May 3
•At 8:50 a.m., police were dispatched to a parking lot at 808 S. Main St. for a catalytic converter theft. A woman had parked her car in the lot Friday, April 30 and left town for the weekend. When she started her car on Monday, the theft was discovered. She estimated the repair bill to be $1,000.
May 4
•At 11 a.m. a new pedicure filer theft was reported at 585 S. Wasson Lane. The complainant told police she had moved out of the home about two weeks ago, but noticed the nail filer was missing before she moved. She believes her former roommate took it, though the roommate denied it. Police attempted contact with the suspect but were unsuccessful. The nail tool is valued at $70.
•At 2:36 p.m., an officer was notified of a catalytic converter theft at 523 State St. The complainant said sometime after 6 p.m. May 1 and before 2 p.m. May 4 someone had cut the converter off his vehicle while it was parked in his driveway. He estimated the replacement cost to be $300. Police noted in the report that many more catalytic converters were stolen the night of May 2, and they believe the thefts may be connected.
May 5
•Police responded to a two-vehicle crash at 2:50 p.m. in front of 125 N. Main St. Molly Lynn Cooper, 48, River Falls, was attempting a backing maneuver with a 2015 Ford U-Haul truck and the rear corner struck the front left corner of a legally parked 2020 Toyota Econoline. Both vehicles had minor damage.
•Police responded to a two-vehicle crash at 5:45 p.m. May 5 at North Main and Division streets. Matthew J. Irwin, 22, River Falls, was driving a 2006 Pontiac southbound on North Main Street. Traffic in front of him had stopped for the red light, but Irwin reported looking down at his radio, so he did not stop in time and struck the 2006 Subaru Legacy in front of him, driven by James Alden Brunner, 18, River Falls. Both men were wearing seat belts and reported no injuries. Irwin’s vehicle had significant front-end damage, while Brunner’s had minor rear-end damage. Irwin was cited $111.40 for inattentive driving.
May 6
•At 9:40 a.m. May 6, officers were informed of an alleged hit-and-run crash that had occurred on May 4. Lily HelenaWeiser, River Falls, said she had parked her 2006 Hyundai Sonata in the 100 block of West Walnut Street on the south side of the street at about 8:30 p.m. May 4. She left around 11:40 p.m. and noticed the following day that the rear of her vehicle was crushed in. She went back to where she had parked and found paint chips lying on the ground. She took photos of the damage and paint chips. Police asked staff to review video footage at Family Fresh, but Weiser’s vehicle could not be seen on camera.
•At 6:57 p.m., police were called to 808 S. Main St. for a Tramadol prescription theft. The resident reported she had filled her new prescription and placed it on the counter with her other medication; she later left the house and when she returned, the Tramadol was missing. She said methadone had been stolen from her residence a month prior, though she didn’t report it. She was advised to change her door code and not give the number to anyone.
May 7
•A property damage complaint was reported at 3:55 p.m. in the 1000 block of East Cascade Avenue where someone had hit a television with a stick. The person was angry and also sprayed Raid on two other people in the home. Police spoke with the suspect.
May 8
•At 12:57 a.m., police were called to 414 Griffey St. where a woman had reported someone had opened a window to her residence. She asked that police search the area. Police found nothing suspicious, but dispatch advised them the complainant had a Pierce County warrant for contempt of court. Police issued her a notice to appear with a new court date.
• Victoria Jane Kelley, 30, River Falls, a bartender at Maverick’s Bar (128 N. Main St.) was cited for being open after hours on May 8. Police drove by the bar at 2:41 a.m. and heard loud music. Several people were still in the bar dancing. Several alcoholic drinks were on the bar, including White Claws, Busch Light and what appeared to be mixed drinks. The officer walked through the unlocked front door to the dance floor and had to flash his flash light to get people’s attention. Kelley was cited because Maverick’s doors were not locked after designated hours; non-employees were present after designated hours; non-employees had access to alcoholic beverage after designated hours; and staff present were not involved in maintenance or clean up.
• Amanda Kristine Ziebarth, 32, River Falls, was arrested for domestic disorderly conduct, criminal damage to property and felony bail jumping after an incident at 11:45 a.m. at 229 W. Charlotte St. Ziebart allegedly broke a window during a domestic dispute. The complainant told police Ziebarth had pounded on the window at 6 a.m., 8 a.m. and 11:40 a.m. trying to gain entrance. When she visited the third time, she allegedly picked up a rock and hit the window. Police made contact with Ziebarth at her residence. She was taken to Pierce County Jail.
•Police responded at 4:47 p.m. to 115 S. Fourth St. for a welfare check of a young woman with diabetes. Family and friends had not heard from her that day and she had not shown up for work. Her grandparents were able to enter the residence before police arrived, and found Rylie Lorraine Hayes, 23, River Falls, unresponsive, purple and not breathing. Responders immediately began CPR. When EMS arrived on the scene, they pronounced Hayes dead. Her body was taken to the Ramsey County Medical Examiner’s Office.
•At 11:30 p.m., police received a noise complaint of loud music, slamming doors, yelling and screaming for 3480 Aberdeen Place. Police saw six to 10 people through an open patio door in the apartment. Police asked for the renter to come speak with him, which she did. Several underage people were drinking at the apartment. Two more officers responded to assist. The renter allowed police into the apartment. The following received PBTs and were cited for underage alcohol consumption: Trevor Thomas Dalman, 20, Prescott; Devan Matthew Follansbee, 20, Ellsworth; and Jackson Lee Hundt, 20, Prescott; Dakota D. Whittier, 19, Hastings, Minn.; Jack D. Marcy, 20, River Falls; Clayton T. Rhy, 19, Ellsworth; Jayda J. Suchy, 20, River Falls; and Ostin M. Klecker, 20, River Falls. Officers confiscated the remaining alcohol and beer and dumped it down the sink at RFPD.
May 9
• Alexander Vinton Figi, 32, River Falls, was arrested for misdemeanor bail jumping, domestic disorderly conduct and three felony bail jumping charges after an incident at 4:07 p.m. at 520 W. Elm St. When police walked in the house, they found blood all over the kitchen floor. The bathroom door had many “massive” holes in it. Police found Figi lying facedown on May 10
•At about 12:47 a.m. police pulled over a Jeep Grand Cherokee for speeding 60 mph in a 35 mph zone on South Wasson Lane. The Jeep pulled into Cudd’s Court at 1450 Wasson Lane. The officer saw the driver move from the driver’s seat to the passenger seat. As the officer approached the driver’s side, the female driver exited the passenger side door and told him she was lost. She told him her name was Melodie, but would not provide any other identifying information. Another woman approached the traffic stop from a nearby trailer and called the suspect Tiffanie. The first woman performed field sobriety tests. Tiffanie Jo Boykin, 41, Burnsville, Minn., was arrested for resisting or obstructing an officer and OWI-fifth or sixth. She was cited for operating without a valid driver’s license and speeding.
•Police responded to 2860 Williams Ave. at 9:21 p.m. for an assault. A 17-year-old juvenile was arrested for physical abuse of a child – intentionally the ground, motionless. He was treated for his injuries by EMS and at the hospital. He was intoxicated and had had allegedly come home and threatened the complainant, who punched him in the face in self-defense when Figi hit him and backed him into a corner. The complainant said he called 911 as soon as he could.

•At 10:06 p.m., an officer responded to 1450 S. Wasson Lane for an anonymous noise complaint of loud music coming from a parked SUV. Police found the vehicle in question, but it kept moving locations and eventually left Cudd’s Court, and appeared to be avoiding the officer, who caught up with it near the Highway 35 and Quarry Road overpass. Police pulled the vehicle over for speeding near the Radio Road overpass.
Terrence Leshawn Stephney, 40, River Falls, was cited for operating without a license (second within three years) and charges for bail jumping were referred to the Pierce County District Attorney’s office.
May 11
• Dean Craig Swanberg, 47, Osceola, was cited for failure to stop for an unloading school bus. The incident occurred at 8:12 a.m. near Cemetery Road and Emory Circle, confirmed by the school bus stop arm video footage.
May 12
•Police responded to an animal complaint at 3:48 p.m. at Powell Avenue and North Winter Street. A microchipped dog that appeared emaciated and underfed was found and taken to River Falls Vet. The dog’s owner was located and told police the dog is blind and wanders off.
May 13
•Police responded to a two-vehicle crash at 3:43 a.m. in front of 115 S. Fourth St. According to police reports, it looks like a 2020 Chevy Sonic, owned by Alexis Carrelia Stephens, 23, River Falls, was backing up southbound on South Fourth Street when it struck the driver’s side of a 2014 Cadillac ATS, owned by Troy T. York, Somerset, that was legally parked. The Sonic caused substantial damage to the Cadillac’s driver’s side. The Sonic had damage to the driver’s side rear quarter panel and the driver’s side tail light. Stephens denied driving the vehicle or knowing who was driving the vehicle. No one witnessed the crash. The Sonic was parked in the driveway of 115 S. Fourth St. unoccupied when police arrived.
•At 10:11 a.m., police were called to River Falls Area Hospital for a dog bit that had occurred at 914 Ridgecrest St. The victim, a 65year-old River Falls woman, said she was at a neighbor’s garage sale and bent down to say goodbye to the neighbor’s dog when it snapped at her face and bit her lower lip. The dog’s owner drove the victim to the hospital. The dog’s owner was provided a quarantine order.
•At 4 p.m. police responded to a two-vehicle crash at North Main and East Division streets. A 2006 Ford F250, driven by Thomas Chad Leverence, 45, Park Falls, was heading southbound on North Main Street through the Division Street intersection when it collided with the right rear corner of a 2013 Ford Explorer, driven by Mia Lee Johnston, 40, Hammond, who was traveling westbound on Division. Leverence said the sun was in his eyes and he thought the traffic light was green. The Explorer had functional damage to the right rear corner. The F250 had slight damage to its front.
•Police responded to a two-vehicle crash at 4:16 p.m. at North Main Street and Mounds View Road. Dennis James Stapleton, 43, Roberts, was driving a 2015 GMC Yukon on North Main Street and had stopped to allow a 2006 Ford F350, driven by Loren Duane Paulson, 77, River Falls, to proceed from the Mounds View Road stop sign. Both drivers became confused as to who would go, and Stapleton continued straight just as Paulson turned left. The vehicles collided. The Yukon had disabling damage, while the Ford had minor damage.
May 14
•At 10:25 a.m., police were called to a twovehicle crash at Third and Maple Streets between a 2008 Honda Civic, driven by Patrick Xavier Stokes, 22, Stillwater, Minn., and a 2006 Hyundai Tucson, driven by Veronica Lee Jahnke, 20, Ellsworth. Stokes was traveling north on Third Street and failed to yield to traffic with the right of way on Maple Street. Jahnke was traveling west on East Maple Street. She braked heavily, but was unable to stop before the right front corner hit the right rear corner of Stokes’ vehicle. Both vehicles had minor damage. Stokes was cited $98.80 for fail/yield for yield sign.
•At 3:30 p.m., police were notified by a Renaissance School employee that she had confiscated two vaporizer cartridges that possible contain THC. The juvenile suspect was referred to St. Croix County.
May 15
•Police responded to a three-vehicle crash at 11:30 a.m. at Main Street and Quarry Road between a 2018 Chevy Equinox, driven by Rebecca Ann Blake, 21, Andover, Minn.; a 2011 Kia Sorento, driven by Phyllis Ann Ische, 69, River Falls; and a 2003 Buick Enclave, driven by Sarah Jane Baar, 43, River Falls. Baar and Ische were stopped in traffic on Main Street near Quarry Road. Blake’s vehicle was approaching Ische’s vehicle. Blake admitted to not looking at the road and she rear-ended Ische, who rearended Baar. No injuries were reported. Blake’s vehicle was towed due to disabling damage. Blake was cited $111.40 for inattentive driving.
May 16
•Police were called to a domestic dispute at 9:39 a.m. at 363 High Ridge Road. Daniel J. Donahue, 72, River Falls, was arrested for domestic disorderly conduct, strangulation and suffocation and battery.
May 17
A River Falls High School employee informed police at 11:06 a.m. of graffiti on the wall of the boys’ bathroom located in the commons. The words “I can’t Breath” were written in black, permanent marker over a drawing of male genitalia in the big bathroom stall. Staff believe the graffiti happened over the weekend. Staff were able to remove the graffiti. There are no suspects.
