RIVER FALLS Police Department Reports

The following incidents were reported to River Falls Police Department April 20 through May 9.

Wednesday, April 20

At 8:11 a.m., a city employee reported receiving a threatening email from Bryant Killibrew, 50, homeless. The email stated Killibrew believes he was poisoned and will be seeking revenge, including “BURN THIS TOWN TO TGE (sic) GROUND.” Police found Killibrew at 9:22 a.m. at Heritage Park (232 W. Maple St.) and informed him he is banned from City Hall. He refused to sign a trespass notice but said he will not return to City Hall.

At 4:20 p.m., a complainant reported a burglary not in progress at 105 N. Main St. The complainant said he had designer clothing stored in a locked upstairs storage room (for the store downstairs), but someone broke into the room and stole it. Missing were six shirts, two pairs of shoes, a coat, a clothing rack and a hand painted photo. He named a suspect, whom police interviewed. The suspect denied breaking into the room, ever being in the room, or stealing anything. The building’s landlord was informed of the situation.

Monday, May 2

Ovcers responded to a minor two-vehicle crash at 12:16 p.m. in the Family Fresh parking lot (303 S.

Main St.) between a 2003 Chevrolet Silverado, driven by Edward Dale Sprague, 75, River Falls, and a legally parked 2014 Ford Explorer, owned by Carlos Figi, River Falls. Sprague was performing a parking maneuver and collided with the Ford. The Chevy had no damage, while the Ford had minor damage.

Tuesday, May 3

A complainant reported a catalytic converter theft from a 1995 Honda Odyssey at 5:16 p.m. at 580 Birchcrest Drive. The theft occurred sometime between 11 p.m. May 1 and 3 p.m. May 2.

Wednesday, May 4

At 11:38 a.m., a complainant reported a domestic and possible burglary that had occurred the previous day at 114 S. Falls St.

When police arrived at the residence, they found a flat screen TV, sound bar, cable box, cables and a broken vase with flowers out on the front lawn. The complainant arrived home at the same time and became upset at the extent of the damage. When police opened the door, they could see the damage to the home was extensive and called for back-up. Once they made sure no one was in the residence, they began documenting the damage. It appeared the door had been kicked in. A couch and bookcase were upside down and a glass table was shattered, along with other decorations.

The entry into the kitchen was nearly impassable due to items thrown about, including the microwave. There was a hole in the wall and blue paint all over the kitch- en floor. The complainant said her phone, purse and money were also missing and had been taken the night before during an argument with the suspect. Ovcers also photographed injuries the complainant had received the night before, after being thrown around the house and struck. The complainant said she had been able to get away from the suspect the night before and stayed with a friend. Police located the suspect, identified as Malcolm John Leo Mulwa, 28, River Falls, at his residence at 122 Spring St. and arrested him for domestic disorderly conduct, battery, burglary, and criminal damage to property. He was transported to Pierce County Jail. The complainant reported a few days later finding that every panel of her truck had been deeply scratched.

At 7:33 p.m., ovcers were called to Brickhouse Music (216 S. Main St.) for a theft.

Two suspects had come into the store and stolen an $800 microphone. One man took the microphone while the other distracted the lone employee with questions about a mixer. Ovcers did not lo cate anyone matching the description of the two men in the area of the store. A few days later, the store employee informed police he found the exact microphone that had been stolen being sold on Facebook Marketplace for $650. Bloomington, Minn., police agreed to make contact with the man selling the microphone online.

Thursday, May 5

Police responded to a two-vehicle crash at 9:05 a.m. at North Main Street and Quarry Road between a 2011 Cadillac SRX, driven by Jennifer Kay Brown, 44, Roberts, and a 2014 Honda Accord, driven by Michelle Leigh DeBoer, 31, Roberts.

Brown was heading south on Main Street approaching Quarry Road and DeBoer was stopped ahead of her in travc. Brown said her watch alarm sounded and she looked down to silence it. When she looked up, traf- fic hadn't moved yet and she rear-ended DeBoer. Brown wore a seat belt and reported no injuries. DeBoer wore a seat belt and reported possible injuries to her neck, but wasn’t transported. Brown’s vehicle had to be towed due to disabling damage. DeBoer’s vehicle had functional damage. Brown was cited for inattentive driving.

At 12:34 p.m., a resident reported her truck had been damaged by her son’s friends on April 21 at River Falls High School (818 Cemetery Road). A boy had punched it, leaving two small dents on the rear fender. Police interviewed the suspect, who admitted to causing the damage when he was messing around. He agreed to pay for the damage he’d caused.

At 12:49 p.m. police received a parking complaint from 405 S. Wasson Lane.

The property manager reported a 2004 Hyundai Santa Fe that had been parked there for several days. The vehicle came back as stolen on April 14 from North St.

Paul, Minn. A resident at the complex identified a suspect who told them he couldn’t drive the vehicle because he had run out of gas. The case remains under investigation.

Ovcers were called at 6:41 p.m. to 420 Griuey St. for an out-of-control woman.

Tyesha Shatara Davis, 30, River Falls, had been staying at the residence for a few days but was no longer welcome due to her behavior and threats. She was arrested for domestic disorderly conduct and transported to Pierce County Jail.

Police responded at 7:28 p.m. to Glen Park (355 Park St.) for a one-vehicle accident. A 2008 Dodge Avenger, driven by Tatiana Tamara Greene, 16, Hudson, was heading west on Park Street approaching Glen Park Road. She began to turn right onto Glen Park Road but didn’t make the full turn and struck the curb, causing the rim to bend. The vehicle had minor damage. Greene and a 13-year-old passenger wore seat belts and reported no injuries.

A resident in the 3000 block of Cambridge Replace reported his wife, age 75, as missing at 8:05 p.m.

She had gone shopping in Woodbury, Minn., and not returned home. He last saw her at 12:30 p.m. when she was getting ready to leave.

Woodbury police checked the stores at which she had shopped (her husband was able to see transaction on their bank account) but did not find her. Eventually, her cell phone pinged somewhere south of Farmington, Minn. When ovcers still couldn’t locate her or her vehicle, a Silver Alert was issued. At 2:50 a.m. May 6, Minneapolis police informed RF police they had located her safe in her vehicle. She was located due to a travc complaint of her vehicle being in the middle of the road.

She was confused and disoriented. Police made arrangements for her family to pick her up.

Friday, May 6

At 2:34 a.m., police responded to the area of 121 W. Cascade Ave. for a vandalism complaint. Two males on the walking path behind the building had allegedly damaged a fence. They were last seen heading down the path toward Winter Street.

The complainant recorded the incident. Police found that two wooden fence pieces were missing along the Kinnickinnic White Pathway. One piece was damaged and found in the wooded area. The other piece was believed to be in the lake. The ovcer also found concrete blocks from the retaining wall scattered in the wooded area. The estimated cost for repairing the damage, with labor, $324.

Police responded to a two-vehicle crash at 2:05 p.m. at Johnson and Main streets between a 2017 Chevrolet Silverado, driven by Kristian J. Peterson, 40, River Falls, and a 2002 Mazda Miata, driven by Rex Rowe Secrist, 73, River Falls. Peterson was stopped at the stop sign on West Johnson at Main Street in the middle of an unmarked lane that is used to either turn left or go straight. Secrist was behind Peterson and attempting to turn right. Secrist said Peterson did not have his right turn signal activated.

Peterson said he didn’t know if he had his signal on, but was unsure which direction he wanted to go. He decided to turn right and struck Secrist’s vehicle in the righthand turn lane. The road had been resurfaced and no lines were marked. Both vehicles had minor damage. Peterson and two passengers, ages 10 and 12, wore seat belts and reported no injuries. Secrist and passenger Kathleen Ann Secrist, 73, River Falls, also wore seat belts and reported no injuries.

At 7:13 p.m., police received a driving complaint on Highway 35 near Radio Road heading south. The complainant reported a vehicle for brake checking, tailgating and passing in a no passing zone. Police pulled the vehicle over at Main Street and Paulson Road. Riley Wayne Kahl, 24, Hammond, was arrested and cited $250 for operating while revoked (alcohol related) – third. He also received a written warning for passing in a no passing zone and a notice to appear in St. Croix County court. Ignition interlock device tampering/ failure to install/violate court order and operating while revoked charges were referred to the district attorney. Kahl was released after paying a $250 bond.

Police were called at 6:32 p.m. and 8:37 p.m. to a residence in the 2000 block of Dawes Place for an outof- control juvenile who punched another child in the face, threw a water bottle which put a hole in a wall, and broken a computer monitor and lamp. Criminal damage to property and disorderly conduct charges were referred to Pierce County Juvenile Intake.

Saturday, May 7

Ovcers were called at 7:53 a.m. to Family Fresh (303 S. Main St.) for a vehicle break-in. A woman had parked her car there overnight and at 11:45 p.m., placed several items in her trunk. When she came back to her vehicle at 7:20 am., her wallet and keys were outside her vehicle on the front windshield. Items taken from the trunk included a black Kate Spade purse ($125), a MN Wild Marcus Foligno jersey ($170), $10 in cash and $30 in gift cards. She said her car must not have been locked.

A caller reported a theft at 11 a.m. that had occurred at a storage facility (211 Powell Ave.) lot. A catalytic converter had been cut ou a 2016 Nexus Phantom RV.

Ovcers responded at 1:05 p.m. to Dick’s Fresh Market (1121 S. Main St.) for a disorderly man. A deli employee said the man, iden- tified as Bryant Killibrew, 51, homeless, had ordered a two-piece chicken dinner.

He became angry because he thought the employee wasn’t giving him hot chicken. Killibrew threw the meal at the employee, hitting him and causing the food to spill on the counter and floor. He re fused to leave the store, so the employee called a manager, who was able to get Killibrew to leave. Killibrew is not allowed to return to the store. He will also be cited for disorderly conduct.

Police were called at 8:04 p.m. to the 3000 block of Kettering Road for a juvenile complaint. A 3- or 4-yearold was running around the neighborhood unsupervised, in a construction area near a park. The complainant brought the child home, where a 10-year-old said they were home alone. The child had also been found unsupervised at the park the previous day. Child Protective Services was called.

Sunday, May 8

An ovcer observed a man urinating near a pal- let filled with mulch at 2:29 a.m. at Holiday (302 S.

Main St.) Johann Lawrence Carstensen, 28, Tomahawk, was cited $124 for urinating in public.

Police were notified of a hit-and-run crash at 9:54 a.m. that had occurred in the 100 block of East Walnut Street around 11:15 a.m. May 7. A 2021 Toyota Rav4, owned by Josef R. Zaspel, Cumberland, was legally parked in front of 122 E. Walnut St. An unknown vehicle attempted to park and struck the Toy- ota, then fled the scene. The Toyota had minor damage.

Ovcers were called at 8:55 p.m. to 122 ½ W. Cascade Ave. for a domestic not-in-progress. When police arrived, a man came out of the residence bleeding from the face. He said his girlfriend had bit him in the nose because he took a piece of pizza. The girlfriend reported a diuerent version of events, saying “he is outof- his mind” and had been goading her into biting him. He registered a .18 blood alcohol level. Since a predominant aggressor couldn’t be determined, the parties were separated for the night and the incident referred to the district attorney.

Monday, May 9

Police were called at 11:44 a.m. to Meyer Middle School (230 N. Ninth St.) where a student had smoked marijuana in a bathroom. The student admitted to smoking a joint; two cigarettes were found in their bag. The juvenile was cited $73.60 was cited for minor possesses or purchases tobacco/nicotine and the parents informed.

Ovcers responded to a two-vehicle crash at 3:11 p.m. at Johnson and Main streets between a 2011 Jeep Liberty, driven by Karlee Grace Jerzak, 21, River Falls, and a 2018 Ford F350, driven by Steven John Bensend, 63, Prescott. Jerzak was stopped at the stop sign on Johnson Street at Main. She said Bensend was heading south on Main, with his right-turn signal on. She thought he was going to turn, so she pulled out to turn left, striking the truck. A witness said Bensend didn’t have his turn-signal on. Jerzak’s vehicle was towed due to disabling damage. Bensend’s truck had functional damage.

Both drivers wore seat belts; Jerzak was evaluated on scene by EMS for possible injuries. Bensend reported no injuries. Jerzak was cited $98.80 for fail/yield right/ way from stop sign.

At 4 p.m., the owner of River Falls Golf Club reported having video of an employee taking cash and putting it in his pocket over the weekend. He wasn’t sure how much was taken. The employee admitted to giving away free drinks over the weekend. The employee was fired after the theft. Ovcers were called at 5:11 p.m. to Holiday (302 S.

Main St.) where a man had attempted to use a fake ID to buy electronic cigarette pods for a Juul. Tyler Bradley Schweigert, 19, Cave Creek, Ariz., was cited $187 for ID card violations (17-20). The fake Wisconsin ID was con- fiscated.

Jacob Frederick Stair,

23, Holmen, was cited $124 for urinating in public at 12:40 p.m. behind 125 E. Elm St. He had a lookout posted, but the lookout didn’t notify him police were coming in time.

An ovcer performed a travc stop at 11:34 p.m. near Main and Vine streets for speeding. The driver was cooperative and informed police immediately of his conceal carry permit and a firearm in the vehicle. The travc stop lasted until 1:06 a.m. because police had to check into court orders/records to see whether the driver was allowed to possess firearms due to a Minnesota court case. Eventually, the driver was released and advised to contact his attorney about clarifying the court order.

At 3:20 p.m., a resident reported finding a lost dog in the 900 block of South Wasson Lane. Police took custody of the dog, an older black and white mixed breed, and shared his photo on social media. At 11:40 a.m. May 10, the dog was reunited with his owner.
