MARCH 8, 2021 REGULAR CITY COUNCIL MEETING
MINUTES Pursuant to due call and notice thereof, a regular meeting of the Prescott City Council was held on Monday, March 8, 2021 in the Prescott Municipal Building, 800 Borner St., Prescott, WI 54021.
Call to order/Roll Call: Mayor David Hovel called the meeting to order 6:00 p.m. Members present were Thomas Oss, Dar Hintz, Joshua Gergen and Robert Daugherty online. Bailey Ruona and Maureen Otwell were in Prescott.
Police Chief Eric Michaels and City Administrator Jayne Brand represented staff.
Public Comments: No public comments were given.
Ruona/Daugherty motion to approve the consent agenda which included regular city council meeting minutes for February 22, 2021, ordinance committee meeting minutes for February 22, 2021, plan commission meeting minutes for March 1, 2021, cash balances, budget year to date, accounts payable, payroll and review of receivables passed without a negative voice vote.
Police Chief Eric Michaels reviewed the calls which were made by the Police Department for 2020.
Some calls were down because of COVID. The types of crimes are changing. The Department is getting more crimes which are taking a lot of investigations. They have a suspect in the burglary/ arson crime and have made an arrest in the suspicious device which was found by the Sost of ce.
Alderperson Hintz asked about how things are going during the weekends. Chief Michaels stated there have been nu- merous ghts but he has
contacted the establishment owner regarding these issues.
The council was informed that a variance request from Leo’s Landing for an above ground fuel tank was denied by the Fire Chief and Fire Inspector. The reason for the denial was the tank would be too close to train tracks.
Police Chief Eric Michaels presented bids for replacement of a furnace and air conditioner. Two bids were received were for $6,950 and $9,650. Ruona/Hintz motion to approve the bid from River Falls Heating in the amount of $6,950 with funds coming from building maintenance and/or contingency passed without a negative voice vote.
Police Chief Michaels informed the Council mold and water damage was found on the EMS side of the building.
It also needs to have insulation added to the attic and around supply and return diffusers. There were 2 bids for the work one in the amount of $12,880 and the other for $12,805. There is also an estimate from Big River Flooring Company in the amount of $3.612.20 for the removal and replacement of drywall and painting. Ruona/Otwell motion to approve the bid from Big River Flooring in the amount of $3,612.20 and St. Croix Insulation in the amount of $12,880 because of additiona insulation with funds coming from building maintenance and/or contingency passed without a negative voice vote. for part of the northwest quarter of the northwest quarter, Section 14, Township 26 North, Range 20 West, City of Prescott, Pierce County, Wisconsin including all of lot 1, Pine Ridge passed without a negative voice vote. Otwell/Ruona motion to approve of Ordinance 01-21 “Accessory use or structures” passed without a negative voice vote. The Council reviewed the proposed revisions to the open burning ordinance. Alderperson Daugherty asked about the proposed time of 11:00 pm to ha Ye all re extinguished.
Daugherty stated what if you work the 2nd shift and you

got home. He feels if residents get too loud they can call the Police and it can be handled under a nuisance. Otwell/Hintz motion to approve the 1st reading of Ordinance 02-21 “Open Burning” with the remova of the re ha Ying to be extin guished by 11:00 pm passed without a negative voice vote. The consensus of the council is to allow the POW-MIA balloon on May 1, 2021 with an u Sdated certi cate of lia bility insurance naming the city as an additional insured. Ruona/Otwell motion to go into closed session per Wisconsin Stats. 19.85 (1) (e) deliberating or negotiating the purchasing of public properties, the investing of public funds or conducting other s Seci ed
