Cleo was born in La Crosse, Wis. where she graduated from high school and met her husband, Floyd. Together they moved to St Paul to start a new life and a family before moving to Prescott in 1958. She resided in Prescott on Linn Street for nearly 60 years until 2017 when she moved into a senior living facility in Mounds View, Minn.

After Floyd’s death in 1969, Cleo had to buckle down and raise four children ages 2 to 16 at the time. With the help of family, friends, and the neighbors on Linn Street and around she persisted on a thin budget and was able to keep her house.Cleo was a regular at UCC church in Prescott and then later at New Life Church in Cottage Grove. Cleo always volunteered at her churches and was leader of the 4-H Club for many years while her kids were involved. She was a voracious reader. She learned to read from her older sisters before she even started school. We estimate she read read the entire fiction section of the Prescott library then started over.

Preceded in death by: Husband Floyd, parents Ella Mae and Clarence Holter as well as her five sisters, Edna, Lori, Avis, Alice, and Phyllis. Cleo is survived by her children: Cindy (Gerald Galloway), Penny (Robert Leder), and sons Tony (Sharon) and Richard (Kelly); grandchildren, Heidi, Casey, Lance, Trystan, Talitha, Tyrza, Truly Anna, Lexander, Holter, Maggie and Sam; step-grandchildren, Rebecca and Brianna; and 12 great grandchildren.

Funeral services will be held Tuesday, Aug. 29 starting with a visitation at 1 p.m. followed by a short service and luncheon at 2 p.m. at Woodland Hills Church, 1740 Van Dyke St., St Paul, MN 55109
