PRESCOTT – The Prescott City Council reviewed the city's 2025 Compliance Maintenance Annual Report (CMAR), an annual report required by the Wisconsin Department of Natural Resources that evaluates the performance of the city's wastewater treatment facility. City Administrator Matt Wolf explained that the wastewater treatment plant had a “rough year.”
The report serves as a self-audit, measuring how effectively the treatment plant operates and whether it is meeting state standards. Factors such as wastewater treatment efficiency, phosphorus removal, and energy use are included in the evaluation.
Prescott's wastewater treatment facility received an overall score of 2.34 out of 4.00 in 2025, down from 3.66 out of 4.00 in 2024.
City officials said the lower score was largely due to high-strength wastewater discharges from SV Labs between July and September 2025. Those discharges negatively impacted several performance categories, including biochemical oxygen demand (BOD), total suspended solids (TSS), and phosphorus removal.
In response to the issue, the city approved Resolution 53-25 in October 2025, authorizing staff to discontinue sewer service to SV Labs if the company failed to meet compliance requirements. Since then, SV Labs has taken corrective actions and returned to compliance.
“Since that time, SV Labs hasn’t had any issues and we’ve been good so hopefully our report card jumps back up for 2026,” Wolf said. “SV Labs has been fully compliant. We haven’t had any issues since the October of 2025 discussion we had with them.”
Although the issue has been resolved, its effects are reflected in the facility's 2025 report card.
The council unanimously approved resolution 32-26 to inform the Wisconsin Department of Natural Resources on the Prescott Wastewater Treatment Plant.
