the softball field at Houman Park (547 Hanson Drive). Po – lice conducted a travc stop on a vehicle leaving the park when they arrived. Three teenagers were in the car and denied knowing if there was marijuana inside. With permission, police searched the vehicle and found a mason jar containing marijuana inside a McDonald’s bag, several glass pipes and a water bong. One teen said he’d been smoking marijuana in the bathroom before his friends arrived to pick him up. He claimed the marijuana and paraphernalia were his. Benjamin Thomas Esterby, 17, River Falls, was cited $187 for possess drug paraphernalia and $187 for possession of THC.
