The following incidents were reported to River Falls Police Department Aug. 8-15.
Monday, Aug. 8
Police executed a search warrant at 2:30 p.m. at 332 Quarry Road. The residence was secured and several people detained before the search occurred. A man was located in bed on the first floor. Another man, identified as Joseph Macon Jr., 43, River Falls, tried running around the house’s south side to avoid police, but was detained and arrested. He admitted to stealing a wallet at Southtown Cleaners belonging to Bobby Don Salas,
41, homeless. Police also found two syringes loaded with meth in an upstairs bedroom, belonging to Macon. He was arrested for possession of methamphetamine, possess drug paraphernalia and a probation hold and transported to St. Croix Jail. Containers with meth residue were found throughout the home, along with rubber tubing and a glass pipe. Officers also gathered evidence from two vehicles: A 2009 Dodge Caliber owned by Angela Jo Hoisington, 39, River Falls, and a 2000 Chevrolet S truck, owned by Jeffrey Lee Barker, 55, River Falls. A St. Croix County canine officer had indicated narcotics were present in both vehicles. Methamphetamine paraphernalia was located inside Barker’s truck; he admitted to using meth in the last 24 hours and was allowed to walk home. A charge for possess drug paraphernalia was forwarded to the district attorney for review. In Hoisington’s vehicle, police found a syringe loaded with meth and a loaded BB gun. In her purse they found meth and what she claimed was crack cocaine. She denied owning the BB gun or knowing who it belonged to. She was arrested for possession of methamphetamine, possess drug paraphernalia and a probation hold.
Tuesday, Aug. 9
At 5:37 p.m., police responded to 625 N. Main St. for a fraud complaint. The complainant said he made friends with a woman on Snapchat who claimed to be from Ellsworth. He sent the woman about $100 in gift cards in hopes she’d come “cuddle” with him. She threatened to post nude photos of him online when he refused to give her more money. Police couldn’t locate her due to a possible fake name.
Ethan Mychal Badger,
20, Afton, Minn., was cited $187 for underage drinking (possess 17-20) at 8:44 p.m. near 303 S. Main St. Police responded to a call about an unconscious man with his pants around his ankles on the side of the path. When he awoke, he made no sense when answering questions and smelled of alcohol. Badger refused EMS or to take a breath test. Police called a friend to come get him.
Wednesday, Aug. 10
At 12:18 p.m., Public Works reported graffiti found on the White Pathway (374 S. Winter St.) Someone had spraypainted black and white letters on multiple items, including park benches, bridges and a key lock box. The damage was estimated to be about $100.
Thursday, Aug. 11 Roy Wayne Fulson, 38, Hudson, was arrested and cited $200 for operate without valid license (second within three years) after a traffic stop for no license plate at 11:38 a.m. at Highway 35 and Paulson Road. Fulson was also warned for operating motor vehicle without insurance and expired registration.
Morad Ashraf Miah, 28, River Falls, was arrested for a St. Croix County failure to appear warrant at 7:33 p.m. at 1470 Cemetery Road. He was released after paying a $250 bond.
Friday, Aug. 12
Police responded at 10:21 a.m. to BP (700 N. Main St.) for a gas drive-off. The vehicle, sporting a Minnesota license plate, pumped $9.05 in gas and left without paying.
Officers responded at 10:50 a.m. to Tip Top Nails (707 N. Main St.) for a vehicle that struck the building. The driver, Lisa Marie Paquet,
56, Ellsworth, said she pulled in the parking space and attempted to hit the brake, but the vehicle continued forward and crashed into the building. She backed up and parked the vehicle. The vehicle, a 2014 Chevy Impala, had minor damage. Paquet reported no injuries.
Police responded to a two-vehicle crash at 12:52 p.m. at Main and Division streets between a 2007 Chrysler Cru, driven by Abbigail Mae Halverson, 18, Otsego, Minn., and a 2013 Ford Explorer, driven by Emily Katherine Gregory, 40, River Falls. Gregory was traveling south on Main Street and entered the left-hand turn lane to turn onto Division Street. Gregory had a green light, but was yielding to oncoming traffic and stopped. Halverson, who was behind Gregory, veered into the turn lane and rear-ended Gregory’s vehicle. Halverson’s vehicle was towed due to disabling damage. Gregory’s vehicle had minor damage. Halverson and passenger Riley Q. Kenyon, 17, Otsego, Minn., wore seat belts and reported no injuries. Gregory and two passengers, age 9 and 7, wore seat belts and reported no injuries. Halverson was cited $111.40 for inattentive driving.
At 1:56 p.m., a 39-year-old River Falls woman reported theft of her debit card. The theft had occurred Aug. 5 at Shooter’s Pub. The woman had allowed a man to use the debit card to pay their bill, but he didn’t return it when she asked. She noticed charges on her card from Kwik Trip and Family Fresh. She told police when she went to his residence to ask to the card back, he shoved her into a door frame, called her names and shattered her phone. He also called her one day 48 times. The case is under investigation.
Officers responded at 2:57 p.m. to a two-vehicle crash between a 2022 BMW, driven by Betty Jane Most-Baugher, 67, River Falls, and a 1994 Chevrolet 1500, driven by Alexandra Mae Umbreit, 25, Hastings, Minn. at Main and Charlotte streets. Most-Baugher said Umbreit, who was behind her, was waving her arms and driving erratically near Cascade Avenue. Umbreit then came up behind her and rear-ended her, while she was driving with the traffic flow. Umbreit’s vehicle was towed due to disabling damage. Both drivers refused EMS. Umbreit, who smelled strongly of intoxicants, said she hadn’t had any alcohol since noon and said she’d been waving at her boyfriend, who was in the vehicle behind her. After performing field sobriety tests, Umbreit was arrested and cited $861 for OWI and $861 for operating with PAC. She registered a .254 BAC on a breath test. She was booked at the police station and released to her boyfriend’s care. Officers, while on foot patrol at 11:33 p.m. near Main and Elm streets, saw a Chrysler 300 turn right onto Elm Street without slowing or yielding to pedestrians crossing the street. The vehicle came within feet of striking pedestrians, quickly accelerated and ran the stop sign at Elm and Second streets. Police located the unoccupied vehicle at 523 S. Wasson Lane still running in the parking lot. A man, identified as Casey Lee Pengra, 21, River Falls, was seen at the southwest corner of the building on a second-floor balcony. He told police the car didn’t belong to him, but they saw him then go into it from the passenger side, reach in and shut it off. Witnesses said they saw Pengra return home driving the vehicle. Pengra became combative and resistive when told he was under arrest for OWI, causing an officer to get scratched. At the police station booking room, he continued to threaten to beat up officers and refused to listen to commands, so he was placed in a squad car until a search warrant was obtained for blood draw. At the hospital, he lunged toward an officer and a nurse, but was subdued. His BAC came back at .115. He was arrested and cited $250 for operating while revoked (alcohol related) and $500 for OWI-second before being transported to Pierce County Jail.
Saturday, Aug. 13
Officers responded at 1:03 a.m. to 200 Locust St. where a man was passed out in his truck with the truck’s lights on. The driver, identified as Paul M. Haskins, 28, River Falls, told police when they woke him up that he was just reading, that he had come from his mother’s house on Birch Street. He didn’t answer officers’ questions and refused to get out of the vehicle. Officers escorted him out of the vehicle and placed him on the ground to handcuff him. He kept pulling his arms away, rolling his body and kicking, striking an officer in the jaw. After completing field sobriety tests, officers had probable cause to arrest him for OWI. Haskins told officers he was going to make things “as hard as possible for them” and refused to get in the squad. After a search warrant was obtained for a blood draw, Haskins told police “The government does not have jurisdiction over my blood” and said he would break the needle off in his arm if they tried to draw blood. He refused to let a nurse draw his blood and was taken to Pierce County Jail where a PBT test showed a blood alcohol level of .248. He was cited $500 for OWI-second.
Officers responded to a one-vehicle crash at 2:11 a.m. on Hoffman Place just south of Hanson Drive. A 2006 Toyota Highlander, driven by Tony M. Hennes, 35, River Falls, took the turn from Highway 35 onto Hoffman Place too fast, went off the road up onto the curb and sidewalk before getting back onto the roadway. The vehicle was towed due to disabling damage. Hennes, who wore a seat belt, reported possible injuries but refused EMS transport. Passenger Ceara Elise Hollis, 25, River Falls, also wore a seat belt and reported no injuries. Hennes was cited $136.60 for failure to keep vehicle under control. Alcohol use was suspected to be a factor in the crash.
Police were called at 11:15 p.m. to Emma’s (222 S. Main St.) for a customer who refused to leave and also pulled a knife. The suspect, later identified as John Ralph Bondgien, 25, River Falls, was located walking at Third and Locust streets and got down on the ground when ordered. Police located two knives and a smoking device in his pockets. He told police nothing but “BS” had happened at Emma’s. He registered a .311 BAC and was taken to the hospital for medical clearance. Witnesses told police Bondgien was sitting on the patio when he stuck a finger in someone’s drink. Someone bought the victim a new drink and a shot, and Bondgien took the shot away from him. When told to go away, he walked away and stared at the victim, then came at him. The victim pushed him and Bondgien fell down against a table. Bar staff refused to serve him, helped him up and told him to relax. He walked away for a second, then took a chain necklace off his neck and wrapped it around his hand like a weapon. He had also pulled a knife from his right pocket and flipped it open. The bouncer told him to put the knife away, which he did. He then walked out to the alley where the bouncer asked him to leave. Bondgien pulled both knives out and said “I will find you” to the victim. He tried to walk back onto the patio, but the bouncer wouldn’t let him. Police arrested him for possess drug paraphernalia, endanger safety/use dangerous weapon and disorderly conduct and transported him to Pierce County Jail.
Sunday, Aug. 14
Officers responded at 7:14 a.m. to Kwik Trip (1536 Cemetery Road) for a welfare check. An employee reported a woman sitting in the back parking lot next to an SUV surrounded by clothes and bags. A man, identified as Bobby Don Salas, 41, homeless, was sleeping in the driver’s seat while his wife, Jillian Marie Salas, 33, homeless, was approaching the vehicle on foot. Hudson police had alerted area law enforcement that Bobby Don Salas had been involved in an altercation at Hudson’s Beer Can Island at 4:30 a.m. in which he had brandished a knife and yelled at people. He fled before Hudson police could detain him. Police arrested him for the warrant and transported him to St. Croix County Jail without incident.
Officers took a theft complaint at 7:26 p.m. from a woman who had been at a golf tournament at River Falls Golf Course (2120 E. Division St.) She said a navy blue duffel bag containing clothes, sneakers and makeup was stolen from the backseat of her vehicle. The items totaled about $700. Security footage shows a dark gray SUV pull alongside the victim’s vehicle at 5:58 p.m. and leave five minutes later.
Police were called at 11:55 p.m. to Emma’s (222 S. Main St.) for a fight behind the bar. A man had punched the bartender and threatened to shoot him, then fled toward Second Street. Officers located the suspect, identified as Adam Robert Boyette, 23, River Falls, running near Second and Walnut streets without shoes. He was bleeding and his shirt was covered in blood. Boyette said he stood up for his wife because people at Emma’s were trying to rape her. He said he was jumped and beat up for no reason. Police spoke with Boyette’s wife, who was hysterical because she had just done cocaine with a man she identified as Justin David Hofacker, 27, Spring Valley. As police were speaking with the Emma’s bartender whom Boyette had punched, Hofacker came walking up the alley toward Emma’s. He told police he had moved his vehicle after the fight between him and Boyette, which the bartender had tried to break up. He denied Boyette’s wife being in his vehicle. Police located his vehicle near Nutty Squirrel and a K9 officer searched the vehicle with his permission, locating cocaine in a chewing tobacco tin and in a rag in the passenger side door. Police also found two handguns and a knife in Hofacker’s vehicle. Boyette, who registered a .147 BAC, was arrested for possession of THC, disorderly conduct and battery and taken to Pierce County Jail. Hofacker was arrested for possession of cocaine and taken to River Falls Police Department. The case is under review by the district attorney.
Monday, Aug. 15
Officers responded at 6:43 p.m. to BP (700 N. Main St.) for a theft. Two people are seen on camera taking snack items.
At 7:38 p.m., an office on patrol drove by a vehicle parked on West Cascade with its front doors hanging open. Two women were in the car and the officer smelled marijuana. The officer made contact with the women, who said they were smoking marijuana away from their kids. Amanda Rose Hildebrandt,
38, River Falls, was arrested for a failure to appear warrant and transported to Pierce County Jail. The passenger was not arrested.
At 6:38 p.m., a parent called police to report her daughter and her boyfriend had just been seen buying vapes at Cloud House Tobacco (121 S. Main St.) Police contacted the boyfriend’s mother and she agreed to allow police to confiscate the vape, which they did. Citations may be issued.
At 9 p.m., a River Falls couple reported their 16-year-old daughter as missing. She had left the house at 12:30 p.m. and hadn’t returned. At 1:21 p.m. Aug. 16, the parents told police they believed their daughter to be at a home in the 1300 block of South Sixth Street. Police found the girl there, but the woman of the house refused to release her to police until she contacted Child Protective Services about alleged abuse accusations, which turned out to be false. The woman was warned for obstructing an officer and harboring a juvenile runway. The girl was released to her parents.
