St. Croix County declared an emergency from flooding on Monday afternoon. For those whose homes flooded, hotel vouchers were available. In River Falls, the Hwy. 65 underpass at North Main Street was closed Monday morning due to flooding. The Powell Avenue bridge was also closed. Hwy. JJ was washed out by the Kinni River east of River Falls. One person was killed in St. Croix County. A 70year-old man died when his van went off the road into a water-filled ditch in the Town of Emerald near Baldwin. Emergency workers atempted to rescue the man, who died at the hospital.
