Members Present: President Beissel, Trustees Borner, Hines, Neeley, Bench, Schutz, and Anderson (via zoom).
Staff Present: Administrator/Clerk-Treasurer Brad Roy, and via zoom: Public Works Director Brad Vick, Library Director Tiffany Meyer.

•Meeting was called to order by President Beissel at 6:00pm.
Pledge of Allegiance to the Flag was recited.
•Public comment on non-agenda items
•2024 Public Budget Hearing. No public comment was received. Public hearing was closed.
•Approve 2024 Budget. 2024 budget was presented. MSC Bench/Hines to approve the 2024 budget with the tax levy of $1,495,289.00. No further discussion. Unanimous.
•Approve Resolution 2023-11, Resolution Awarding the Sale of Not to Exceed $508,000 General Obligation Bonds. Two bids were received. This borrowing was part of the 2023 budget. The low bid was from First State Bank and Trust. MSC Borner/Neeley to adopt resolution 2023-11, providing for the sale of general obligation bonds not to exceed $508,000 with First State Bank and Trust. No further discussion. Unanimous.
•Discuss/Approve a State Trust Fund Loan for up to $600,000 for TID 12. The application and resolution were presented, and the interest rate was discussed. MSC Borner/Bench to approve the application for up to $600,000.00. No further discussion. Unanimous.
•Adjournment. MSC Bench/Schutz to adjourn. No discussion. Unanimous.
