RF man threatens to drive dump truck through vape shop

A River Falls man let his temper get the best of him last week while talking to officers about minors and vapes, resulting in his arrest for making felony threats.

Kevin Daniel Schaar, 47, posted a $5,000 signature bond Dec. 30 in Pierce County Circuit Court on felony threat to cause bodily harm to certain individuals involved with the court or legal system and felony making terrorist threats. If convicted, he faces a maximum penalty of six years in prison and/or fines up to $10,000.

According to the complaint:

At 8:08 p.m. Sunday, Dec. 28, a River Falls police officer took a call from Schaar about an incident that occurred earlier in the day at Dairy Queen. He had been communicating with another officer who was now off duty. He informed this officer that he had information on juveniles at River Falls High School who had provided vapes and drugs to juveniles. He accused a local vape shop of selling vapes and “drugs” to minors and said he wanted something done about it.

As the officer tried to gather more information, Schaar allegedly became irate (according to the officer’s report) and began yelling and screaming at her over the phone, while using profanity. She tried to calm him down to gather information, but he allegedly yelled that he wanted the vape shop shut down or he was going to drive his “motherf-ing truck through their motherf-ing door.”

The officer attempted to redirect the conversation, but Schaar allegedly became angrier. In the report, the officer said he made the following threat: "I'll go in there with my shotgun and I'll blow the f$*&ing windows off that place" and "I’ll blow that motherf-er sky high." He continued to make threats such as driving his dump truck into the store and burning the place to the ground. He then accused “you motherf-ers” of destroying River Falls by letting Somalis in. He demanded that something be done about this or he was going to handle it himself.

The officer tried to sympathize and said she would pass his complaints onto a sergeant who would call him back the next day when he began his shift at 7 a.m. His answer to that was allegedly “That motherf-er better call me at 7:02.” Whie trying to talk to Schaar about possible outcomes, he continued to threaten to drive into the vape shop, then said he would drive into the police station too if he didn’t receive a phone call at 7:02. He confirmed he was calling police from his rural River Falls home.

After hanging up with Schaar, the officer contact a Pierce County Sheriff’s Office investigator about the threats made. They decided to respond to Schaar’s residence; he had called dispatch back to report more information and agreed for officers to come to his home. Deputies and RF officers arrived at Schaar’s home at 9:56 p.m. A large dump truck was in his driveway.

Police collected information from Schaar about vapes and Delta-9 gummies being distributed by other juveniles. After the interview, police took Schaar into the garage away from his family and talked to him about the threats he made. They arrested him and took him out to a squad car, where he threatened to sue officers and used profanity. He then allegedly told the female officer to get the squad moving, “cause your ass is going to be in a sling lady." He was transported to the Pierce County Jail without incident.

Schaar’s next court appearance is a preliminary hearing scheduled for 11 a.m. Feb. 3.
