Council Meeting Minutes

Pursuant to due call and notice thereof, City Council Meeting of the Prescott City Council was held on Monday, November 27, 2023, in the Prescott Municipal Building, 800 Borner St. Prescott, WI 54021.

1. CALL TO ORDER

Mayor Daugherty called the regular city council meeting to order Monday, November 27, 2023, at 6:00 p.m.

2. ROLL CALL

Members present for the roll call were Lindsay Owens, John Peterson, Dar Hintz, Pat Knox and Bailey Ruona. Maureen Otwell was present after the roll call. Also present were City Administrator, Matt Wolf, and Clerk, Rashel Temmers.

3. PUBLIC COMMENTS - THE CITY COUNCIL WILL RECEIVE PUBLIC COMMENTS ON ANY ISSUE(S) RELATED TO AGENDA ITEMS. LIMITED DISCUSSION BY THE CITY COUNCIL MAY TAKE PLACE.

There were no public comments.

4.4 Cable Commission – Termination of Prescott Cable Television Channel 6 Memo

Ruona/Hintz motioned to approve the consent agenda. Alderperson Knox asked for clarification on the Termination of Prescott Cable Television Channel 6 Memo. Prescott Cable Coordinator, Larry Imm, explained that PCTV runs two (2) broadcast channels. Channel 6, that runs from the High School, will be the channel that is terminated and everything will be broadcast on channel 18. There was no further discussion on the motion. Consent Agenda passed without a negative voice vote.

5. REPORTS OF STANDING COMMITTEES AND COMMISSIONS

5.A. FINANCE COMMITTEE:

5.B. PLANNING COMMISSION - Next Meeting – Monday, December 4, 2023, at 6:00 PM has been cancelled.

Mayor Daugherty noted that there is an opening in February on the Planning Commission as David Hovel gave his resignation. If anyone is interested, please contact City Hall or Mayor Daugherty.

5.C PARKS & PUBLIC WORKS - Next Meeting – Wednesday, November 29, 2023, at 5:30 PM

6. COMMUNICATIONS & NEW BUSINESS

6.1. PUBLIC COMMENTS – The City Council will receive public comments on any issue(s) not related to agenda items. Limited discussion by the City Council may take place; however, no action will be taken on any items. This includes receiving written request

Alderperson Hintz, asked City Administrator, Matt Wolf, to give an update on the status of the city wells. She has had residents ask questions. Matt stated that back in September of 2021, well 3 was shut down due to the high nitrate levels of 12.1 mg/Liter. As part of the process, we have gone through remediation. In 2022 the city completed an engineering study for what our options were. The city has decided to move forward with doing treatment through reverse osmosis. The US EPA has proposed new standards for PFAS and up to today, all of our wells have come in under the current standard of 70 parts/trillion that the State of Wisconsin already has. The EPA is looking to set new standards of 4 parts/trillion. If this should happen, our wells would be out of compliance. Well 3 has not come back on line, but is considered part of our system in case of an emergency or natural disaster. The DNR would require the city to send out letters at that time if this should happen. The city has received DNR full approval of treatment to well 3. Now the City is waiting to hear from the DNR funding side regarding a grant that was applied for before the remediation project can move forward.

6.2. Ordinance 08-23 Amending Chapter 146 Police Department – 2nd Reading

Alderperson Otwell, reviewed and read the minor changes made to the 1st reading of Ordinance 08-23 which amends chapter 146 of the Police Department. Changes include specifications on the role of a lieutenant in the case of the police chief’s absence or disability. It was clarified that in such a case, the lieutenant would not be entitled to any additional pay unless the role is expected to be filled for an extended period. Otwell/Ruona motioned to approve Ordinance 08-23 Amending Chapter 146 Police Department – 2nd Reading and waive the 3rd Reading. There was no further discussion on the motion. Motion passed without a negative voice vote.

6.3. Notice of Spring 2024 Election

City Administrator reviewed what positions will be on the upcoming ballot in April and that if anyone was interested in running, they can pick up a candidacy packet at city hall.

6.4. Approval of Cortney Franklin of Bodhi Studios - Tourism Committee

Ruona/Hintz motioned to approve the Approval of Cortney Franklin of Bodhi Studios to the Tourism Committee. No further discussion on the motion. Motion passed without a negative voice vote.

6.5. Approval of Melissa Bolle of Prescott Roadhouse - Tourism Committee

Ruona/Otwell motioned to approve the Approval of Melissa Bolle of Prescott Roadhouse to the Tourism Committee. No further discussion on the motion. Motion passed without a negative voice vote.

7. OTHER BUSINESS - City Council Meeting, December 25, 2023

Mayor Daugherty announced the cancellation of the City Council Meeting that was scheduled for December 25, 2023.

No closed session.

9. ADJOURNMENT

Ruona/Otwell motioned to adjourn the meeting at 6:18 p.m. No further discussion. Motion passed without a negative voice vote.
