Prescott Police Department reports: Oct. 31-Nov. 6, 2025

The following incidents were reported to Prescott Police Department Oct. 31-Nov. 6, 2025.
Friday, Oct. 31
The school resource officer attended the Halloween parade at 7:44 a.m. at Malone Elementary (505 N. Campbell St.)
Don J. Scribner, 75, Prescott, was arrested for OWI after a traffic stop at 1:16 p.m. at 240 N. Court St.
Police responded to a vehicle vs. pedestrian crash at 8:02 p.m. at Campbell and St. Croix streets. Michelle Mary Schulte, 46, Prescott, was arrested for OWI/causing injury. A 15-year-old juvenile was taken to the hospital by her parents with possible injuries.
An underage party was reported at 10:55 p.m. at 2105 Pleasant Drive. The homeowner told police no one was drinking alcohol. Officers stood by as everyone left the party. No signs of intoxication were observed.
Police received a noise complaint at 11:41 p.m. at 1759 Pleasant Court. No excessive noise was located.
Saturday, Nov. 1
At 12:36 a.m., a caller reported a man slumped over in his vehicle at Kwik Trip (1200 Henry St.) When officers arrived, he was walking in the store and showed no signs of impairment.
At 12:59 p.m., police responded to a special event hosted by Tractor Supply (1445 N. Acres Road).
Jack Quinlan Smith, 29, St. Paul, was cited for speeding after a traffic stop at 8:07 p.m. at Kinnickinnic and Broad streets.
Sunday, Nov. 2
At 10:48 a.m., police spoke to a child operating a gas mini bike in the 300 block of Court Street. They were told to keep it off the road.
Monday, Nov. 3
Katherine Rose Filarsky, 36, Prescott, was issued a written warning for speeding after a traffic stop at 4:58 p.m. at Orrin Road and Borner Street.
Grace Gabriella Petrich, 18, Hastings, Minn., was issued a written warning for speeding after a traffic stop at 7:05 p.m. at Cherry Street and Highway 10.
Amy Jessica Mahn, 40, Hudson, was cited for operating while suspended after a traffic stop at 7:29 p.m. at Highway 10 and Lake Street.
Omar Taufic Bhakrhani, 40, Westminster, Calif., was cited for speeding after a traffic stop at 8:28 p.m. at Jefferson and Monroe streets.
Wilfrido Solis Galicia, 48, Golden Valley, Minn., was issued a written warning for speeding and expired registration after a traffic stop at 11:52 p.m. at Kinnickinnic and Broad streets.
Tuesday, Nov. 4
Damien James Langer, 21, Winona, Minn., was issued a written warning for speeding after a traffic stop at 2:48 p.m. at 570th Avenue and Jefferson Street.
Daniel Jeffery Pete, 44, Prescott, was issued a written warning for fail/stop at stop sign after a traffic stop at 5:57 p.m. at Borner Street and Glenridge Drive.
Logan Michael Stafford, 19, Hastings, Minn., was issued a written warning for speeding after a traffic stop at 6:32 p.m. in the 200 block of Broad Street.
Martin Pina Andrade, 50, South St. Paul, Minn., was cited for operate without valid license and issued a written warning for speeding after a traffic stop at 6:40 p.m. in the 200 block of Broad Street.
Lisa G. Wells, 57, Champaign, Ill., was issued a written warning for speeding after a traffic stop at 9:21 p.m. at Cherry Street and Highway 10.
Carter Joseph Vaughan, 25, New Prague, Minn., was issued a written warning for speeding after a traffic stop at 9:33 p.m. in the 200 block of Broad Street.
John David Plaschko, 31, Prescott, was issued a written warning for operator violate yellow traffic signal after a traffic stop at 10:17 p.m. at Cherry and Court streets.
Wednesday, Nov. 5
Hannah Lynn Sherman, 32, Prescott, was cited for dog at large after her dog was loose at 8:01 a.m. at 2060 Pleasant Drive.
A burglary was reported at 1:12 p.m. at 1531 James St.
Officers responded to a verbal domestic at 5:30 p.m. at 319 Lake St. The parties agreed to separate for the evening.
At 6:44 p.m., police were informed of people spraying chemicals on a vehicle at 710 Pine St. They were washing a car that was for sale.
At 7:01 p.m., police were dispatched to 675 Laura St. for an unwanted person bothering the caller. They left before police arrived.
Thursday, Nov. 6
At 7:38 a.m., an officer had a conversation with a student at Prescott High School (1010 Dexter St.) about acceptable community behavior.
Jonel Raina Miller, 44, Prescott, was arrested at 9:14 a.m. at 1010 Dexter St. in relation to a domestic complaint from the night before.
Madeline Christine Bullock, 30, Hastings, Minn., was cited for fail/stop at stop sign after a traffic stop at 9:50 a.m. at 1049 Campbell St.
A boat radio theft was reported at 4:36 p.m. at 451 Second St.
Officers checked on a suspicious person at 11:46 p.m. at a storage unit at Canton and St. Croix streets.
