RIVER FALLS Police Department Reports

The following incidents were reported to the River Falls Police Department Sept. 27 through Oct. 4.

Monday. Sept. 27

Officers responded to a vehicle vs. bicycle crash at 7:22 a.m. at Main and Division streets. A 2021 Nissan Murano, driven by Lydia Marie Slipka, 26, River Falls, was heading southbound on North Main Street. She told police she made a complete stop at the Division Street intersection, looked left, and prepared to turn right. When she turned right, she made contact with the rear tire of a Mongoose bicycle, ridden by a 13-year-old River Falls teen. The teen had minor injuries to the left ankle and right elbow and told police he was heading eastbound in the crosswalk on the bike. Slipka’s vehicle had minor damage while the bike had functional damage. Neither person was taken to the hospital. Officers reminded the teen to follow traffic laws when on the bike.

At 1:08 p.m., a Renaissance School student reported being harassed by a student in a neighboring district via Snapchat messages. Officers looked into the matter and contacted the principal at the suspect’s school.

At 3:20 p.m., officers responded to a two-vehicle crash at West Cascade Avenue and State Street between a 2000 Subaru Legacy, driven by

Will Maxwell Schartau, 16, Spring Valley, and a 2008 Lincoln MKX, driven by Burton Lee Stogdill, 75, Bay City. Schartau was traveling eastbound on West Cascade Avenue. Stogdill was stopped at the stop sign at State and Cascade; he turned left in front of Schartau, who struck the driver’s side of Stogdill’s vehicle. Stogdill said he didn’t see Schartau’s vehicle. Both drivers wore seat belts and reported no injuries. A passenger in Stogdill’s vehicle,

Amanda Rose Hildebrandt, 38, River Falls, did not wear a seat belt; EMS transported her River Falls Area Hospital with suspected minor injuries. Stogdill’s vehicle had minor damage, while Schartau’s vehicle had functional damage. Stogdill was cited $98.80 for failure to yield right of way from a stop sign.

Tuesday, Sept. 28

At 9:15 a.m., a 13-year-old student was cited $86.20 for minor possesses or purchases tobacco (second offense) after school administrators found a vape in the student’s sweatshirt. The student was seen leaving school without permission after being sent back to class. The incident was passed on to the student’s mother and Pierce County Child Protective Services.

At 10:05 a.m., the River Falls Bus Garage reported a failure to stop for school bus incident that occurred at 3:13 p.m. Sept. 27 at North Winter and West Cedar streets. A 16-year-old River Falls juvenile receiving a warning by phone.

At 11:45 a.m., a resident reported damage to a trailer at 1450 S. Wasson Lane. The resident left the trailer at noon Sept. 24 and was gone all weekend, returning at 7 p.m. Sept. 27. When she returned, she found her screen door open, pry marks above and below the door latch, and chipped paint on the door. The deadbolt was locked so she didn’t think anyone got in. The divots in the metal looked to be from a crowbar or flathead screwdriver.

Officers responded at 3:12 p.m. to a two-vehicle crash at River Falls High School (818 Cemetery Road) between a 2013 Buick Enclave, driven by Kendra Kay Paschke, 17, River Falls, and a 2003 Oldsmobile Alero, driven by

Brandon Robert Papp, 16, River Falls. Papp was traveling westbound in the student parking lot against the desired traffic flow while Paschke was backing out of a parking stall. Papp collided with Paschke’s vehicle, causing minor damage to both vehicles. Both drivers wore seat belts and reported no injuries.

Police responded to a three-vehicle crash at 3:15 p.m. at Main and Union streets between a 2007 Pontiac G6, driven by Matthew Wayne Taylor, 28, Hager City; a 2011 Toyota Prius, driven by Muriel Faye Anderson, 42, River Falls; and a 2013 Ford Edge, driven by Elizabeth Bernadette Greiber, 20, Waunakee. Greiber and Anderson had stopped for a pedestrian crossing Main Street from the library, and Taylor, who was behind both vehicles, did not. Taylor said he looked down briefly for a pack of cigarettes and when he looked up, he couldn’t stop in time, rear-ending Anderson, who in turn, was pushed into Greiber’s vehicle. All three drivers wore seat belts a reported no injuries.

Laryssa Rose Kinneman, 24, River Falls, a passenger in the Pontiac, wore no seat belt and reported possible injuries. All three vehicles sported minor damage. Taylor was cited $111.40 for inattentive driving and $124 for operate motor vehicle without insurance.

Brianna Beth Houston, 19, Pleasant Prairie, was cited $187 for ID card violation after attempting to purchase alcohol at 5:51 p.m. at Dick’s Hometown Liquor (1141 S. Main St.) with a fake ID. The ID was confiscated by store staff.

Dyzek Robert Roen, 17, Spring Valley, was cited $187 for underage drinking/possession and $73.60 for minor possesses or purchases tobacco/ nicotine after a traffic stop for an out headlight at 10:08 p.m. in the 200 block of North Main Street. While speaking with Roen, the vehicle’s only occupant, one officer saw a vape tucked under the center console. Another officer saw beer cans in the back seat. A search of the vehicle produced four vapes, five empty vape cartridges, an empty Cherry Dr. McGillicuddy’s bottle, four Busch Light cans, a box of Twisted Teas containing five cans, CBD vape oil and 18 open boxes for vapes. The CBD vape oil tested positive for THC. Everything was confiscated and disposed. Roen said the alcohol belonged to a friend.

Andrew Phillip Vaughn, 42, Brooklyn Center, Minn., was cited $500 for OWI-second and $187 for hit and run – property adjacent to highway after a traffic stop at 10:29 p.m. at South Fourth Street and Cascade Avenue. RF police assisted a UWRF police officer with a disabled vehicle at that intersection. The front half of Vaughn’s Trailblazer was blocking half of the single westbound lane of East Cascade; the vehicle wouldn’t start. Vaughn, the driver, appeared highly intoxicated. Vaughn admitted to drinking and registered a .324 blood alcohol level. After booking at RFPD and a blood test at River Falls Area Hospital, police brought Vaughn back to his vehicle to look for his phone. On their way, they noticed a street sign for South Fourth/Spring streets had been knocked over. Paint transfer on Vaughn’s vehicle matched the sign, which was one block north of where his vehicle broke down.

Wednesday, Sept. 29

Officers responded to a hit and run crash at 7:07 a.m. at 468 W. Johnson St. between a legally parked 2021 Ford F250, owned by SES Solar Energy Solutions, Hudson, and an unknown vehicle. The complainant, Brandon R. Magsum, 30, said he parked the truck on the street overnight at 8 p.m. At 7 a.m., Magsum noticed damage to the driver’s side door panels and running board. A streak of yellow paint was found on the truck, which had minor damage. Ring camera footage will be examined.

At 11:17 a.m., a student approached an officer at River Falls High School and said they smelled marijuana coming from their locker. The principal searched a locker nearby and found a baggie containing 2.94 grams of marijuana and a blue lighter on the top shelf. The locker’s occupant was identified. That student told the principal they found a baggie of marijuana on the pathway walking up to the school that morning. The student was cited for $98.80 for possession of marijuana and released to a parent’s custody. The student will be suspended for up to five days.

At 4:58 p.m., RFPD received an illegal passing of a school bus complaint from the bus garage. The driver, identified as Kari Anne DeLuca, 36, St. Paul, drove past a stopped school bus near 1350 S. Wasson Lane earlier that day. She said by the time she saw the bus’s stop sign, it was too late. She will be cited for fail/stop for unloading school bus.

Thursday, Sept. 30

At 4:50 a.m., an officer on patrol at Kwik Trip (1238 N. Main St.) saw Lucas Jon Ische, 40, River Falls, parked at a gas pump. The officer confirmed Ische had a Department of Corrections warrant out for his arrest. Ische left and headed onto Powell Avenue, where the officer pulled him over in the 400 block. During a vehicle search, police found a small baggie of meth in a cutout in the steering column. Ische was arrested for a probation hold and transported to St. Croix County Jail.

At 6:17 p.m., an officer responded to Holiday (302 S. Main St.) for suspicious activity where a man was reportedly outside the store kicking and yelling at a juvenile who was filling bike tires with air. The man denied kicking the juvenile, who was identified as his son. The juvenile also said the man hadn’t kicked him, but had kicked at the bike. After the pair left, a witness came forward and said he saw the man kick the juvenile and push the bike into him. The case was referred to Pierce County Human Services.

Friday, Oct. 1

Officers responded at 7:40 a.m. to a two-car crash in the student parking lot at RFHS (818 Cemetery Road) between a 2021 Jeep Cherokee, driven by Olivia Joy Nelson, 16, Hudson, and a legally parked 2016 Buick Envision, owned by

John Timothy Haydon, River Falls. The Buick was parked facing southbound in a parking stall. Nelson was attempted to pull into a parking stall next to the Buick when she struck it. Both vehicles had minor damage; no injuries were reported.

Police responded to a two-car crash at 10:24 a.m. at West Quarry Road and North Main Street between a 2006 Chevrolet Impala, driven by

Clayton Melon Moore, 47, River Falls, and a 2010 Honda Civic, driven by Tyler Mark Korbel, 17, River Falls. Moore was traveling south on Main Street, approaching the red traffic light at Quarry Road. Korbel was traveling west on Quarry Road, approaching the green left turn arrow at Main Street. Korbel started to turn left onto Main Street because of the arrow. Moore said he had worked overnight and thinks he may have fallen asleep, because he didn’t stop for the red light and struck Korbel’s vehicle. A witness confirmed the account. Both vehicles had functional damage. Both drivers wore seat belts and reported no injuries. Two passengers with Moore, Carolyn L. Price, 46, River Falls, and an 8-year-old child, wore seat belts and reported no injuries. Moore was cited $98.80 for operator violate red traffic light and $124 for operate motor vehicle without insurance.

At 6:36 p.m., police were called to a trailer at 1450 S. Wasson Lane for a possible burglary where it appeared the door was kicked in. The residents were out front when police arrived and made sure no one was in the house. The resident said she left earlier that day at 11 a.m. Her friend called her at 5 p.m. to tell her the trailer’s front door was open. Police took photos of the damaged front door and door latch. The back door was also unlocked. The residents were unsure if anything was missing and had no suspects in mind.

Sunday, Oct. 3

At 1:30 a.m., police responded to 1019 Hazel St. for a domestic in progress. A man, who appeared highly intoxicated, and a woman allegedly fought over a phone. The woman was not on the scene when police arrived. When police reached her through friends, she claimed to be at her dorm room and asked officers to bring her her keys. When officers went to the dorm room, she was not there. Police took her ID and keys to the police station for safekeeping. The man was given a courtesy ride to a hotel. The case remains under investigation as neither party was forthcoming about the incident.

At 4:26 a.m., officers were called to East Walnut and South Fourth streets for fight between a couple. The couple had been drinking downtown and the woman got mad at the man for talking to an ex-girlfriend. The woman admitted to sparking her Taser in the air to scare him. The two, who live together in Eau Claire, were separated and given courtesy rides to separate hotels in town. Domestic disorderly conduct charges were referred for both to the district attorney’s office.

Monday, Oct. 4

Police responded to a car vs. bridge rail crash at 6:53 a.m. on Highway 35 at Quarry Road. An officer pulled up behind a 2016 Chevrolet Cruze, driven by Emma Jo Hein Kolo, 20, River Falls, which was parked on the side of the road with a flat tire. Kolo, who shaken and upset, told the officer she had just gotten off a 10-hour shift and must have fallen asleep. She struck the bridge rail with her front left driver’s side tire. The vehicle had to be towed due to disabling damage. Kolo wore a seat belt and reported no injuries.

At 10 a.m., a complainant reported a bike theft from 1063 E. Cascade Ave. The caller said she had left her electric blue Schwinn gear bike at the bike rack over the weekend. She realized the bike was missing at 10 a.m. Oct. 4. She noticed two other bikes laying in the grass near the bike rack, which was unusual. The bike’s value is $50-75.

At 11:40 a.m., a woman went to the police department asking to use a phone. Police noticed bruises on the woman’s face. She admitted that someone had struck her and strangled her. The case remains under investigation.

Matthew Allen Turenne, 30, River Falls, was arrested on a probation warrant at 12:40 a.m. at 105 N. Main St. According to the probation agent, Turenne had threatened someone with a knife a week prior and had threatened someone that day with a chainsaw. He was reportedly using methamphetamine for the past few days. When police arrested him, a large kitchen knife was on the floor of his room.

At 5:26 p.m., police received a burglary complaint from 1234 W. Maple St. A man reported his son’s backpack, containing baseball equipment, as stolen. Someone took it from an open garage between 7 Sept. 27 and 9:30 p.m. Sept. 29. The stolen property was valued at $1,300. The complainant identified possible suspects.
