May 31
•Police received a theft complaint at 9:29 a.m. June 1 from 314 Steelhead Drive. The complainant said a teal Coach purse (valued at $450), a cream Coach wallet (valued at $200), keys to her vehicle and various other contents were taken from her unlocked vehicle, parked in the driveway, sometime after 8 p.m. May 31 but before 8:20 a.m. June 1. Roseville Police had contacted her and said her driver’s license and Costco card had been found in a Shoreview, Minn., park. The complainant called back at 11 a.m. to report her debit card had been used at two Speedways in St. Paul. A suspect was identified (see June 6).
June 1
•Police responded to a twovehicle accident at 6:40 p.m. June 1 at River Falls Golf Club (2120 E. Division) between a 2020 GMC Acadia, owned by
Nancy J. Pace, River Falls, and a 2008 Toyota Solara, driven by Laylah Anne
Fargo, 16, River Falls. The Acadia was legally parked in the parking lot. Fargo was attempting to park next to Pace and collided with the Acadia. A witness stated Fargo exited the vehicle to look for damage, then got back into the vehicle and parked in another location. The witness took a photo of the Solara’s license plate and notified Pace. The Acadia had minor to no damage and the Solara had no damage. Fargo said she didn’t think she hit the Acadia, so she left the scene.
•At 6:12 p.m., police received an animal at large complaint at 607 N. Main St. A cat had entered a woman’s house and wouldn’t leave. The officer took the cat to the police department in a kennel with a litter box, food and water. No one claimed it, so it went to the River Bluffs Humane Society in Red Wing, Minn.
June 2
•At 8:35 a.m., UW-River Falls police requested RFPD check the area around the Falcon Center (185 Emogene Nelson Ave.) for a suspicious person. Several university staff had reported a man acting strange. Police found the man walking toward Kwik Trip; he could not walk in a straight line, his head was moving uncontrollably left and right, while walking his arms moved unnaturally in every direction and he ran into a person and was talking loudly to himself. Allina EMS took him to River Falls Area Hospital for an evaluation after police found a glass vile containing a white crystal substance in his front pocket. Christopher Patrick Paar, 34, Baldwin, was arrested for possession of methamphetamine and taken to St. Croix County Jail; he also had a felony warrant for his arrest.
•At 3:11 p.m., officers responded to a minor two-vehicle collision in the River Falls High School parking lot between a 2007 Honda Accord, driven by Abby Rose Stellrecht, 17, River Falls, and a parked 2017 Toyota Camry, owned by Ioana Ghenciu, River Falls. Stellrecht pulled forward out of a parking stall, turned right and sideswiped the Camry, causing minor damage to both vehicles.
•At 4:30 p.m., police were called to a two-vehicle accident with injury at Highway 35/65 and Cascade Avenue between a 2016 Ford Explorer, driven by Jessica Marie Schaffer, 40, Baldwin, and a 2000 Mack Dump Truck 700, driven by Gregory John Gillis, 69, Hammond. Gillis was traveling south on Highway 35/65 approaching the East Cascade Avenue intersection. Schaffer was heading east on East Cascade and stopped for a red light at Highway 35/65. Schaffer’s light changed to green and she began to cross the intersection and struck the Mack, who had run a red light. Gillis said he thought the light was yellow. Schaffer was wearing a seat belt and reported no injuries. A 4-year-old passenger in Schaffer’s vehicle was in a child restraint seat and reported no injuries. Gillis also wore a seat belt and reported no injuries. The Explorer had disabling damage, while the Mack had functional damage. Gillis was cited $98.80 for operator violate red traffic light.
•At 5:30 p.m. Julie Ann Walton, River Falls, parked her 2017 Subaru Outback in front of 112 N. Main St. When she returned, a note from a witness told her someone had hit her vehicle. She made contact with Christopher Scott Baschnagel, 49, River Falls, who drove a 2010 Ford Taurus. He provided her the name “Chris Scott” and a phone number. She also wrote down his license plate number. When she arrived home, she noticed more damage on her vehicle, so she tried calling the phone number she’d been given but it didn’t work. When police reached the vehicle’s owner June 5, he denied being in a collision, but said his son’s name was Christopher. The owner’s wife then told police that Baschnagel had admitted to being in a minor accident on June 2. Baschnagel said he was trying to park the Taurus when it accelerated, striking the back of the Outback. Both vehicles had minor damage.
June 4
•At 8:51 a.m., a complainant called police and reported a Pride flag being damaged over night between 9:15-11 p.m. at 1288 Foster St. Someone broke the flag pole and tried to burn the flag, valued at $25. There are no known suspects.
•At 9:44 a.m., police responded to a two-vehicle crash in the Kwik Trip parking lot (1200 S. Main St.) between a parked 2019 Ford F250, owned by Matthew Steiner, 35, Roberts, and a 2019 Chevy Silverado, driven by Jennifer Casey Isham, 21, River Falls. Steiner was parked behind Isham, who backed into his Ford. The Ford had minor damage, while the Chevy had none.
•At 9:50 a.m., a 15-year-old River Falls High School student was cited $86.20 for minor possesses or purchases tobacco/nicotine (second) at RFHS. The student had a vaporizer and bottle of “Vape Pro’s Crazy Cowboy Tobacco” in a backpack.
•At 2 p.m., a complainant reported damage to his vehicle at 513 S. Wasson Lane, that had occurred sometime after 9 p.m. June 3 but before 6:50 a.m. June 4 while parked on the street. The tailgate had been damaged (estimated to cost $500 to fix). Police spoke with a suspect, who denied damaging the vehicle or knowing who did. No video surveillance is available.
•At 9:44 p.m., a 2018 Chevy Equinox, driven by
Cassy Marie Hoven, 35, Ellsworth, hit an animal on Highway 35 at Quarry Road. Hoven, who wore a seat belt, reported no injuries. Jerry’s towed the vehicle due to disabling damage.
June 5
•At 2:03 a.m. PCSO requested RF police respond to 311 N. Second St. for a black truck that had been seen driving all over the road in St. Croix County. A witness provided dispatch with a license plate. When police made contact with the suspect, he was standing outside his truck and appeared heavily intoxicated. The truck had significant damage to the front end and passenger side; it looked like it had struck a wooden pole because wood debris was attached to the truck’s front end. St. Croix County deputies, investigating a utility pole crash, arrived on the scene. They arrested Jackson Anthony Skutt, 20, River Falls, for OWI and took him to St. Croix County Jail.
•At 3:16 a.m., an officer driving north on North Main Street near Summit Street saw a man with outstanding warrant walking south toward BP. The officer provided Robert Earl Gee, 30, River Falls, a courtesy ride home and provided updated “notice to appear” forms.
•At 7:07 p.m., police responded to a hit-and-run crash at Arrow Court and Huppert Street. When police arrived, no vehicle was at the scene. Officers observed a damaged stop sign laying in the ditch. Just north of the stop sign was an AT& T utility box that had been hit. Two witnesses said they heard the crash and watched a silver Cadillac CTS drive north on Huppert Street. A vehicle part found on the scene revealed the vehicle was a 20142019. The vehicle was not located.
June 6
•At 10 a.m. June 6, Pierce County Sheriff’s Office sent RFPD to 314 Steelhead Drive for a stolen 2013 Dodge Durango. The complainant had reported her purse and keys being stolen from her vehicle a few days prior. The Durango was stolen from her driveway sometime between 7:30 p.m. June 5 and 10 a.m. June 6. Thanks to a witness coming forward after seeing the complainant’s plea for help in identifying the thief on Facebook, police were able to identify a suspect. The witness said
Kristopher Thomas Jacobson, 34, 834 Armstrong Ave. W., St. Paul, had asked her to pick him up at his house and take him to River Falls. The witness had no knowledge of why he wanted to go to River Falls. St. Paul Police located the Durango at Jacobson’s residence, where no one answered the door.
June 7
•At 8:15 a.m. officers responded to 1333 Main St. in regards to a dog bite. The complainant, a vet tech at Kinnic Veterinarian’s Service, had been bitten by a dog in the lower abdomen during a vet visit. The dog had been muzzled and on a leash, but was able to make a small bite. The dog’s owner was provided a quarantine order.
•At 12:05 p.m., while inside the impound lot at 900 Benson St., an officer saw a 6-foot hole cut into the northern side of the impound fence. Public Works staff fixed the fence; there are no suspects and nothing appeared to be missing.
•At 5:36 p.m., Shane Patrick Beach, 30, River Falls, was arrested for a St. Croix County warrant after a traffic stop at Ninth Street and Falcon Drive. He was taken to jail in Hudson.
•At 6:59 p.m., police responded to a physical domestic in progress at 429 Kennedy St. where a woman was reportedly bleeding from the head. She had fled the house and gone to a neighbor’s to call 911. Two children were also home and provided statements. A domestic disorderly conduct charge was referred to the district attorney for Christina Lynn Lay, 35, River Falls. Joshua Allen Calverley, 36, River Falls, was arrested for a Pierce County warrant. Witnesses said Lay became upset over something online, started hitting and was injured when she tripped over a couch.
•At 7:01 p.m., police responded to a minor two-vehicle collision at 414 S. Main St. between a 2008 Ford F150, driven by Luke Thomas Larson, 29, River Falls, and 2020 Subaru Outback, owned by
James J. Cortright, River Falls. Larson’s side mirror struck the Outback’s window while he was parking his F150, causing it to break. Larson said he was distracted by pedestrians. The Ford also had minor damage.
•At 9:41 p.m., police were sent to 596 Birchcrest Drive for a property damage and juvenile complaint. Dispatch reported a group of juveniles had allegedly been harassing residents at 596 Birchcrest and damaged their window screens. The complainants said 4-5 boys (ages 10-12) had been yelling sexually explicit things through the window at them. When one complainant yelled at them to stop and leave the area, they heard scraping sounds on the windows. When they checked, the screens had been cut. Police had suspects in mind and interviewed their mother, who said they were not home but were supposed to be. When the boys came home, police interviewed them and one admitted to cutting the screens. A juvenile referral will be made.
June 8
•At 12:23 p.m., police arrived at 1331 N. Main St. for a minor two-vehicle collision between a parked 2015 Chevy Equinox, owned by Angela L. Haley, Woodbury, Minn., and a 2020 Frht Truck, driven by
Keith William Gades, 42, Rosemount, Minn. Gades was backing into the parking lot and struck the rear end of the Equinox, causing functional damage. Gades said he did not see Haley’s vehicle. His truck had no damage.
•Police responded to a minor two-vehicle crash at 3:29 p.m. in the Jimmy John’s drive-thru (477 Spruce St.) between a 2019 Toyota Tundra, driven by John Charles Huber, 40, Hudson, and a parked 1995 BMW 325, owned by Cory Brian Coone, River Falls. Huber was going through the drive-thru with his truck and trailer. While he was stopped at the drive-thru, Coone, a delivery driver, pulled in and parked alongside Huber’s truck in his blind spot. Huber tried to make a wide turn out of the drive-thru to avoid hitting the building with his trailer when his front passenger tire hit the front driver’s side corner of Coone’s BMW. Huber’s truck had no damage, while Coone’s BMW had minor damage. Coone requested $50 for the damage, which Huber agreed to.
•At 3:31 p.m., police were called to a two-vehicle collision with lane blockage and injuries on North Main Street near the Maple Street intersection between a 2017 Honda Civic, driven by Brianna Storm Kobs-Stromley, 24, Beldenville, and a 2019 Ford Eclipse, driven by Laura Wagenbach Haugen, 36, River Falls. Kobs-Stromley, who was behind Haugen on North Main, said she “looked away for two seconds and then hit the other car.” The Honda had disabling damage to the front end and had to be towed. The Eclipse had minor damage to the rear. Haugen was taken to River Falls Area Hospital for minor injuries. Both drivers wore seat belts; Kob’s Stromley didn’t report any injuries. She was cited $111.40 for inattentive driving.
•At 9:07 p.m., police responded to a hit-and-run between a 2012 Chevy Equinox, owned by Parker J. Madden, River Falls, and an unknown vehicle at 950 S. Main St. Madden’s vehicle was struck in the passenger-side rear corner by an unknown vehicle, causing minor damage. There are no suspects.
June 9
•At 12:30 p.m., police responded to 2860 Williams Ave. for a drug paraphernalia complaint. An employee reported being given two “dab pens” by residents. Police took the items, which tested negative for marijuana.
•At 4:46 p.m., a woman reported her daughter’s Ruger EC9S 9mm as stolen from a vehicle at 1450 S. Wasson Lane. A suspect was identified. The case is under investigation.
•At 5:18 p.m., a woman reported receiving a fraudulent phone call from a person identifying themselves as from the WESTconsin Fraud Department. They told her there was fraudulent activity on her account; she provided them with her account information and received texts confirming the fraudulent activity had been blocked. The woman contacted WESTconsin Credit Union in Menomonie and discovered the call had not come from WESTconsin. A total of $6,694.58 was taken from her accounts.
June 10
•At 10:07 a.m., police met with a complainant at 628 N. Pearl St. about a stolen license plate from a red Chevy Traverse. It went missing sometime in the last week.
•At 4:04 p.m., police responded to 1495 Riverside Drive for a threats complaint. A person contacted the complainant over social media and demanded $1,000 or a video of the complainant’s boyfriend would be posted to social media and sent to people. The complainant wanted the incident documented.
•While at a medical call at 5:25 p.m. at Veterans Park, an officer saw Koianna Jean Kelley, 32, River Falls, walk past. Kelley had an active warrant through Pierce County. After the officer cleared the medical call, he searched for Kelley but couldn’t locate her. At 6:42 p.m., he found her walking north on South Main Street near East Locust. She provided the officer with a “notice to appear.”
June 11
•At 7:49 p.m., police responded to 1396 Cemetery Road for a burglary not-inprogress. A complainant said it appeared as if someone had broken into multiple storage units. Multiple units had garage doors pushed up 6 inches to 1 foot. Police saw one unit with a cut lock on the ground. Units 3,6,8,9,10,13,18,19,20 and 24 were entered. The cut lock was found at Unit 24. A cut lock and pierce of the cut lock were found at Units 3 and 4. The property management company was contacted.
•At 6:33 p.m., police responded to 402 N. Third St. for an animal complaint. A complainant reported that the resident at the address leaves their dog outside 3-4 hours per day with no access to water or shade. When police arrived, the found the dog on a short leash secured to the ground with a pitch fork. The dog was in the shade but had no water. It appeared healthy. The current temperature outside was 86 degrees. No one answered the door. Two witnesses said the dog is left outside 8-12 hours per day. Police left the owner a voicemail.
June 13
•At 3:11 a.m., a resident at 102 E. Maple St. reported a stolen 1996 silver Toyota Camry. The keys had been left in the car.
•At 8:13 a.m., Andrew Michael Cariveau, 21, River Falls, was cited $861 for OWI and $861 for operating with PAC after a traffic stop on Highway 35. Cariveau, who was driving a 2010 Acura TL south on Highway 35, went off the road and struck a guardrail. Cariveau allegedly told police he didn’t remember what happened. He drove back to his residence and his father called police. Cariveau was cooperative; his blood alcohol content level registered at .09. The accident had occurred at 6 a.m.
•At 7:43 a.m., police took a property damage complaint at 1881 Kimberly Circle. The complainant said the damage had occurred sometime between 9:30 p.m. June 12 and 7:30 a.m. June 13. Her pride flag, found lying in the front yard, was ripped, and the flag pole was badly damaged. The pole’s top ball was found nearby in Spring Creek Park. A “Hate has no home here” Black Lives Matter yard sign had two large scrape marks. The complainant felt the attack was targeted. Police noted they’ve been receiving multiple complaints in that neighborhood about juveniles ringing doorbells and knocking on doors and running away throughout the night.
•At 9:13 p.m., police responded to 1998 Michael Lane for a possible assault. A complainant said his wife had hit him in the head and left with their children. The suspect,
Ashley Bougie, 37, River Falls, was located and returned to the home. She was arrested for domestic disorderly conduct and taken to Pierce County Jail.
June 14
•At 8:55 a.m., RFPD received a theft complaint online about a burglary at 1450 S. Wasson Lane. The complainant had said that someone entered her room through her window while no one was home and the door was locked. She noticed her modem had been moved, and saw damage to her door. Many items were reported missing, such as wigs, a laptop, a tablet, a large carry toolbox containing wrenches, sockets and other items; an electric handsaw, a drill, a Fitbit watch, Apple earbuds, two pairs of Harley Davidson boots, Nike tennis shoes, several pairs of dress shoes, 12 pairs of name-brand jeans (Miss Me, Rock Revival, BKE and Big Star), a small ceramic dish containing jewelry, a window fan, clothing and bedding. The complainant found bags on the porch containing her items and garbage, along with the smell of urine. There was human feces in the bags. Several suspects were identified.
•At 10:48 a.m., officers were sent to 708 N. Main St. for suspicious activity where a man was reportedly yelling at a truck and trying to get into it. He appeared to be hallucinating. Police found the man in back of Kinni Café talking to objects and digging through a dumpster. When police approached, the man said he was “talking to her” and there was no one inside the dumpster. He declined to provide a name and walked toward the Valu Stay Motel. While police talked to the complainant, they saw the man approach the truck again, which had Nevada plates, look inside it and talk to someone, though it was unoccupied. The motel manager said the man was dropped off there and had paid through June 17. He allegedly drank outside every night and kicked cars in the parking lot. When police tried to talk to him, he complained about the motel’s wifi, then licked his hands and began slapping the tires of a vehicle.
Alvin Saah Kpelewah, 31, homeless, was arrested for violating absolute sobriety (he’s out on bond in Pierce County) and was taken to St. Croix County Jail.
•At 2:50 p.m., officers responded to 229 Charlotte St. for a bond violation. Amanda Kristine Ziebarth, 32, River Falls, violated a no contact bond condition several times via text, calls and an in-person visit. She showed up at a house holding a baseball bat. She was apparently not threatening with the bat, and left after speaking with the home’s residents. Police found Ziebarth at her residence. She told police she had knives in her pockets; when they went to remove the knives, they found a baggie with white residue which later tested positive for heroin or methamphetamine. She was arrested for bail jumping.
•At 3:55 p.m., police responded to a two-vehicle collision on Main Street near Elm Street between a 1995 Ford F150, driven by Mason David Unger, 23, River Falls, and a 2015 Ford Fusion, driven by
Dustin Tyler Plank, 38, River Falls. Plank was northbound on Main Street nearing Elm and slowed for a pedestrian in the crosswalk. Unger, who was behind Plan, rear-ended Plank’s vehicle. He said he looked at a restaurant to his right and couldn’t stop in time. No one, including Plank’s passenger, reported injuries. The F150 had no damage, while the Fusion had minor damage.
•At 4:39 p.m., police responded to a single-vehicle crash with property damage at River Falls High School. A 16year-old River Falls juvenile was practicing driving a 2011 Volkswagen Toureg with their mother when they mistook the gas pedal for the brake pedal and accelerated over a curb and into a stop sign. The stop sign fell over and the driver panicked. They continued pressing on the accelerator and went over a second curb, drove between two trees and stopped in the grass next to the school. No one reported any injuries; the vehicle had functional damage.
