Initial appearances Jessica L. Delcourt, 31, Onamia, Minn., failed to make an initial appearance March 28 on a possess drug paraphernalia charge. A warrant was issued.

Justin Lee Green, 41, Hastings, Minn., pleaded not guilty and posted a $2,500 signature bond March 28 on criminal damage to property, OWI-second and operating with PAC-second charges. A pre-trial conference is scheduled for 1 p.m. April 28.

Daniel Joseph Kirchner,

32, West St. Paul, Minn., pleaded not guilty and posted a $1,000 signature bond March 28 on possession of THC and possess drug paraphernalia charges. A pre-trial conference is slated for 9 a.m. April 28.

A bench warrant was issued March 28 for Michael L. Klein, 42, Stillwater, Minn., after he failed to make an initial appearance on a possess drug paraphernalia charge.

Rosco Demar Lewis, 33, Red Wing, Minn., was ordered to pay $500 cash bail March 29 on felony possession with intent – amphetamine/ methamphetamine, felony possession with intent – cocaine, felony possession with intent – THC and possession of THC charges. A preliminary hearing is set for 1:30 p.m. April 4.

Americo Marcus Lopez,

45, River Falls, pleaded not guilty and posted a $5,000 signature bond March 29 on resisting or obstructing an officer (repeater) and disorderly conduct (repeater) charges. A pre-trial conference is slated for 1:30 p.m. April 28.

Ian Skyler Narow, 31, Cannon Falls, Minn., was ordered to pay $650 cash bail March 28 on felony substantial battery – intend bodily harm (as party to a crime), battery and disorderly conduct charges. A preliminary hearing is scheduled for 4 p.m. May 17.

Quenton Harmon Bernard Narow, 28, Cannon Falls, Minn., posted a $10,000 signature bond March 28 on a felony substantial battery – intend bodily harm (as party to a crime) charge. A preliminary hearing is slated for 4 p.m. April 26.

Traci L. O’Connor, 32, St. Paul, failed to make an initial appearance March 28 on a possess drug paraphernalia charge. A warrant was issued.

A bench warrant was issued March 28 for Bryan A. Schreiner, 36, Lauderdale, Minn., after he failed to make an initial appearance on a possess drug paraphernalia (repeater) charge.

Tyler J. Spears, 25, St. Paul, pleaded not guilty and posted a $1,000 signature bond March 29 on a disorderly conduct (domestic abuse) charge. A pre-trial conference is scheduled for 1 p.m. May 2.

Chace Allen Williams, 27, Ellsworth, pleaded not guilty and posted a $10,000 signature bond on two misdemeanor bail jumping charges March 28. A status conference is set for 3 p.m. May 9.

Closed cases

Two felony bail jumping charges against Luke Blaine Anderson, 42, Maiden Rock, were dismissed March 25. The charges resulted from incidents Jan. 9, 2020 and April 21, 2021.

Tanner Michael Halverson, 25, Ellsworth, was convicted of felony OWI-fourth March 29, sentenced to 185 days in jail and fined $2,557. His driver’s license was revoked for three years, after which he must install an ignition interlock device. Felony operating with PAC-fourth, misdemeanor bail jumping and operating while revoked (alcohol related) charges were dismissed. The charges stemmed from a Nov. 26, 2020 traffic stop.

A felony possession of electric weapon charge against Amanda R. Hildebrandt, 38, River Falls, was dismissed March 23 upon completion of a deferred judgment of conviction agreement. The charge resulted from a May 23, 2020 incident.

Johnathon Chase Pavelski, 21, Eau Claire, was convicted of operate without carrying a license and fined $277.80 March 28. The charge stemmed from an Oct. 12, 2021 traffic stop.

Dillan Lee Smith, 25, Chippewa Falls, was convicted of operate without carrying a license and fined $150.10 March 24. The charge resulted from an Oct. 24, 2021 incident.

After a deferred prosecution was revoked, Andrew Paul Terrell, 43, Prescott, was convicted of entry into/onto building/construction site/room and fined $443 March 25. Felony bail jumping and disorderly conduct (domestic abuse) charges were dismissed. The charges stemmed from incidents July 13, 2020 and Feb. 6, 2022 in Prescott.

Heather Marie Thomas,

34, River Falls, was convicted of operate without carrying a license and fined $277.80 March 28. The charge resulted from a Sept. 20 traffic stop.
