• Officers responded for an intoxicated subject at 12:46 a.m. at 114 Broad St. The person was kicked out of the bar for the night.
• Police were dispatched to a noise complaint at 3:20 a.m. at 142 Broad St. It was not located.
• A lost dog was located at 9:16 a.m. at Canton and Pine streets. It was not able to be caught.
• Officers responded to a two-vehicle crash with road blockage at 11:45 a.m. at 114 Broad St. One driver was Kyan James Esterby, 19, Hastings, Minn.
• Police responded to a civil matter at 3:47 p.m. at 775 Canton St. The property owner was informed she could have a trailer towed that had been left behind, at the owner’s expense.
• Joseph William Kehl, 42, River Falls, was cited for operate without valid license after a traffic stop at 7:28 p.m. at Eagle Ridge Drive and Highway 29.
• Eric D. Hall, 47, Vadnais Heights, Minn., was cited for speeding after a traffic stop at 8:09 p.m. at Kinnickinnic and Broad streets.
• Gregory Scott Freeman, 58, Rosemount, Minn., was cited for operate without valid license and warned for failure to a obey traffic sign after a traffic stop at 10:02 p.m. in the 200 block of Broad Street.

Friday, Jan. 2

• Jackie Lynn Bettcher, 32, Lake City, Minn., was cited for speeding after a traffic stop at 5 p.m. in the 200 block of Broad Street.
• Griffin Scott McKenzie, 28, Inver Grove Heights, Minn., was cited for operate without carrying license, non-registration of vehicle, operate without valid license and operating a motor vehicle without insurance after a traffic stop at 5:12 p.m. at Dakota and Walnut streets.
• Paul William Hartmann, 19, Lake Elmo, Minn., was issued a written warning for speeding after a traffic stop at 5:56 p.m. at Jefferson and Walter streets.
• At 6:46 p.m., police responded to 734 Pearl St. for two dogs who had escaped their owner. Ryley James Hamilton, 26, Prescott, was cited for animals at large.
• Connor Cash Register, 28, Kansas City, Mo., was cited for speeding after a traffic stop at 8:18 p.m. at Broad and Orange streets.
• Maria Elisa Gallegos Garcia, 49, Inver Grove Heights, Minn., was cited for speeding and operate without valid license after a traffic stop at 9:48 p.m. at Cherry Street and Highway 10.
• Lakita Loretta Banks, 39, West St. Paul, Minn., was cited for speeding after a traffic stop at 10:39 p.m. at Kinnickinnic and Broad streets.
• Amanda Irene Czepa, 39, Cottage Grove, Minn., was issued a written warning for speeding after a traffic stop at 10:49 p.m. at Cherry Street and Highway 10.

• Matthew Jacob Allen, 50, Prescott, was arrested for OWI-second and disorderly conduct after police found him asleep in his vehicle at 12:28 a.m. at Broad and Cherry streets.
• Cody Robert Woodford, 27, Prescott, was cited for possession of THC, possess drug paraphernalia, non-registration of vehicle and display unauthorized vehicle registration plate after a traffic stop at 9:18 a.m. at 570^th Avenue and Jefferson Street.
• Jacqueline Rose Plaschko, 60, Prescott, was cited for failure to obey traffic officer/signal after a traffic stop at 2 p.m. at Highway 10 and Dexter Street.
• Rebecca Kay Neeck, 40, Lino Lakes, Minn., was cited for failure to obey traffic officer/signal after a traffic stop at 2:23 p.m. at Orrin Road and Dexter Street.
• Jean Elizabeth Jorde, 71, Winona, Minn., was cited for speeding after a traffic stop at 4:51 p.m. at Wacota and Jefferson streets.

• Officers saw a vehicle after hours at 1 a.m. at Freedom Park (200 Monroe St.) The driver was looking for their lost dog. Police warned them for being in the park after hours.
• Christopher John Koehler, 56, Lake City, Minn., was cited for failure to obey traffic officer/signal after a traffic stop at 1:04 p.m. at 1005 Eagle Ridge Drive.
• A theft was reported at 1:08 p.m. at 1155 Harris Court.
• Kathleen Rose Stewart, 34, Afton, Minn., was issued a written warning for speeding after a traffic stop at 4:55 p.m. in the 200 block of Broad Street.
• Sarah Catherine Shannon, 48, Maple Grove, Minn., was issued a written warning for speeding after a traffic stop at 5:05 p.m. in the 200 block of Broad Street.
• David Dean Krumm, 64, Bloomington, Minn., was issued a written warning for speeding after a traffic stop at 5:19 p.m. at 252 Broad St.

Monday, Jan. 5

• Officers were asked to do a welfare check at 2:02 a.m. at 680 Washington St. on an intoxicated man who hit his head. Nathan Eric Kylander, 29, Prescott, was arrested for violation of a protection order.
• Police completed a crash report at 1:03 p.m. in the 200 block of Broad Street.

Tuesday, Jan. 6

• Mary H. Hilcoske, 72, Anchorage, Alaska, was cited for speeding after a traffic stop at 1:09 p.m. at Kinnickinnic and Broad streets.
• Officers responded to a motor vehicle crash with property damage at 4:47 p.m. at Kwik Trip (1200 Henry St.)

Wednesday, Jan. 7

• Juan Guadalupe Huerta Monterrosas, 54, Minneapolis, was cited for operate without valid license after a traffic stop at 6:14 a.m. at Dexter Street and Ryden Road.

Thursday, Jan. 8

• Damaged roads were reported at 7:27 a.m. at Cherry Street and Highway 10.

• Police performed a welfare check at 11:11 a.m. at 381 Elm St.
• Officers received a noise complaint about loud music at 5:30 p.m. at 475 Walnut St. Police advised the suspect of the complaint.
• Multiple callers reported a hit and run crash at 9:20 p.m. at 117 Broad St. Police located the suspect, Justin Ada Griffin, 46, Prescott, and arrested him for OWI, operating a motor vehicle without insurance, hit and run – unattended vehicle and unreasonable and imprudent speed.

Saturday, Jan. 10

• At 11:05 a.m. officers spoke to a manager at 1445 N. Acres Road about a suspicious female who came into the store a week prior.
• Leanne Ray Shields, 63, Prescott, was cited for speeding after a traffic stop at 7:08 p.m. at Jefferson and Walter streets.
• Solomon Theodore Lewis, 39, Minneapolis, was cited for operate without valid license and operating a motor vehicle without insurance after a traffic stop at 9:59 p.m. at 570^th Avenue and Jefferson Street.

Sunday, Jan. 11

• Officers responded to a welfare check at 12:45 p.m. at 495 Flora St.
• Police were notified of a civil issue at 3:35 p.m. at 636 Hilton St.
• Officers conducted a welfare check at 4:26 p.m. at 1434 Glenridge Drive.

Monday, Jan. 12

• At 1:42 p.m., police spoke with a caller about tenants rights at 636 Hilton St.
• Jordan Taylor Cole, 30, Apple Valley, Minn., was cited for speeding and warned for a defective brake light and operating a motor vehicle without proof of insurance after a traffic stop at 6:31 p.m. at Kinnickinnic and Broad streets.
• At 7:27 p.m., Prescott Fire notified officers that they would be doing drills on the river.
• Oghenenyerhovwo Shalom Omafuaire, 26, Woodbury, Minn., was cited for speeding after a traffic stop at 9:41 p.m. at Jefferson and Dexter streets.
• Christhian Osmany Ortiz-Tercero, 22, St. Paul, was cited for operate without valid license and operating motor vehicle without insurance after a traffic stop at 10:32 p.m. at Dexter Street and Ryden Road.
• Peter Leo Lynch, 48, Wildwood, Mo., was issued a written warning for speeding after a traffic stop at 11:36 p.m. at Wacota and Jefferson streets.

• Shana Lee Allyn Whiting, 43, Prescott, was cited for non-registration of vehicle, vent/side window excessive tinting and fail/display vehicle license plates after a traffic stop at 9:31 p.m. at Highway 10 and Lake Street.
• Deyvin Yodeyver Pineda-Quintero, 29, St. Paul, was cited for operate without valid license after a traffic stop at 9:51 p.m. at Dexter Street and Ryden Road.
• Taja Chanee Stokes, 25, North St. Paul, Minn., was issued a written warning for operate without valid license after a traffic stop at 10:11 p.m. at Cherry Street and Highway 10.

Wednesday, Jan. 14

• At 2:19 p.m., police responded for an unwanted subject at 680 Washington St.
• At 8:17 p.m., an anonymous caller reported a dog barking at 870 Magee Way. No barking dog was located.
• At 8:36 p.m., a caller reported finding dogs at 921 Pearl St. The owners retrieved the dogs before police arrived.

Thursday, Jan. 15

• Police conducted a welfare check at 5:49 a.m. at 667 Dexter St. S.
• Officers responded to a hit and run at 7:56 a.m. at 819 Riverwood St. that happened overnight. No injuries were reported.

Friday, Jan. 16

• A caller reported vandalism at 9:23 a.m. at 1001 Campbell St.
• At 10:40 a.m., a caller reported three people possibly trespassing on BNSF property near Kinnickinnic and Second streets. No one was located.
• Jeremy Jay Stuart, 37, Prescott, was cited after a traffic stop at 2:16 p.m. Orange and Locust streets.
• Officers responded to a welfare check at 5:55 p.m. at 334 Elm St.
• Joshua Michael Dreier, 31, Prescott, was arrested for OWI-fourth after a traffic stop at 8:53 p.m. at Kinnickinnic and Broad streets.

Saturday, Jan. 17

• Nathan Eric Kylander, 29, Prescott, was arrested for a DANCO violation at 12:56 a.m. at 680 Washington St.
• Officers were dispatched to a verbal argument at 3:21 a.m. at 334 Elm St. Everything was calm when police arrived; the parties denied an altercation taking place.
• Joel Manuel Galarza Ocasio, 33, Hager City, was cited for operate without valid license and speeding after a traffic stop at 2:16 p.m. at Kinnickinnic and Broad streets.
• Police received a noise complaint at 3:16 p.m. at 835 Kinnickinnic St.
• At 7:27 p.m., a caller reported a dog being left outside for a long time at 334 Elm St. The homeowner told police the dog was inside.
• Officers were advised of a welfare check request at 7:42 p.m. at 575 Locust St. S. They were told not to respond once the complainant made contact with the person in question.

Sunday, Jan. 18

• Travis A. Tokheim, 33, White Bear Lake, Minn., was cited for expired registration after a traffic stop at 6:27 p.m. in the 200 block of Broad Street.
• Mikayla J. Cameron, 25, Cottage Grove, Minn., was cited for expired registration after a traffic stop at 8:10 p.m. in the 200 block of Broad Street.

Tuesday, Jan. 20

• Natalie Kristine Harris, 42, Minneapolis, was cited for speeding after a traffic stop at 10:41 a.m. at Jefferson and Walter streets.
• Police conducted a welfare check at 11:27 a.m. at 1650 Jewell St.
• At 7:30 p.m., officers were notified of an unwanted subject who was reportedly on his way to the yoga studio at 1125 Henry St. wearing inappropriate clothing. He never showed up.
• Cristhian Osmany Ortiz-Tercero, 22, St. Paul, was cited for operate without valid license after a traffic stop at 10:17 p.m. at Eagle Ridge Drive and Highway 10.
• Diego Valentin Rendon Maciel, 18, Apple Valley, Minn., was cited for operate without valid license after a traffic stop at 11:51 p.m. at Cherry Street and Highway 10.

Wednesday, Jan. 21

• At 12:08 p.m., police spoke with someone about a trespassing complaint at 272 Locust St. S.
• A suspected assault was reported at 4:07 p.m. at 1028 Borner St. Video footage showed that an assault did not occur.
• Police conducted a welfare check at 11:42 p.m. on a person who had been inside 1200 Henry St. for a long time. They left a short time later.
