The Town of Martell wants in on the City of River Falls EMS agreement with Allina Health Emergency Services.
The River Falls City Council will act on a resolution at its Jan. 12 meeting to allow city staff to execute a contract addendum with Allina to put together an EMS agreement with the Town of Martell.
“The Town of Martell is requesting to join the city’s EMS services agreement with Allina EMS sometime during 2021,” a memo to the council from Assistant City Administrator Jason Stroud states. “Some years ago, Martell was served by River Falls EMS and is currently served by the Ellsworth Area Ambulance Service.”
“Staff has consulted with Allina EMS leadership on this request, and they do not have any reservations about the inclusion of Martell,” said Stroud. “The minimal call volume and relatively small population of 1,213 is not expected to have any significant impact to service delivery.”
Martell would be served by ambulance from the River Falls station.
“Allina analyzed drive-time scenarios throughout the Town of Martell to ensure they can meet the contractural requirement of 17:59,” said Stroud.
Supervisor John Worsing sent a letter to Mayor Dan Toland in mid-December making the request.
“If acceptable to you and the City Council, we would appreciate joining the service at a date in 2021 that would allow for Martell to terminate our current relationship with the Ellsworth Area Ambulance Service and provide River Falls and Allina the time necessary to insure a smooth transition.”
Worsing said he hopes the transition could take place in the first or second quarter of this year. AMBULANCE
Cost to add Martell would be $15,769, which Martell would pay the City of River Falls. An additional $2 per capita would be charged to Martell for contract oversight and administrative fees.
“Currently, the Towns of Kinnickinnic, Troy, Pleasant Valley, River Falls and the Town of Clifton are charged a base rate of $11. The Prescott Fire and EMS Association is charged a base rate of $19 due to the staffed ambulance requirement in that community,” Stroud’s memo states.
With approval of the resolution, an EMS services agreement will need to be reached with the Town of Martell.
