The Pierce County ARPA AdHoc Committee has received multiple requests for ARPA funds since they last meeting. They include:
• Ellsworth Ambulance Hall, two new ambulances, total cost is $480,000.
• Ellsworth Ambulance Hall, replace concrete garage floor and driveway apron, $35,000.
• Prescott Crazy About Baseball, remodeling Firehall Field with a new concession stand and restrooms, $75,000.
• River Falls Community Food Pantry, new software system, $1,600.
• Prescott Chamber, post-Covid tourism support (downtown revitalization, plants, small vehicle for watering, sound system of outdoor events, tent, etc.), $40,000.
• Elmwood Fire, new fire pumper rescue truck, $550,000.
• Our Neighbors’ Place, helps people struggling to meet their basic needs. They are asking for $17,520 to use for gas cards ($2,400), $2,400 in food, $1,800 in motel vouchers.
• Bodhi Studio, new construction of yoga studio, $612,000. Benefits are improving mental and physical health, youth athlete training and adding a beautiful building to the community.
• City of River Falls, emergency weather sirens, $65,000.
• City of River Falls, $80,000 for CAD and RMS interface, computer aided dispatch and records management system. Patch between Pierce and St. Croix counties.
• Town of Rock Elm, new fire/house numbers, $10,000, intend to pay for installation.
• Town of Rock Elm, new township street signs $4,500. Town will pay for installation.
• Town of Rock Elm, newer pickup truck for township worker, $60,000.
• Bay City, infrastructure improvements in campground (parking lot and block entrance and putting in a hiking, walking and biking trail around pond), shoreline restoration, adding additional campsites to accommodate DNR during a dredging project, $775,486.09.
• Friends of the Ellsworth Library, $200,000 for the backyard commons at new building.
• ARC, $20,000 for general operating expenses to provide support and financial help to families experiencing temporary financial difficulties
• Highway Department, County Road S, 825-foot tunnel that captures drainage from north of Maiden Rock to the Mississippi River, spot concrete repair and new liner, $1.8 million
• Highway Department, county roads U, K, O, G and W (epoxy overlays on bridge decks), $498,233
• Highway Department, County Road O, pulverize and repave 8.3 miles, $3,498,598
• County Road MM from F to 29, pavement replacement, four miles, $1.998,642.
• County Road Y/Wiu’s corner, obliterating old intersections and constructing a new access to Martell Town Shop, $2,150,000. A county has received a total of 37 requests so far, totaling $28,581,191.71 (minus the Ellsworth request) The ARPA Committee is tasked with establishing evaluation criteria for project re quests. A tentative rubric presented would assign points this way:
• 5 points Identifies critical need
• 5 points – Demonstrated supplemental funding
• 5 points – Level of urgency
• 10 points – Countywide impact
• 10 points – Number of people/organizations/ businesses helped
• 10 points Number of local jobs created by project
• 10 points – Immediate community benefit in less than three years
• 10 points – Long-term community benefit in more than three years
• 10 points – Tax or citizen funding is deferred or eliminated
