APPROVED MINUTES OF Special PIERCE COUNTY BOARD OF SUPERVISORS
Monday – November 6, 2023 - 5:00 p.m.

Meeting called to order by Chairman Jon Aubart at 5:10 p.m., in the County Board Room at the Pierce County Courthouse & via Zoom.
A quorum was established with roll call by County Clerk Jamie Feuerhelm acknowledging 14 supervisors attending, 2 excused (D. Bergseng, M. Pittman), & one seat vacant (Dist. 14).
Also attending were: Jason Matthys-Administrative Coordinator, Brad Lawrence-Corp Counsel, Greg Weaver-Data Analyst, Joe McDaniel-Facilities Manager, and Sarah Nigbor-PC Journal.
Adopt Agenda: Motion by D. Auckland/J. Kosin to adopt the agenda as presented; motion carried unanimously.
Pledge of Allegiance: To the Flag led by Supervisor J. Aubart.
Public Comment on Issues Not Related to Agenda Items: J. Matthys announced that VSO Melissa Hildebrandt was spearheading an effort to honor veterans by displaying green lights in the windows of Pierce County buildings. The lights were provided by the Veterans’ Service Office & will be displayed throughout every County campus from Monday through Friday.
RESOLUTIONS FOR FIRST CONSIDERATION
Res. 23-11 Authorize Emergency Exception to Statutory Bidding Requirements to Purchase & Install Boiler Equipment & Materials pursuant to §59.52 (29)(b) Wis. Stats.
First reading; motion by M. Kahlow/S. Bjork to suspend the rules & waive reading of the resolution & adopt on a first reading.; motion carried unanimously. J. Matthys explained that staff have been dealing with & attempting to repair one of the boilers in PCOB since August. After multiple efforts & several thousand dollars in repairs the unit was deemed unrepairable by Trane technicians. He added that the one working boiler next to this one is the same age & was difficult to estimate how much longer it would remain functionable. Supervisor S. Lorentz asked if only a single vendor was being considered or if there were more. Chairman J. Aubart indicated that more than one vendor would be sought. Supervisor B. Plunkett asked why things like mini splits were not being considered seeing as both boilers needed replacement anyway. Supervisor S. Bjork responded that because of colder weather fast approaching the timeline to do a more comprehensive analysis that would include mini splits may just not be feasible. Motion to authorize project & approve Resolution 23-11 as presented carried unanimously by roll call vote.

Adjournment: Meeting adjourned at 5:23 p.m. by motion of J. Kosin/K. Sampson; motion carried unanimously by voice vote.
