River Falls Police Department reports: April 18-19, 2025

The following incidents were reported to River Falls Police Department April 18-19.
Friday, April 18
A resident at 317 Nicole Lane reported at 4:13 p.m. that he received a call from someone pretending to be from Wells Fargo Bank calling about three fraudulent transactions on his account. They transferred him to several “departments” and asked him to share his screen after downloading an app called Moon Pay. He admitted to sending someone $500 on the Cash App before realizing it was a scam. When he asked to speak to a manager, they disconnected the call. When police called the number back, a woman with a foreign accent answered. When police identified themselves, she disconnected the call.
A hit and run was reported at 10:01 p.m. on West Johnson Street just east of Bartosh Lane. An unknown vehicle backed into a legally parked 2006 Chevy Trailblazer, owned by Brian P. Gabrielson, River Falls, before merging into traffic. Gabrielson witnessed the crash and called police; the other driver left the scene. Gabrielson’s vehicle had no damage.
Police were dispatched at 10:49 p.m. to the Nutty Squirrel (110 S. Main St.) for a drunk man who was bothering other patrons, talking to himself and refusing to leave. Police found the suspect on the back patio; he grabbed his skateboard and tried to leave when the officer approached. He smelled heavily of alcohol and refused to take a breath test. Justin Michael Haroldson, 37, River Falls, was arrested for felony bail jumping and taken to Pierce County Jail. Bond conditions from an open OWI-fourth charge prohibit him from drinking.
Saturday, April 19
Police were dispatched at 2:24 a.m. for a fight between two men outside of Emma’s Bar (222 S. Main St.) When one officer arrived, he saw one of the suspects running from the scene. He stopped when told and was detained in handcuffs. Devin John Severson, 35, River Falls, told police he was on bond and had a marijuana pen on him. His speech was slurred and he smelled of alcohol. He chose to remain silent when asked about what happened. In a video taken by a cab driver, Severson is seen standing outside Emma’s with three males. Nothing appeared to be heated, but Severson’s hand could be seen opening and closing like he was preparing to throw a punch, which he did seemingly unprovoked. He punched another man in the face several times before fleeing the scene. The other man was not located. Police arrested Severson for felony bail jumping, possession of THC (second+ offense) and disorderly conduct and transported him to Pierce County Jail.
George Edward Hamilton Jr., 23, Woodbury, Minn., was arrested and cited $986 for operating with PAC, $986 for OWI and $187 for possess drug paraphernalia after a traffic stop for operating without taillights at 3:09 a.m. at Birchcrest Drive and Cascade Avenue. Hamilton smelled of alcohol and marijuana and had glossy eyes and slurred speech. After performing field sobriety tests and registering a .17 BAC, he was arrested. In the vehicle, police found a glass jar of marijuana, a tray with marijuana residue and a pipe. After booking, he was released to his parents.
Police were dispatched at 7:29 a.m. to 227 S. Fourth St. for an unwanted subject. A resident there suspected a former roommate of breaking into her apartment to retrieve belongings as the doorframe was damaged. Nothing of hers was missing, but her cats were sick, so she suspected they’d been poisoned. The damage was estimated at $500. Police attempted to contact the suspect without success.
At 8:26 a.m., police responded to a theft complaint at 115 S. Fourth St. The resident accused his neighbor of stealing his microphone stands from the shared garage and trying to sell them on Facebook Marketplace. He showed police photos of the listing, which mirrored the garage at the residence. Police attempted contact with the suspect as they could hear movement in his apartment, but he refused to answer the door or phone. The complainant also accused the suspect of harassment and breaking his Ring doorbell camera. The case is under investigation.
At 9:56 a.m., a resident in the 400 block of Griffey Street reported repeated harassment from an ex-boyfriend she said had left rehab and relapsed. She suspected he was going through “psychosis,” since he was accusing her of being in videos and of things that never happened. He had also threatened to come to River Falls to beat up someone he thought hit her. She learned later he had been arrested by the Hennepin County Sheriff’s Department for warrants.
Officers responded to a two-vehicle crash at 7:58 a.m. at Main Street and Hamilton Drive between a 2011 Chevy Equinox, driven by Logan Avery Waid, 23, River Falls, and a 2022 Ford Escape, driven by Robert George Girardi, 83, River Falls. Waid rear-ended Girardi when Girardi slowed for an obstruction in the roadway. Both vehicles had functional damage. Neither driver reported injuries.
Police were dispatched to a two-vehicle crash at 4:17 p.m. on Main Street just south of Paulson Road between a 2017 Ford Escape, driven by Ayden Kim Cernohous Anderson, 22, Cottage Grove, Minn., and a 2024 Honda Accord, driven by Eric Ramos, 44, Burnsville, Minn. Anderson rear-ended Ramos, who was stopped at a red traffic light. Anderson said he was eating dinner and didn’t stop in time to avoid the crash. Both vehicles had minor damage. Neither driver reported injuries. Anderson was cited $111.40 for inattentive driving.
Police responded at 10:31 p.m. to 1003 Dailey Place for an alleged breaking and entering in progress. A man stated his wife had called him to report someone was in the house, that she had locked herself in a bedroom and was going to die. When police arrived, they found her unconscious on the floor next to a large pile of vomit. She regained consciousness and began vomiting again. She told police she had taken THC gummies given to her by her sister. Officers found the packaging in the trash. Police transported her to the hospital for evaluation.
