RIVER FALLS – River Falls City Council Alderperson at Large Scott Morrissette said River Falls High School senior pranks are getting out of hand. He spoke about the recent Senior Boys’ Night Out in particular.

”I have to tell you how disappointed I am in the activities that they did,” Morrissette said during public comment time.

He talked about a photo he saw of a brand new Jeep coated in eggs, flour, oil, rice, baked beans, spray paint and ketchup. Although he didn’t know the cost of the damage, he said he has known other families who’ve spent up to $1,000 to clean up after senior pranks.

“It’s vandalism is what it is,” Morrissette said. “This tradition, which started out as an innocent thing of probably toilet papering has grown over the years into something we don’t expect of the youth of our city.”

He appealed to River Falls School District parents to speak out against it and curtail their kids from doing it. Morrissette said he’s spoken to River Falls Police Chief Gordon Young, RFHS Principal Kit Luedtke, and members of the school board, all of whom are disgusted and saddened by the behavior. There is also frustration because many parents will not press charges.

“I think this is a school district issue and a parenting issue,” Morrissette said. “If the city gets involved, it will be a law enforcement issue.”

Morrissette said he worries that these pranks could be even more damaging to people, considering today’s climate. Parents should not tolerate it whatsoever, he said. “The one-upmanship has gotten way out of hand,” he closed.

License renewals

The city council approved annual liquor and beer license renewals and a combination Class B Liquor and Class B Beer license for River Falls Management LLC, doing business as “Bold Burger,” for 106 N. Main St., the current location of BX Mexican Cuisine.

Before the license renewals, the council held a public hearing at which Morrissette and Alderperson Benjamin Plunkett asked four new agents questions concerning alcohol education, overserving and procedures.

Plunkett also broached the topic of allowing expanded outdoor service on Main Street sidewalks as a form of “harm reduction” from the pandemic. Morrissette questioned whether businesses can be licensed to serve on city-owned sidewalks since they’re not their property. However, he affirmed he’s open to a big picture discussion on the idea.

Alderperson Alyssa Mueller said she’d be interested in hearing how many downtown business owners are interested in pursuing sidewalk outdoor serving areas.

City staff agreed to look into the idea, considering legality and logistics. The council approved the following:
