The following incidents were reported to the River Falls Police Department July 19-31.

Tuesday, July 19

At 9:45 a.m., a resident at 632 Glen Park Road reported an iPad had been stolen from his vehicle sometime after 8:30 p.m. July 18. The car had been left unlocked.

Police responded a 5:33 p.m. to 513 S. Wasson Lane for a wanted person who was gathering belongings from an apartment. Kelsey Marie Trimble, 23, River Falls, was arrested for a felony extradition warrant from Ankeny, Iowa and transported to Pierce County Jail without incident. A man who had been with Trimble was released and left on foot.

Wednesday, July 20

At 2:09 a.m., an officer observed a man who appeared to passed out behind the wheel of a vehicle parked at Kwik Trip (1536 Cemetery Road). A man, identified as David Lewis Lamont Riley,

41, Fargo, N.D., told police he had been sleeping there for about an hour after he’d come there to calm down after being stabbed by his “little cousin.” Kwik Trip staff said he’d been there for about four hours. He told police he was visiting family in town and his cousin had stabbed him while he was chilling. He later said it happened at a Speedway in Minnesota while they were driving. He denied drinking, but smelled heavily of intoxicants. He eventually agreed to be evaluated at the hospital for his injuries, which weren’t severe. When he exited the vehicle, police found an unloaded handgun on the driver’s side floorboard. Riley was arrested for a felon in possession of a weapon and transported to Pierce County Jail after being cleared at the hospital. Officers attempts to contact the cousin were unsuccessful.

At 11:42 a.m., a complainant reported that someone had broken into his truck at 108 W. Park St. between 11 p.m. July 19 and 6 a.m. July 20. It appeared someone pried open the rear window, but there was no damage. The center console was open and things were scattered around. Missing was a pair of Beats headphones valued at $125, a pack of gum and $50 in cash. The complainant also found fingerprints on the back window. The vehicle had been locked.

Police arrested Shawn Michael Krasky, 42, River Falls, at 1:20 p.m. at 1011 State St. for a New Richmond Police Department failure to appear warrant.

Officers responded to a two-vehicle crash at 5 p.m. in the River Falls Golf Club (2120 E. Division St.) parking lot between a 2016 GMC Sierra, driven by Scott Adrian Shew, 60, River Falls, and a parked 2017 Ford F150, owned by Aiden Nelson Winn, Red Wing, Minn. Winn noticed damage to his truck while putting his golf clubs away. A witness saw the accident and pointed out the truck who hit Winn’s truck, parked on the other side of the parking lot. The witness saw Shew pull into the parking spot next to Winn, strike the rear passenger door, and try to reverse out of the parking spot several times; he had trouble backing up because his bumper was stuck on Winn’s door. When he got free, Shew allegedly got out, looked at the damage, and parked in a different spot. Both vehicles had minor damage. No injuries were reported.

Thursday, July 21

At 4 p.m. police performed a walk-through of Chippewa Valley Technical College (500 S. Wasson Lane). The CVTC Eau Claire location had received a bomb threat at 3:20 p.m. and all locations were closing. Nothing was found at the River Falls campus.

Police were dispatched at 4:04 p.m. to Dick’s Fresh Market (1121 S. Main St.) to speak to a woman whose food stamps were missing. She lost her wallet between July 20 and 21 at Hoffman Park. Police returned it to her at 9:52 a.m. July 21. She is missing her green EBT card and her blue Walmart money card. She was advised to freeze the cards and contact the businesses to have them replaced.

At 10:09 p.m., police initiated a traffic stop on a vehicle without headlights on at Main Street and Cascade Avenue. The vehicle smelled strongly of marijuana, so police asked the two occupants to step out of the vehicle. Police found two baggies filled with a leafy green substance and Juicy Hemp Wraps bags. The driver, Ty Anthony Hall, 22, River Falls, was cited $187 for possession of THC.

At 11:10 p.m., a witness reported an intoxicated man getting into a truck after being kicked out of Shooter’s (107 E. Elm St.) and driving away north on Main Street. She provided police with a description of the vehicle and a license plate number. Police tracked down the driver, identified as Levi J. Grysban, 28, River Falls, at 420 Parkview Lane. His father answered the door and said he wasn’t home, but Grysban came to the door. He admitted he’d been driving and performed field sobriety tests, after which he was arrested and cited $861 for OWI. He also refused to take an intoximeter test.

Friday, July 22

Police were dispatched at 5:58 a.m. to a vehicle in the ditch west of the tennis courts at River Falls High School (818 Cemetery Road). The complainant didn’t know if the driver was alive. The driver, Jeffrey A. Case, 42, was highly intoxicated and had passed out. It appeared he had driven south onto 965th Street to the dead-end, which leads to an entrance to the ballfields, and driven into a metal gate, causing heavy damage to the windshield and front end. He then drove haphazardly through the grass, around trees and into a dry drainage ditch where he stopped or became stuck and fell asleep. His vehicle was towed due to disabling damage. He declined to perform field sobriety tests and apologize for drinking and driving from a friend’s home in Prescott. He was arrested and cited $861 for OWI and $861 for operating with PAC.

Officers responded at 2:23 p.m. to a campsite at Hoffman Park (547 Hanson Drive) for a stolen medication complaint. The complainant told police she and her two adult sons are homeless and staying at the campground. She claimed a Muslim man tried to sexually assault her, threatened her and asked her for money. She said she hid in the woods after talking to him and that he later approached her tent while she was sleeping next to her son. She also said one of her sons struck her. Her sons told police she has mental health and memory issues and is a pathological liar. They denied that she was sexually assaulted as they would have heard it. They said they’d be leaving the area soon to go back to the Fall Creek area.

Police returned to Hoffman Park at 3:50 p.m. when the homeless woman (see above) reported that her son was attacking her. She said he threw a black and gray medicine case at her and she jumped out of the way. She said he also threw cans of Dr. Pepper at her. The son, age 28, said his mother threw the cans at him and hit him in the shin. He also said she threatened to cut out his tongue. While police were talking with him, a fight erupted between the mother and her 23-year-old son. After reviewing camera footage, police decided to refer domestic disorderly conduct charges for the sons to the district attorney to review. A taxi arrived to pick up the mother, who left.

Police were dispatched at 5:52 p.m. to 170 Broadway St. for a domestic in progress. A woman there struck a man in the mouth and pulled his hair, angry about how long he’d taken at the store. Witnesses corroborated the man’s story. Christina Lynn Lay, 36, River Falls, was arrested for domestic disorderly conduct and transported to Pierce County Jail.

Saturday, July 23 Jennifer Rae Law, 26, River Falls, was arrested and cited $861 for OWI and $861 for operating with PAC after a traffic stop at 12:42 a.m. at Main and Union streets for operating without headlights. Law said she’d been drinking downtown River Falls with friends for several hours and was heading home. She smelled heavily of intoxicants and registered a .16 on the intoximeter test after performing field sobriety tests. She was booked and released to her boyfriend’s care.

Renny Joel Contento Japon, 21, River Falls, was cited $124 for operate without valid license after a traffic stop at 5:44 a.m. at Highway 65 and the frontage road. He was also warned for operating a motor vehicle without insurance.

Police were notified at 3:26 p.m. of a missing stop sign at Winter Street and Powell Avenue. There was no visible damage to the pole and the sign wasn’t found in the area.

Janee Lynn Sanders, 30, River Falls, was arrested for a Monroe County warrant after a traffic stop for speeding at 11:14 p.m. in the 700 block of North Main Street. Police took her to the ATM where she took out $100 to pay her bond, booked her at the station, gave her a new court date and took her back to her vehicle where she was released.

Sunday, July 24

At 2:05 p.m., police observed a man parked in a handicapped space at Kwik Trip (1238 N. Main St.) who didn’t have a handicapped permit. Police made contact with the driver, Michael Joseph Kulzer, 30, River Falls, who had slow speech, bloodshot eyes and smelled of intoxicants. He was eating sushi by the handful and said he would just walk home. His story changed multiple times and he had trouble telling police where he’d been. After field sobriety testing, police had probable cause to arrest him. They arrested him and cited him $500 for OWI-second before releasing him into the care of a sober person.

At 4:22 p.m., a patrol officer found black, white and gray graffiti on the Highway 35 bridge at Golfview Drive. It appeared to be someone’s initials and an arrow.

Monday, July 25

At 3 p.m., police were called to Positive Alternatives (2860 Williams Ave.) for a juvenile who had smashed a vehicle’s windshield and rear window. Officers had been there earlier in the day when the juvenile was causing damage in the residence. The juvenile said they’d broken the windows because they didn’t want to be there. The juvenile was arrested for criminal damage to property and disorderly conduct and transported to St. Croix County Jail.

Police responded at 3:30 p.m. to 1078 N. Main St. for a missing person report. A woman there reported her 55-year-old husband missing. He had left between 5 and 6 p.m. July 24 in a taxi and said he’d be back by 1 a.m. When he hadn’t returned by noon, his wife called him and someone else answered his phone, saying they were looking for him. Eventually on July 26, the woman’s husband was found to be at United Hospital checking into treatment.

Tuesday, July 26 Taylor John Joon Soo Langer, 33, River Falls, was arrested for a warrant at 12:08 p.m. at 933 Howard St. and transported to Pierce County Jail.

Wednesday, July 27

Police responded at 12:45 a.m. to 403 Wasson Court for a domestic in progress. A woman there said she and her boyfriend had argued earlier in the evening. She stayed after church to talk to a friend and missed several calls from her boyfriend, who accused her of cheating. After they argued he left and she locked the door and went to bed. She called police when he broke down the door to get inside, then took off again. He spoke to police the next day and took responsibility for his actions; charges for domestic disorderly conduct and criminal damage to property were forwarded to the district attorney’s office.

At 1:24 p.m., a man reported fraud that had occurred on his computer at 700 Leroy Lane. A pop-up claiming to be from Microsoft popped up and claimed the computer had a virus. He called the number listed and spoke to two people who sounded foreign, who told him not to go on his computer or phone for 48 hours. When he checked his bank accounts, they had tried to steal money. His froze the account and no money was lost.

Officers responded at 10:19 p.m. to 730 Peregrine Circle for a roommate issue. A woman there told police that she rented the apartment with two men and one wanted to get off the lease. She refused to sign the document to get him off the lease because she and the other roommate couldn’t afford the place without the third renter. The third renter showed up at the home with four other people and acted threatening. Later, she noticed that someone had keyed the driver’s side of her car. She provided police with a license plate number. Officers told her that concerning the lease, she’d have to go through civil court.

Friday, July 29

Police spoke to a complainant at 12:19 p.m. about a theft that had occurred at Emma’s Bar (222 S. Main St.) A man said he had made friends with a man named Bobby who had a British accent and said he was a lawyer. He shared shots and pizza with Bobby and a woman with him. He gave Bobby his phone to put his phone number in it and set it on the bar. When he went to the restroom and returned at 10 p.m., the phone, Bobby and the woman were gone. The phone pinged to the Econo Lodge (1207 St. Croix St.) Staff told police that Bobby’s wife works there and would be in later that day. When police spoke to her, she said she doesn’t know how they got the phone and turned it over to police. The phone was valued at $600.

Dillon Joel Sweeney, 26, River Falls, was arrested and cited $861 for OWI, $861 for operating with PAC and $124 for operating while suspended after a traffic stop at 9:50 p.m. at Hoffman Place and East Division Street. The officer pulled him over on his moped after witnessing him run a stop sign, swerving in his traffic lane and operating without a license plate. After performing field sobriety tests, Sweeney ultimately registered a BAC of 0.16.

Saturday, July 30

Officers responded at 1:10 a.m. to Bold Burger (106 N. Main St.) for a disturbance in progress. A group of people was screaming at a man to leave due to his intoxication level and trying to start trouble in the bar. A bouncer said Benjamin A. Recksiedler, 21, River Falls, had gone into the back of the bar and caused a ruckus, getting into people’s faces. He was told to leave and refused, so the bouncer physically escorted him from the bar. Recksiedler put his fingers in the bouncer’s mouth and tried to put him in a headlock. The bouncer admitted to kicking and punching Recksiedler, who was trespassed from the business. Recksiedler didn’t want to press charges.

Megan Christine Spurgeon, 33, River Falls, was arrested and cited $250 for theft – movable property at 3:41 p.m. She had taken the backpack of her landlord’s son after finding it outside her residence. It contained THC and multiple drug paraphernalia items. Spurgeon and the landlord have been having disputes and the landlord gave her 30 days to vacate the residence. Spurgeon said she took the backpack because she was scared and didn’t want her landlord’s son to get in trouble for the marijuana. When he asked her for it, she denied having it but later texted her landlord threatening to turn it over to police. She also claimed the teen threatened her and said she’d be sorry if she didn’t return the backpack. She decided to turn it into the police department after receiving an eviction notice. The next day, the juvenile came to the police department with his mother and was cited $98.80 for possess drug paraphernalia.

At 9:30 p.m., St. Croix Sheriff’s Office requested help for a disturbance in progress at the park and ride (95 Highway 65). A homeless brother and sister who had been living at the park and ride in their vehicle since June were arguing about their situation. The brother admitted to pulling his sister’s hair and pressing his fist into her face. Richard Gorton Jr., 53, homeless, was arrested by St. Croix deputies for domestic disorderly conduct and transported to jail. Officers provided the sister with the transient information sheet.

Sunday, July 31 Sina Chrystyna Madsen,

21, River Falls, was cited and arrested for possess drug paraphernalia and possession of THC after two of her friends, who were using her car, were pulled over at Main and Union streets at 2:32 a.m. for operating without tail lights. Police found a glass bong, a glass jar with 48 grams of marijuana, and multiple paraphernalia items, which belonged to Madsen. Police made contact Madsen at her friends’ house and she admitted the items were hers. Her friends had borrowed her car to go get cigarettes.
