RIVER FALLS Police Department Reports

The following incidents were reported to River Falls Police Department Sept. 9-19.

Friday, Sept. 9

Officers responded at 11:40 a.m. to perform a welfare check at 1480 Riverside Drive. A neighbor hadn’t seen the resident in several weeks and was worried about him. When police entered the residence through the garage, it was apparent the resident, identified as Gregory J. Estlund, 72, River Falls, had been deceased for quite some time. The police called St. Croix County Medical Examiner Patty Schachtner to take possession of the body due to its extensive decomposition.

Monday, Sept. 12

At 11:21 a.m., a complainant reported a Samsung 22 cell phone that went missing late Sept. 10/early Sept. 11 while she was out at the downtown bars. She thought she put the phone in her friend’s vehicle, but wasn’t sure. It was valued at $899.

Robin Ellis Braasch, 33, Eagle River, was arrested for misdemeanor bail jumping (two counts) and disorderly conduct after police had two encounters with him within a few hours. The first complaint came at 11:45 a.m., when a caller reported a heavily intoxicated Braasch for stumbling into traffic while walking on North Main Street. EMS took Braasch to River Falls Area Hospital, where he was given food and fluids. He was released at 2 p.m. after refusing further treatment. At 4 p.m., police received a complaint of Braasch being disorderly and causing a ruckus in Devine Liquors’ parking lot (703 N. Main St.) He also reportedly ran out into traffic. Police found him sitting on a bench in front of the American Legion, again heavily intoxicated. He registered a BAC of .283. They also found bottles of Fireball and prescription meds in his backpack. Before St. Croix County Jail would take him, he had to be medically cleared at Hudson Hospital. While in the squad, Braasch screamed profanities and slammed his head and hands into the squad’s cage. While at the hospital, he dropped his pants and claimed he was hallucinating. Staff there cleared him and he was taken to the jail without further incident.

At 12:30 p.m., a Meyer Middle School teacher reported finding graffiti in north boys bathroom. Someone wrote in pink above the toilet in the closed stall. There are no suspects.

At 5:05 p.m., a BP (1553 Paulson Road) employee reported a man had stolen Delta 8 off the counter and took off running toward Subway. Police found the suspect, a 15-year-old juvenile, near the BP car wash. He admitted to the theft and on his person police located two vapes, a liquid vape cartridge and prescription medication not in his name. He was cited $98.80 for retail theft – intentionally take and released to his father.

Police responded at 5:23 p.m. to 807 W. Locust St. for a damaged fence complaint. It was believed to be caused by a mower at the property next door.

Officers responded to a two-vehicle crash at 6:52 p.m. on North Main Street at Mound View Road between a 2010 Toyota Corolla, driven by Madison Rose Fosdick, 21, River Falls, and a 2012 Subaru Outback, driven by Susan Kay Murphy, 76, River Falls. Both vehicles were traveling south on Main Street when Murphy, who was in front of Fosdick, slowed for traffic ahead. Fosdick didn’t see that Murphy had slowed because she was looking at her phone and rear-ended her. Both parties, who wore seat belts, were transported by EMS to River Falls Area Hospital with possible injuries. Fosdick’s vehicle was towed due to disabling damage, while Murphy’s had minor damage. Fosdick was cited $111.40 for inattentive driving.

Beckianne Therese Roberts, 31, River Falls, was arrested and cited $200 for operate without valid license (second within three years) after a traffic stop for failing to yield the right of way at 9:42 p.m. at Main and Division streets. The officer caught up with Roberts at Holiday, who said her passenger “really had to go to the bathroom,” which was why she didn’t yield at the Division/Main intersection.

Tuesday, Sept. 13

Officers received a complaint about a possible drunk driver who was acting erratically at 3:04 p.m. heading north on Highway 65 near the River Falls Town Hall. Police located Tanner Jerome Marion, 32, Menomonie, at Kwik Trip (1536 Cemetery Road), who told police he was having a panic attack due to PTSD. As his condition worsened, officers called EMS to respond for an evaluation. Dispatch informed the officer that Marion had a revoked driving status. After Marion stormed from the ambulance, police informed him he was being detained. Due to his medical condition, suspected to be from methamphetamine use, he was transported to River Falls Area Hospital. Several officers had to assist EMTs in securing him to the gurney due to escape attempts. At the hospital he kept jumping out of the bed and screaming profanities, so doctors gave him a sedative. Once cleared, he was transported to Pierce County Jail on a disorderly conduct charge and a probation violation. He was also cited $124 for operating after revocation.

Zachary John Gross, 17, River Falls, was cited $187 for possession of THC and $73.60 for minor possesses or purchases tobacco/ nicotine after a traffic stop for speeding at 11:29 p.m. on Highway 35 six-tenths of a mile north of Highway 65. When police smelled marijuana, they searched the vehicle and found three vape devices, one of which contained THC. Gross’ parents were contacted.

Wednesday, Sept. 14

Police responded at 1:12 a.m. to Kwik Trip (1238 N. Main St.) for an intoxicated man who was slurring and stumbling. They found Robin Ellis Braasch, 34, Eagle River, stumbling in the parking lot. Braasch said he had been released from jail that day and was asking for directions to his hotel. He denied drinking, but smelled heavily of intoxicants, which violated his bond conditions. Police arrested him for misdemeanor bail jumping (three counts) and transported him to St. Croix County Jail.

At 9:53 a.m., a resident at 371 High Ridge Road reported graffiti spray-painted “GH8” on his composite fence facing Bartosh Lane. On Sept. 18, police located the suspect at 238 W. Johnson St., where he has been staying for a couple of months. He admitted to painting graffiti with the tag GH8 all over the city, including Rocky Branch, the White Pathway and Glen Park, as his “release.” He was apologetic and offered to help clean it up. Charges will be forwarded to the district attorney due to the amount of damage caused.

Officers responded to a two-vehicle crash at 11:39 a.m. at highways 35 and 29 between a 2020 Ford Ecosport, driven by Lindsay Elizabeth Pascenti, 43, River Falls, and a 2010 BMW X3, driven by

Amanda Sara Suter, 38, River Falls. Both vehicles were traveling south on Highway 65 approaching Highway 29/Cascade Avenue. Suter stopped for a red light and Pascenti rear-ended her. Pascenti said she was tired and daydreaming and forgot to stop. Pascenti’s vehicle was towed due to disabling damage, while Suter’s vehicle had functional damage. Both drivers wore seat belts and reported no injuries.

At 10:22 p.m., a 67-yearold woman was bitten in the arm by a pitbull while walking to Kwik Trip near Johnson and Main streets. The dog’s owner provided his name; police tracked him down and provided quarantine paperwork. The woman was transported by EMS to River Falls Area Hospital due to the dog hitting an artery.

Thursday, Sept. 15

Officers were asked to respond at 1:38 a.m. to the alley behind the Nutty Squirrel (110 S. Main St.) to perform a welfare check on a man who appeared to be sleeping in a truck that was parked against the gate. The truck had no plates. Police woke the man up, who identified himself as Jordan John Gedatus, 38, Baldwin. Police arrested him for a Department of Corrections warrant and transported him to Pierce County Jail.

Police responded at 1 p.m. to River Falls High School (818 Cemetery Road) for a backpack found containing vaporizer juice with nicotine. A 17-year-old male was cited $73.60 for minor possesses or purchases tobacco/nicotine.

While on routine patrol at 1:37 p.m., an officer noticed spray-painted graffiti on a fence at 386 High Ridge Road and on an entrance sign at Green Gable Apartments (1204 Bartosh Lane). The officer found the same “GH8” tag spray-painted on an electrical box at Main and Foster streets. As mentioned above, police located the suspect on Sept. 18, who admitted he made up the tag.

Friday, Sept. 16

At 1:01 p.m., an officer on patrol noticed new graffiti (GH8 again) on the back of 1025 S. Main St. on two utility boxes. The letters “SPREE” were also found on a dumpster belonging to Advanced Disposal.

Saturday, Sept. 17

At 12:14 a.m., an officer saw a man on his hands and knees at Walnut and Main streets vomiting. Lance Richard Waalen, 21, River Falls, was cited $124 for vomiting in public. Police waited with him until his roommates could pick him up. He said he had been at Broz prior to becoming sick. At 1:18 p.m., a resident in the 200 block of East Charlotte Street reported a 15-year-old juvenile as missing. Police reached the juvenile by text, who said they were in downtown St. Paul and would come home “soon.” The juvenile was listed as a runaway. The complainant was told to let police know when the juvenile returned.

At 8:03 a.m., a resident reported being harassed by a homeless man who stays in a tent at the corner of Main and Division streets. The resident said he has tried to help the man by giving him food and cigarettes and offered to pay for a hotel room for the night. Whenever the resident runs into him around town, the man screams obscenities at him and threatens him. When the resident saw him near Holiday (302 S. Main St.), the man threatened to break his nose. Police made contact with the man, Bryant Killibrew, 51, at his tent, who denied any wrongdoing. Police arrested him for disorderly conduct and misdemeanor bail jumping and transported him to Pierce County Jail. On the way to the jail, Killibrew threatened to sue the police, the hospital and the post office because he said he was having heat stroke (the temperature was 68 degrees in the squad).

Officers responded at 11:39 p.m. to 414 S. Sixth St. for a noise complaint, where multiple people left a party out the back door. While patrolling the area, officers located a vehicle parked near Sixth and Spring with five individuals inside who said they were waiting for the vehicle’s owner to give them a ride. Police had the underage people in the vehicle take a Breathalyzer and two people were cited: Mackenzie Ann Ursel, 20, Stillwater, Minn., and Paige Inez Hamilton, 20, Maple Grove, Minn., were cited $187 for underage drinking/ possession. As for the vehicle’s owner, identified as Duke James Waxberg, 20, Pine City, Minn., police located him standing nearby next to a fence. When the officer walked in his direction, Waxberg turned and started walking away. When police told him to stop, he began running and turned east onto Lake Street, where he was found standing against the residence at 622 Lake St. He again tried to flee, but dropped his phone. He claimed to have done nothing wrong, but registered a PBT of .163. He was cited $250 for resisting/obstructing an officer and $187 for underage drinking/possession of alcohol, then released to walk home.

Sunday, Sept. 18

Police responded at 1:10 a.m. to 104 N. Main St. for an intoxicated man passed out on the sidewalk. He would wake up for a couple of seconds, then pass back out. Police identified him as Jordan M. Borst, 31, Baldwin. He was too intoxicated to answer EMS’ questions and kept getting up to try to stumble away. At one point he ran into Nutty Squirrel and sat down at the bar. After police got him back outside, he began jogging down the street, stopped between two vehicles and urinated. A friend was nearby and offered him a ride home. He was cited $124 for urinating in public.

Officers were called at 1:14 a.m. to Bold Burger (106 N. Main St.) for a disturbance. A large group of people was outside. Police encountered Casey Lee Pengra, 21, River Falls, who they knew had a bond condition of absolute sobriety. He was also not supposed to enter any bars as a bond condition, but admitted to being at Shooter’s. He registered a BAC of .305. Police arrested him for felony bail jumping, took him to the hospital for medical clearance, then on to Pierce County Jail.

At 7:46 a.m., an officer noticed new areas covered in graffiti on the bridge just south of Falls Street, again tagged with GH81017 (see entry above). There was also graffiti on a “No outlet” sign on West Cascade Avenue. More graffiti with the same tag was found on utility box on State Street that had just been repainted. Multiple places on West Johnson Street had fresh graffiti as well. Police made contact with the suspect at 12:09 p.m. at 238 W. Johnson St. He admitted to painting graffiti all over the city over the past couple of months. Charges will be forwarded to the district attorney.

Police responded at 11:11 a.m. to 427 Kennedy St. for people yelling. Police spoke to two parties, who decided to separate for the day to cool off.

At 2:58 p.m., police responded to Holiday (302 S. Main St.) where someone tried to buy a case of Twisted Tea with a fake ID. Emma Noel Knospe, 20, River Falls, was tracked down at Junior’s and cited $187 for ID card violation. She gave police the fake ID.

Monday, Sept. 19

At 7:37 a.m., a complainant reported her 2005 Suzuki Forenza had been stolen overnight at 1011 State St. She had verified that the vehicle was locked at 9:15 p.m. Sept. 18. However, someone had recently broken into her 2016 Ford Explorer and stolen the Suzuki keys (which was reported to police). After the keys had been stolen, she had had the locks on the vehicle’s outside changed. At 7:55 a.m. Sept. 20, the complainant said someone had seen a juvenile driving the vehicle at River Falls High School at 2:46 p.m. Sept. 19. A 15-year-old suspect was identified.

A complainant called police at 3:02 p.m. because he was following a stolen vehicle (a 2005 Suzuki Forenza) first at Greenwood Valley Drive, then near Cascade and Main, and finally west on Division Street. Officers located the vehicle heading east on County Road M and initiated a pursuit, but stopped when the pursuit entered a school zone. The driver continued east on M/Division, stopped at two stop signs and finally turned onto Wasson Lane. The driver was a young male with a black sweatshirt and black hat. Police located the vehicle parked in the parking lot of 417 S. Wasson Lane. The words “F you” were written in the dust on the trunk. The suspect wasn’t located, but he was identified from video the next day when he had gone to River Falls High School to pick up a student there. The vehicle was towed to the impound lot and secured.
