Council approves application for new Highway 10 pedestrian crossing

At the Prescott City Council meeting on Oct. 23, council members approved an application assistance phase services contract for a potential Highway 10/35 pedestrian crossing. Greg Adams from Cedar Corporation said this has been a project on the city’s back burner for about 12 years.  

Adams said the goal was for a crossing to be installed and that the idea of an underpass had even been floated around at one point. With so many options, the Department of Transportation recommended going through a feasibility study to collect public and community input to see what their preference would be. In this first phase of the project, the city would submit an application to apply for a feasibility study. If the grant is approved and successful, it would cover 80% of the engineering, planning, feasibility study and concept scenario selection.

“So really it’s to get you into the application process to hopefully get selected,” Adams said.

As he commented on the long length of the application, Adams mentioned the application fee is $3,500 and due Oct. 27.

The DOT would not perform the feasibility study, Adams said. A city selected consultant would.   

As Adams went back to his seat, Mayor Robert Daugherty asked if the Locust Street project was completed. Adams said it was close with two areas of cracked concrete that needed to be fixed along with some lawn restoration.

“They had about 98% of it done. I kept pestering them with a list of the things that need to get done,” Adams said.

He said they will do a walk through when the remaining items are taken care of with a project completion date of Nov. 15.

“They made amazing progress and then with 2.5% left to go, they just kind of dragged a little bit there. So, I’ve been pestering them to get that completed,” Adams said.

He shared that he has been receiving calls from concerned residents about the remaining work.

Alderperson Baily Ruona said, “I’m guessing that they ran into another job because they’re trying to beat the frost. So whatever job that they’re on, they’re trying to beat the frost right now.”

Adams reiterated that the project completion should be happening soon.

The next regular Prescott City Council meeting will be held at 6 p.m. Monday, Nov. 13 in the Prescott Municipal Building.
