CITY OF PRESCOTT MARCH 22, 2021 REGULAR CITY COUNCIL MEETING MINUTES Pursuant to due call and notice thereof, a regular meeting of the Prescott City Council was held on Monday, March 22, 2021 in the Prescott Municipal Building, 800 Borner St., Prescott, WI 54021.

Call to order/Roll Call: Mayor David Hovel called the meeting to order 6:00 p.m. Members present were Thomas Oss, Dar Hintz, Joshua Gergen, Bailey Ruona, and Robert Daugherty online and Maureen Otwell in person. City Administrator Jayne Brand represented staff.

Public Comments: No public comments were given.

Ruona/Otwell motion to approve the consent agenda which included regular city council meeting minutes for March 8, 2021, ordinance committee meeting minutes for March 8, 2021, health & safety committee meeting minutes for March 16, 20201 and Prescott Housing Authority meeting minutes for February 10, 2021 passed without a negative voice vote.

Seth Hudson from Cedar Corporation presented the proposed work and timeline for the downtown river front project. The courtesy dock and ramp will be installed in 2021. The rest of the project would be completed in 2022. There is a large amount of work hitting the market from projects which were not completed because of COVID. The bid package will be released early in 2022 and the Freedom Park Trail will be included in the bid package. The project will be completed in phases so the downtown will not be torn up the entire summer. The first phase is projected to be completed by July 4th and the 2nd phase should be completed by Prescott Daze. Seth also discussed writing a DNR Stewardship grant for the Freedom Park Trail. The cost to write the grant would be $4,000. Ruona/Oss motion to approve Cedar writing the DNR Stewardship in the amount of $4,000 with funds coming from TID #4 passed without a negative voice vote. Otwell/Hintz motion to approve the 2nd reading and waive the 3rd reading and approval of Ordinance 02-21 “Open Burning” passed by a majority vote with Gergen voting nay. Alderperson Hintz reviewed the proposed changes for swimming pools. There was discussion on the wording “The fence shall be of a type not readily climbed by children”, this section of the ordinance will be removed. Otwell/Gergen motion to approve the 1st reading of Ordinance 03-21 “Swimming Pools” with changes discussed passed without a negative voice vote. Otwell/Hintz motion to approve Resolution 08-21 “Support for a strong State & Local Partnership, Shared Revenue Funds Critical Services” passed without a negative voice vote.

Gergen/Ruona motion to go into closed session per Wisconsin Stats. 19.85 (1) (e) deliberating or negotiating the purchasing of public properties, the investing of public funds or conducting other specified public business whenever competitive or bargaining reasons require a closed session- proposed project within 1⁄2 mile of TID #5 passed unanimously via roll call vote.

Daugherty/Ruona motion to come out of closed session passed without a negative voice vote. Gergen/Otwell motion to adjourn passed without a negative voice vote.
