The following incidents were reported to River Falls Police Department Oct. 1023.
Monday, Oct. 10
At 6:11 p.m., a caller at 315 N. Fremont St. reported theft of money from a locked box at a self-serve firewood stand. About $60 was stolen from the box, which was pried open.
Tuesday, Oct. 11 Jordan James Kloos, 35, River Falls, was arrested for a failure to appear warrant and transported to Pierce County Jail. Police stopped behind his vehicle at 11:26 a.m., which was parked in the traffic lane in front of Jerry’s Towing. He had run out of gas. The officer took him to Kwik Trip to get gas and a gas can and while Kloos was in the store, confirmed the warrant. Upon searching him, officers found a pipe that later tested positive for methamphetamine. They searched the vehicle and found multiple paraphernalia items related to meth use, such as tie offs, empty burnt tubes and gem bags. An officer filled his car with gas and moved it to a safe location.
At 1:52 p.m., police responded to Holiday (302 S. Main St.) for a former employee making threatening remarks to staff. The person had left by the time police arrived. Racii N. Isreal, 24, River Falls, was trespassed from the store and served the notice at her home.
At 1 p.m., an officer noticed the title and keys for a 2002 Saturn Sl1 had been removed from the car at the city’s impound lot (950 Benson St.) He notified the DOT and the person who had purchased the vehicle at a recent police auction.
Camilla Jean Westerdahl, 62, River Falls, was cited $250 for failure to stop for school bus at 3:58 p.m. at Main and Broadway streets.
A woman reported a theft at 4:14 p.m. at RFPD of $175 from her debit card. She told police she had added her debit card to her ex-boyfriend’s mother’s Amazon account for a one-time purchase of a movie. She thought the card had been removed, but realized it was being charged for the mother’s purchases. When she contacted the mother about it, the mother ignored her for a week but eventually said she’d pay her back. Police told both women it was a civil issue.
Officers responded at 5:09 p.m. to a two-vehicle crash at Main and Pomeroy streets between a 2007 Chevrolet Cobalt, driven by Chloe Jo Tomesh, 20, River Falls, and a 2006 Honda Accord, driven by Clinton Hasbrook Dehne, 52, River Falls. Dehne, who was heading south on Main Street, was stopped in traffic near Pomeroy Street, with Tomesh right behind him. She rear-ended him, causing functional damage to both vehicles. Both drivers wore seat belts and reported no injuries.
Police responded at 4:40 p.m. to a two-vehicle crash in the parking lot of 427 Kennedy St. between a 2003 Dodge Stratus, driven by Joseph Dale Alvey, 51, River Falls, and a 2021 Ford Escape, driven by Jacob Aaron Wheeler, 22, River Falls. Alvey was backing out of a parking space and backed into Wheeler’s vehicle. Both vehicles had minor damage. Both drivers wore seat belts and reported no injuries.
Police were called at 6:41 p.m. to 1300 S. Main St. for a stolen Insta-Cart delivery, which contained $40 in items from Family Fresh. The office manager found the items in the building’s property management office.
Wednesday, Oct. 12
At 7:45 a.m., a custodian reported finding a hole in the activities stairway wall at River Falls High School (818 Cemetery Road). A 16-yearold suspect was identified, who admitted to hitting the wall out of frustration on Oct. 11. The cost to repair it will be $239.
Police responded at 9:05 a.m. to 427 Kennedy St. for a noise complaint in which a woman was blasting music and dancing outside her vehicle. Police made contact with her; she admitted to dancing, blasting music and flicking off a neighbor after receiving good news. That neighbor came over to talk, but the argument got too heated so the officer broke it up. The suspect said she’d be moving out in two days and promised to behave. The complainant told police he’s the only one in the neighborhood who calls in anything and wants to keep the neighborhood safe. He provided police with several videos of the suspect’s behavior.
Thursday, Oct. 13
At 1:45 p.m., Renaissance Academy (262 E. Cascade Ave.) staff informed police a 16-year-old had fled the school with a bag of vaporizers and drug paraphernalia after being confronted by the principal after a locker search. The student returned to the school without the bag and refused to tell anyone where it was. Two remaining vaporizers tested positive for THC. Charges will possibly be filed.
At 8:06 a.m., Our Neighbors’ Place (122 W. Johnson St.) reported receiving threatening text messages from a former client who had been trespassed due to inappropriate behavior. The messages talked about hidden cameras, “ruining lives overnight” and doing something that would be on TV. Misdemeanor bail jumping and computer message – threaten/injury or harm charges were referred to the district attorney.
Police responded to a domestic not-in-progress at 12:03 p.m. at 509 ½ E. Maple St. A woman reported being repeatedly punched in the head by her son while driving him to work at 11:40 a.m., which caused her to swerve over a median near Mariachi Loco. The woman told police she had woken him up to get him up for work and had put his wallet by his backpack in the hallway. He became enraged that she had touched his wallet and punched several holes in the walls. After he punched her in the car, she let him out and went to a neighbor’s to call police. She was transported to River Falls Area Hospital and diagnosed with a concussion. Police made contact with the suspect, Forrest Milo Harley Davidson, 24, River Falls, at their home and arrested him for felony first degree recklessly endangering safety, felony domestic substantial battery – intend bodily harm, domestic criminal damage to property, and domestic disorderly conduct. He denied hitting his mother; police transported him to Pierce County Jail.
Officers were called at 1:08 p.m. to a property damage complaint at 211 N. Cudd Ave. A resident there kicked an REM employee’s vehicle doors and bent the front license plate, causing about $1,000 in damage. He then took off on a bicycle to the main REM office to “chew out” someone he was angry at. Police located him and brought him home; the victim will work with REM on the vehicle damage.
Police responded to a domestic at 3:08 p.m. at 220 ½ Church St. where a man allegedly drove away with the couple’s son after throwing a rock and rake at the mom. The man had come to pick up the boy and was angry about life. He threatened to kill the woman’s cat, smash a candle and allegedly said she would never see her child again. Police also found the front driver’s side mirror hanging broken on her vehicle, which was parked in the driveway. When police made contact with the suspect, Anthony Arthur Chiconis,
42, River Falls, at his residence, he said the mother had been belittling him, which made him angry. He denied damaging the mirror, but said he threw a roll of tape at the mother. When told he was being arrested for criminal damage to property and disorderly conduct, he became highly agitated and called his attorney, who calmed him down. He was transported to jail without incident while the mother collected their son.
Officers performed a welfare check at 3:08 p.m. at 1018 S. Main St., where they ultimately arrested Jacob David Koltz, 24, River Falls, for a Pierce County warrant. He was transported to the jail without incident.
Friday, Oct. 14 At 6:32 a.m., a caller at 208 E. Charlotte St. reported that someone had stolen the license plates from a 2006 Toyota Camry sometime between 8 p.m. Oct. 12 and 6:32 a.m. Oct. 14.
Police responded at 7:40 a.m. to a two-vehicle crash at on Highway 35 one mile north of Highway 65 between a 2007 Pontiac, driven by Sara Lynn Olig, 21, Osceola, and a 2014 Ford Focus, driven by William Russell Lynch, 67, Hudson. Both vehicles were traveling south on Highway 35 in a line of vehicles going slow because of the snow. Lynch braked because of slowing traffic and Olig, who was behind him, braked as well but lost control and hit him. Lynch’s vehicle left the roadway and struck two center cable barrier posts. Both drivers wore seat belts and reported no injuries. Olig’s vehicle was towed due to disabling damage, while Lynch’s vehicle had functional damage. Olig was cited $136.60 for driving too fast for conditions.
At 4:06 p.m., police responded to a residence in the 100 block of Cudd Avenue, where a juvenile reported being threatened on Instagram. The suspect threatened to post the juvenile’s face on genitalia photos unless paid money. They went so far as to send the juvenile a picture of their house on Google Maps. Police helped the juvenile block the account.
Police responded at 11:04 p.m. to 3565 Sterling Heights Drive for a physical domestic. A man there had allegedly head-butt a woman and torn her earrings out during an argument about alleged cheating. Those present believed him to be under the influence of meth. He left and they didn’t know where he went. Police reached him by phone, but he hung up on them. A warrant was issued for Codi. J. Walztoni, 24, River Falls for domestic battery and domestic disorderly conduct, plus a probation hold.
At 11:20 p.m., RFHS staff notified police that there was damage in the junior locker bay on the north main floor at RFHS (818 Cemetery Road). Tiles had been damaged and lockers shifted. Several students were seen in surveillance video lifting and shifting the lockers, which caused tile to break. Four students, ages 16 and 17, were identified. The school declined pressing charges, but will require the students to pay for the damage and go through restorative justice. The athletes will have additional consequences.
Saturday, Oct. 15
An employee at Bold Burger (106 N. Main St.) called police at 2:20 a.m. to report that someone had pulled the soap dispenser off the men’s bathroom wall and thrown it into a urinal. Michael Tyler Stoffel, 21, Red Wing, Minn., was cited $250 for criminal damage to property. The bar owner requested $50 in restitution.
At 8:50 a.m., police were dispatched to Bartosh Lane and Foster Street for stop signs theft. Both stop signs were missing; they are valued at $70.
Robert Charles Boles,
47, River Falls, was arrested at 4:43 p.m. at 902 ½ Sycamore St. for an extraditable Colorado warrant on a felony domestic. He was transported to Pierce County Jail.
Police were called at 7:58 p.m. to Junior’s (414 S. Main St.) for a severely intoxicated and disorderly man with a small child. Staff said the man, his child, two other men and another child were all eating dinner together. The men were throwing food at each other and fighting. After consuming one bottle of wine quickly, staff cut them off. The other two men and child left to avoid confrontation, leaving Cory Robert Snelson, 37, River Falls, and his child behind. The child was crying hysterically and Snelson was refusing to leave. He also refused to pay the bill, which was $250. He could barely walk when police escorted him outside and was belligerent. He was arrested for disorderly conduct and possess drug paraphernalia and transported to Pierce County Jail. Child Protective Services was notified and the boy’s mother arrived to collect him. Snelson registered a BAC of .311.
Sunday, Oct. 16
At 12:15 a.m., an officer clocked a vehicle heading north on Main Street near Cascade Avenue going 48 mph in a 25-mph-zone. The officer performed a U-turn and attempted to pull the vehicle over, which quickly pulled into a parking spot. Three women got out of the vehicle and began walking toward 111 S. Main St. When told to stop, they refused. They continued to refuse, so the officer placed the driver, Natequanda Shanta Clark,
30, under arrest. She denied speeding and said she’d been parked. Other units responded due to her being uncooperative. She began screaming to be let go and said she needed the sheriff. They were able to get her handcuffed and transported her to Pierce County Jail on a resisting or obstructing an officer charge. She was also cited $149.20 for speeding on city highway.
Officers responded at 10 a.m. to 106 N. Sixth St., where someone had badly damaged four Democratic political signs, valued at about $60. A yield sign nearby at Hazel and Sixth streets was also pushed over. The concrete base was damaged.
Monday, Oct. 17
At 11:45 a.m., a Westside Elementary staff member reported vandalism to the playground area (1007 W. Pine St.) Three people had removed plastic playground barriers and spikes, seen on surveillance camera at 2-2:45 a.m. Oct. 16. The case is under investigation.
At noon, a school resource officer witnessed a Renaissance Academy student drop a vaporizer at the school (262 E. Cascade Ave.) She was cited by UW-River Falls police and a parent was notified. The vaporizer contained THC. At 12:02 p.m., police were asked to perform a welfare check at 545 Birchcrest Drive on a resident who hadn’t been heard from since Oct. 13 after being fired from a job. Inside the apartment, police located the body of a man who had committed suicide. His family was notified.
At 5:08 p.m., a woman reported a possible kidnapping attempt that had occurred at 11 a.m. Oct. 15 at Kwik Trip (1238 N. Main St.) A man with face tattoos dressed in black, acting manic, had followed an 18-year-old woman to her car, which was parked at the gas pumps. She quickly got into her car and locked the doors, while he stood near her door and motioned for her come with him and to roll the window down. He did this twice. Another man approached and the man fled.
Tuesday, Oct. 18
Police responded at 2:13 a.m. 320 N. Second St. to a domestic in progress. A man and woman were heard arguing because the man wanted the woman to go home after a night of drinking. According to the man, the woman scratched him and attempted to choke him; he had red marks on his necks and bleeding scratches. The woman told police the man beat her, but there was no physical evidence to corroborate her claims. The woman resisted arrest and spit on an officer as they were taking her to the squad. Jennifer L. Javner, 31, River Falls, was arrested for domestic disorderly conduct, domestic battery, domestic strangulation and suffocation, felony bail jumping, resisting or obstructing an officer and two counts of discharge of bodily fluids on a public safety worker. She was transported to Pierce County Jail.
At 3:10 p.m., a city employee reported graffiti found along the White Pathway and underneath the Swinging Bridge.
Police responded at 8:49 p.m. to 218 W. Charlotte St. for a domestic not-in-progress. A woman reported she returned home to find her husband passed out drunk in the bed. He wasn’t supposed to be there due to a no-contact order. She said he got angry when she woke him up and raised his fist at her but did not strike her; he sat in a chair and repeatedly punched himself in the face. He then left in his vehicle. She wanted it documented due to her being on probation. The husband called police and accused his wife of doing meth. A probation warrant was issued for his arrest.
Wednesday, Oct. 19
Police assisted Pierce County deputies with a high speed chase at 12:16 a.m. on Highway 65 just south of Cemetery Road. A 16-yearold driver was apprehended after leading officers on a chase reaching speeds of 100 mph. When RF officers arrived on scene the suspect was being held at gunpoint on the ground and his vehicle was smoking.
At 1:45 a.m., a resident staying at 585 S. Wasson Lane reported repeated harassment from her boyfriend’s ex-girlfriend. She said the woman drives by the house or her house often, yelling obscenities. She received information on obtaining a restraining order.
Police responded at 9:45 a.m. to Westside Elementary for a second-grade student who was seen using a vape during a drill. The vape was confiscated and the student’s mother contacted.
Joseph Jerome Zappa Jr., 36, River Falls, was arrested for a contempt of court warrant after a traffic stop at 2:09 p.m. at Sycamore and Johnson streets. He was transported to St. Croix County Jail.
Officers responded to a two-vehicle crash at 2:48 p.m. in front of 1011 State St. between a 2012 Ford Fusion, driven by Klayra Isabelle Plummer, 18, River Falls, and a legally parked 2013 Ford Fusion, owned by Alexander P. Duran-Paz, River Falls. Plummer was attempting a parking maneuver, misjudged the turn radius when pulling into a stall, and struck the left rear corner of Duran-Paz’s vehicle. Both vehicles had minor damage; Plummer wore a seat belt and reported no injuries.
At 7:40 p.m., police responded to a home in the 400 block of North Fremont Street for a runaway juvenile, who was located at 8:40 p.m. at a family friend’s house.
Jennifer Lynn Balfanz,
21, River Falls, was cited $187 for possess drug paraphernalia after a traffic stop for failing to stop at a stop sign at 10:19 p.m. at South Main and Broadway streets. Police pulled her over for failing to stop at Main Street and Emogene Nelson Avenue, at which time they smelled marijuana emitting from her vehicle.
Thursday, Oct. 20
A 16-year-old River Falls High School student was cited $73.60 for minor possesses or purchases tobacco/ nicotine at 12:47 p.m. at RFHS (818 Cemetery Road). The teen had a vaporizer and admitted to being addicted to nicotine.
Friday, Oct. 21
Police responded at 1:30 p.m. to a two-vehicle crash at Walnut and Main streets between a 2009 Ford Fusion, driven by Patricia Mae Neisius, 65, Prescott, and a 2019 Volkswagen Atlas, driven by Jessica Lee Peterson, 43, River Falls. Neisius was parked in a legal parking spot on Walnut Street facing north. Peterson was stopped at the traffic light at Walnut and Main streets. Neisius started to back out of her spot and collided with Peterson. Both vehicles had minor damage; both drivers wore seat belts and reported no injuries.
Scott Hamilton Davis,
55, River Falls, was arrested for a felony St. Croix County warrant at 6:25 p.m. at 402 ½ N. Third St. He was transported to jail without incident.
Officers responded to a single-vehicle crash at 8:53 p.m. at Main and Pine streets. A 2010 Toyota Corolla, driven by Omar Yousif El Hussein, 24, St. Paul, had driven into a brick decorative barrier when he fell asleep. The vehicle was towed due to disabling damage. El Hussein wore a seat belt and reported no injuries; he was cited $111.40 for inattentive driving.
Saturday, Oct. 22
Officers responded at 12:05 p.m. to 539 S. Wasson Lane for a theft. Sometime between 5 p.m. Oct. 21 and 11:30 a.m. Oct. 22 someone had stolen the front and back license plates from a Toyota Rav4.
Police responded at 10:52 a.m. to 1105 Wasson Circle for a welfare check. A 79-year-old man with heart problems was found inside deceased. His sister was notified.
At 3 p.m., a resident at 974 Howard St. reported a catalytic converter theft from a 2016 Nissan NV200. The theft occurred sometime between 5 p.m. Oct. 21 and 12:30 p.m. Oct. 22. The damage estimate is $3,000.
Sunday, Oct. 23 Farhia Abu Mohamed, 31, Minneapolis, was arrested and cited $500 for OWI-second, $124 for operate without valid license and $98.80 for fail/stop at stop sign after a traffic stop at 3:34 a.m. at 817 W. Maple St. An officer parked at Westside Elementary (1007 W. Pine St.) witnessed Mohamed driving on a flat tire. He followed her east on Division Street to Winter Street, where she turned and accelerated. She then blew a stop sign at Winter and Maple streets and quickly pulled into a driveway at 817 W. Maple St. At first, she told police she lived there, then later said it was the home of her best friend. She was extremely uncooperative and refused to exit the vehicle when asked to perform field sobriety tests due to the alcohol odor emitting from the vehicle. She also had glassy, bloodshot eyes and slurred her speech. Police finally arrested her and took her to River Falls Area Hospital for a blood draw. The vehicle was towed; the people who lived there did not know her. Police then took her to Pierce County Jail, where she continued to be uncooperative.
