The following incidents were reported to River Falls Police Department May 16-27, 2025.
Saturday, May 15
Police responded at 1:05 p.m. to Comforts of Home (2348 Aurora Circle) where staff reported finding THC edibles, plant material and vapes in a shoebox. The resident protested his gummies being taken away, which were confiscated and destroyed.
Friday, May 16
Miles Jae Carlson, 37, Centuria, turned himself in for a Polk County warrant for manufacturing methamphetamine at 11:48 a.m. at the police station. Officers transported him to the St. Croix County Jail.
Police responded to a two-vehicle crash at 12:15 p.m. at Cascade Avenue and Third Street between a 2004 Acura RSX, driven by Noah Lee Montgomery, 18, Red Wing, Minn., and a 2025 BMW IX, driven by Betty Jane Most-Baugher, 70, River Falls. Both vehicles were traveling eastbound on Cascade Avenue when Most-Baugher stopped for pedestrians in the crosswalk. Montgomery didn’t notice her stopping and rear-ended her vehicle while messing with his phone charger. The Acura had to be towed due to disabling damage, while the BMW had minor damage. No injuries were reported. Montgomery was cited $111.40 for inattentive driving.
Saturday, May 17
At 1:32 a.m., police came upon three vehicles parked in the north Glen Park (361 W. Park St.) parking lot. Two occupants were sleeping in the first vehicle and the third vehicle, while the second vehicle was unoccupied. In the first vehicle, two teenage occupants said they were sleeping in the vehicle after attending a party. In the other occupied vehicle, two people said they were college students “car camping” after being kicked out of their dorms. They all smelled of alcohol, but said they hadn’t driven after drinking. Cadin James Hallin, $187, Mahtomedi, Minn., and Brody Otto Johnson, 19, Mahtomedi, Minn., were cited $187 for underage drinking. Carsyn Lyn Winter, 18, Mahtomedi, Minn., was cited $98.80 for being in the park after hours. Police allowed the teens to remain in the park overnight so they could sober up before driving.
Alexander Ethan Heineman, 24, New River, Ariz., was cited $124 for vomiting in public at 6:38 a.m. in the 100 block of East Maple Street. Police found Heineman sleeping in the backseat of his vehicle with a large pile of vomit outside on the ground. He said he drank too much alcohol and threw up. Police later learned he is a registered sex offender. He said he was traveling with a “rodeo” and that he bounces between residences. Police have had multiple contacts with him in River Falls the past couple of years, which makes it seem like he is living in the area. Police informed the Department of Corrections of their contact with Heineman, who should update his address as a registered sex offender.
Police were dispatched to a fire alarm at 7:43 a.m. at 1018 S. Main St. The complainant said she believed someone was smoking marijuana in #7C. Most people evacuated the apartment building except for the occupants of 7C. When police knocked on their door, the occupants opened it a crack; the apartment smelled strongly of marijuana. The occupants admitted to smoking and turned over 3 grams of pot and a smoking device. Payton Vann Weeks, 24, River Falls, was arrested and cited $187 for possession of THC and $187 for possess drug paraphernalia. After being booked at the station, he was given a courtesy ride back home.
Officers responded at 12:15 p.m. to a home in the 1800 block of Rodao Drive for a suicidal female who locked herself in a bathroom and tried to cut herself with a razor. The woman’s boyfriend broke the bathroom door down and found naked in the shower, writing with blood on the shower walls. Allina EMS transported the woman to United Hospital in St. Paul. She also admitted to taking 10 iron pills.
At 10:55 p.m., police were alerted to a potential crash at Division Street and Parkview Lane by a cell phone automated crash alert. They found a white pickup parked in the wrong traffic lane facing Division Street. The passenger said he dropped the driver’s phone out the window while trying to change the music. They had stopped the vehicle to look for the phone. The vehicle smelled of alcohol and the occupants said they were coming from Johnnie’s Bar. The driver, Shelley Marie Avery, 51, River Falls, said she had at least six cocktails throughout the night. After performing field sobriety tests, she was arrested and cited $500 for OWI-second.
Sunday, May 18
At 2:27 a.m., the owner of Shooter’s Pub (107 E. Elm St.) flagged police down to report a man causing problems and refusing to leave. Christopher M. Skipton, 28, River Falls, denied causing problems and said he could stand on a public sidewalk if he wanted. He refused to leave the area, so police stayed there while staff closed the bar. Skipton was given a trespass notice after he threw a cigarette butt on the ground in front of police. The bar owner also turned over 48 fraudulent IDs he and his staff had confiscated.
At 8:46 a.m., a 2012 Toyota Corolla, driven by Brittany Ann Hancock, 27, River Falls, struck a deer on Highway 35 just south of Golf View Drive. The vehicle was towed due to disabling damage. Hancock reported no injuries.
Police were dispatched at 10:21 a.m. to Subway (201 N. Main St.) for an unwanted man found sleeping between the gated patio area and another building. The manager said the man, Jeremy Eugene Ealy, 41, River Falls, used to work there. When police woke him up, he had a hard time standing and had slurred speech. He smelled strongly of alcohol. He was arrested for a warrant and transported to Pierce County Jail without incident.
Police responded at 8:18 p.m. to a home in the 200 block of West Johnson Street for an out-of-control autistic juvenile. The teen’s father said he became enraged when told to go to bed, refused to take his medication, threw Clorox and shoes, which resulted in a broken TV and mess throughout the home. The father was resistant to seeking help from Human Services and said he doesn’t want to learn more about autism. The teen’s mother arrived to help de-escalate the situation. Both parents were encouraged to seek outside resources and help.
Monday, May 19
At 12:15 p.m., police took a report from a man who gave police a detailed account of fraud his elderly father has been experiencing since 2020. The man’s father said his father met a woman at a Marshall’s store in 2020 who claimed to be homeless and having visa and financial problems. He allowed her to move into his home in the 900 block of Falcon Drive, and over the course of the past few years, she manipulated him into spending hundreds of thousands of dollars on her by threatening to ruin his reputation, lie to police and more. The case is under investigation in collaboration with the Edina Police Department, where the suspect currently lives.
At 3:26 p.m., a resident at 730 Apollo Road reported a vehicle had hit his and his neighbor’s mailbox. No vehicle parts were left behind. Inside one of the mailboxes was a napkin stating that a tractor had hit them, though no name was left.
Officers were asked to conduct a welfare check at 3:59 p.m. at 220 S. Third St. The residents had not heard from their roommate, Michael Donovan Dukart, 35, River Falls, and he hadn’t left his room for about a week. The door was locked and the hallway was starting to smell. They found Dukart’s body facedown on the floor in his room, which had begun decomposing. Roommates told police Dukart had injured his tailbone in a mosh pit at a concert, which left him unable to work. He had been drinking heavily and hadn’t gone to work. Inside the room, police found several empty vodka bottles. The medical examiner found evidence of a GI bleed, possibly from the injury exacerbated by alcohol consumption. No foul play is suspected.
Tuesday, May 20
Police responded to a two-vehicle crash at 10:41 a.m. in the Cemetery Road/Highway 65 roundabout between a 2025 Chrysler Voyager, driven by Christopher Daniel Kammeyer, 33, River Falls, and a 2018 Ford F150, driven by Jonathan Wayne Estes, 67, Bay City. Both vehicles were driving north out of the roundabout, with Estes in the inside lane and Kammeyer in the outside lane. They struck each other’s vehicle when trying to merge into one lane. Both vehicles had minor damage. Kammeyer’s van contained three passengers: Kevin Karl Rickey, 31, River Falls; Brandon James Foley, 35, River Falls; and Patrick Eugene Bonngard, 37, River Falls. No injuries were reported.
Officers were dispatched to a two-vehicle crash at 3:47 p.m. at Summit and Main streets between a 2006 Chevy Silverado, driven by Peter Sterling Lambert Jr., 54, River Falls, and a 2015 Ford Escape, driven by Christie Ann Berg, 43, River Falls. Lambert was stopped at the stop sign facing Main Street, while Berg was turning right onto Summit Street when she struck his vehicle, causing moderate damage to both. No injuries were reported.
Wednesday, May 21
Police were dispatched at 10:02 p.m. to 805 S. Wasson Lane for a 911 hangup call. Police found a distraught man, identified as Paul Steven Clark, 25, River Falls, who said he was locked out of his apartment and trying to get back inside. He was bleeding from one foot but denied medical attention. One of the residents, when reached by phone, stated he was her boyfriend but that he had been causing too many “bipolar” disturbances and he was no longer welcome. He was not on the lease. The women gathered his belongings and officers offered to give him a ride to a hotel that night, but he refused and left on foot. Police were called back eight minutes later because Clark had returned and thrown himself in front of a vehicle trying to prevent the women from leaving. He was arrested for domestic disorderly conduct and transported to Pierce County Jail.
Officers responded to a vehicle vs. bicycle crash at 2:48 p.m. on East Cedar Street just west of Second Street. A 2016 Buick Encore, driven by Robert Bruce Mattson, 80, River Falls, struck Elena Leigh Rixen, 18, Menomonie, who was riding a bicycle. Rixen slid across the ground a short distance and had scrapes on her left thigh. She reported possible injuries but wasn’t transported. Mattson reported no injuries and his vehicle wasn’t damaged. He was cited $98.80 for failure to yield to pedestrian, bicyclist or EPAMD.
Thursday, May 22
Officers were dispatched at 3:22 p.m. to a two-vehicle crash in the River Falls High School (818 Cemetery Road) parking lot between a 2013 Volkswagen Passat, driven by a 17-year-old River Falls juvenile, and a 2013 Ford Fusion, driven by a second 17-year-old River Falls juvenile. As the Volkswagen backed out of a parking spot, it turned too sharply and struck the Fusion, which was parked next to it. Both vehicles had minor damage. No injuries were reported.
Police responded to a two-vehicle crash at 3:30 p.m. in the River Falls High School parking lot between a 1997 Chevy pickup, driven by a 17-year-old River Falls juvenile, and a 2019 Hyundai Kona, driven by Aaliyah Mary Moelter, 18, Hudson. Moelter, who was driving through the parking lot, stopped behind the Chevy, which was in a parking spot. When the Chevy backed up, it backed into the Kona. The Chevy had no damage, while the Kona had minor damage. No injuries were reported.
Police were notified of a two-vehicle crash at 3:50 p.m. that occurred at 7:25 a.m. in the River Falls High School parking lot between a 2019 Hyundai Kona, driven by Aaliyah Mary Moelter, 18, Hudson, and a 2006 Nissan Altima, driven by a 16-year-old River Falls juvenile. The Nissan was backing out of a parking spot and struck Moelter’s Hyundai, which was traveling through the lot, causing minor damage to both vehicles. No injuries were reported.
Friday, May 23
At 5:23 p.m., a resident at 703 ½ W. Maple St. reported fraud on his Chime bank account. He received a text that morning indicating a suspected fraudulent charge of $178 at a Miami Target. A person claiming to be a Chime representative called him shortly thereafter, advising him to close his current accounts and transfer everything to one new account. The victim wired $2,509 to a person named Charles Jackson, who immediately hung up the phone and didn’t answer after that. Chime denied the victim’s refund request, so he was out the money.
Saturday, May 24
Karlee Teresa Kaide Gustavson, 25, Carver, Minn., was arrested and cited $986 for operating with PAC, $986 for OWI and $187 for possess drug paraphernalia after a traffic stop for driving over the center line at 2:18 a.m. at Main and Pine streets. Gustavson smelled strongly of alcohol, seemed fidgety and had glossy, bloodshot eyes. The vehicle also smelled of marijuana. After conducting field sobriety tests and receiving a PBT reading of .13, police had probable cause to arrest Gustavson. Inside the vehicle they found a marijuana pipe and a bottle of Tequila that belonged to the passenger. Gustavson, who said she drank shots at Broz, was booked and released to a sober adult.
Police were dispatched to an automated crash alert at 3:11 a.m. on Chapman Drive at Huppert Street. When they arrived, they found a Audi in the ditch with significant damage and deployed airbags. Tyler Mark Korbel, 21, River Falls, was walking around the vehicle and had a hard time maintaining his balance. He had glassy eyes and slurred speech. He told officers he was coming from Emma’s Bar. He agreed to perform field sobriety tests and registered a BAC of .178. Police found a can of beer in the front cup holder. Korbel had hit a street sign and streetlight, exposing electrical wires. He was arrested and cited $136.60 for failure to keep vehicle under control, $986 for operating with PAC and $986 for OWI. After booking, he was released to a sober friend. The vehicle was towed.
At 10:32 p.m., police observed a black truck pull out of the Tattersall Distilling (1777 Paulson Road) parking lot and drive south on Paulson, crossing the center line. The vehicle also failed to use a turn signal when turning left onto Main Street. While heading north, the truck continued to swerve in its lane and crossed the center line at least twice more. The truck headed south on Highway 65 and police pulled it over near Cascade Avenue. The driver, Timothy Donald Johnson, 36, Ellsworth, seemed confused and smelled heavily of intoxicants, as did his wife, who had also been drinking. Johnson swayed as he stood in front of police. He said he’d had about five beers. After performing field sobriety tests and registering a .198 BAC, officers arrested and cited Johnson $986 for OWI and $986 for operating with PAC. A ride was arranged for his wife while he was taken to the station to be booked. He was then released to a sober relative.
Monday, May 26
Police were dispatched at 12:03 a.m. to 1450 S. Wasson Lane #10 for a domestic. A man said he had dropped his daughter off with her mother after fishing and suspected the mother, identified as Karen D. Duthey, 56, River Falls, had been drinking. She called him screaming and swearing, not making much sense. His daughter got on the phone crying, begging him to come back and pick her up. When he returned, Duthey refused to give him his daughter’s phone and scratched him when she tried to prevent him from leaving. Duthey was arrested for domestic battery and domestic disorderly conduct. She failed booking at Pierce County Jail for refusing to take an alcohol breath test. The juvenile said she’s afraid of her mother when she’s drinking. CPS also became involved.
Officers responded at 11:45 p.m. to Positive Alternatives (2860 Williams Ave.) for a missing 14-year-old with a history of running away. The teen returned by 5:30 a.m., after police spent the night searching for him.
Tuesday, May 27
Police responded to a hit and run crash at 12:53 p.m. on Walnut Street just east of Main Street. An unknown vehicle was backing out of the alleyway between 200 S. Main St. and 112 E. Walnut St. and the vehicle’s trailer struck a legally parked 2013 Buick Enclave, owned by Katherine Mary Navarre, 64, River Falls. Navarre’s vehicle had minor damage. The other driver left the scene without providing information.
At 2:50 p.m., police saw a man with a warrant of meth possession, identified as Kevin Joseph Brown, 39, Somerset, mowing the lawn at 95 E. Johnson St. When police approached him, he denied being Brown and gave police another name. When police asked him to put his hands behind his back, he resisted police and ran into the residence. The homeowner arrived on the scene and gave police permission to enter the house. They found him hiding in the basement and arrested him at gunpoint. He was transported to St. Croix County Jail without incident.
