The following incidents were reported to River Falls Police Department April 18-27.
Friday, April 18
Scott Steven Damiani, 34, River Falls, was cited $600 for failure to stop for school bus after driving past a bus with stop arm extended and lights flashing unloading children at 3:57 p.m. at Cemetery and Southridge roads.
Saturday, April 19
Police were dispatched at 11:20 p.m. to Positive Alternatives for a 13-year-old causing damage and harming himself. He punched a hole in the wall and broke his door of the hinges. He also used a screw to give himself superficial cuts on his wrist. He began his destructive behavior when he wasn’t allowed to use the Alexa at bedtime. Northwest Connections put a safety plan into place.
Sunday, April 20
Rejinna J. Barber, 22, River Falls, was arrested and cited $150 for ignition interlock device tampering/failure to install/violate court order and $250 for operating while revoked (alcohol related) after a traffic stop for an inoperable headlight at 1:57 a.m. at Clark and Division streets. She was taken to St. Croix County Jail without incident.
A family called police at 3:24 a.m. when their suicidal and intoxicated son didn’t meet them at Dairy Queen (421 S. Main St.) like he promised. He told them he was by the Chippewa River and wanted to kill himself. He refused to tell them where he was. He had stormed off from Broz Bar around 2:30 a.m. after a fight with his stepmother. Police searched for him for hours while pinging his cell phone with no luck. They found his cowboy boots near the UW-River Falls Ag Science building. At daybreak, family spotted him near Dairy Queen. He had blacked out from drinking and spent the night at a Vine Street residence.
Police were notified of a two-vehicle crash at 11:46 a.m. at Third and Maple streets between a 2017 Chevy Silverado, driven by Sawyer Joshua Cudd, 18, River Falls, and a 2018 Toyota Rav4, driven by Diane Lynne Olson, 71, Hudson. Cudd left a parked position to make a U-turn and struck Olson’s vehicle, which had the right of way. The Chevy had minor damage while the Toyota had functional damage. Olson, Cudd and Cudd’s passenger Emma Grace Ducklow, 21, River Falls, reported no injuries. Cudd was cited $98.80 for fail/yield right/way from parked position.
Officers were dispatched to a burglary not in progress at 11:53 a.m. at 905 Lucille Court. The homeowner reported someone had replaced her Vicodin with Tylenol in her bathroom. When she returned from a five-month trip to Maryland, she noticed several plastic bins had been rearranged. Several old bottles of Vicodin were missing. The homeowner said at least three people knew she was gone and one of them was housesitting. An anonymous tipster provided police with photos of different cars she’d seen at the complainant’s house over the past few months. The house sitter told the complainant she had cleaned the medicine cabinet, but it was not clean. The case has not been solved.
Monday, April 21
At 12:38 p.m., police spoke to a 17-year-old River Falls High School student suspected of stealing food from the lunch line. Video surveillance showed at least 22 instances of theft, but more were suspected. He admitted to stealing food almost daily from the line since early February; the items were usually sandwiches he hid under his lunch tray. He denied needing additional resources; he was suspended from school for three days and fined $250 for theft – movable property.
Police responded to a domestic between father and son at 5:57 p.m. at a home in the 400 block of Griffey Street. The juvenile punched a hole in the wall after a fight with his brother. He was cited for criminal damage to property.
Angel Ignacio Alatorre, 35, River Falls, was arrested for a felony warrant at 10:34 p.m. at 1450 S. Wasson Lane #71. Police saw him through a window when they arrived, but he refused to answer his phone or the door. After making announcements for him to come out via a PA system, Alatorre’s girlfriend came outside demanding to know what he had done wrong. She also called officers racist before going back inside and locking the door. He eventually came outside and was transported to Pierce County Jail.
Tuesday, April 22
Police were dispatched at 1:12 a.m. to 203 W. Park St. where a woman believed someone had been living without permission in her dad’s camper. She reported seeing a man run away from the trailer about 15 minutes before she called police. Officers pried the door open with her father’s permission and found evidence that Brandon Scott Langel, 34, Boyd, had been staying there. They found a cat, more than 50 pieces of Langel’s mail, two glass meth pipes, a container of meth, a container of marijuana and drug paraphernalia. The complainant told officers she had caught her sister’s boyfriend in her garage a short time earlier as well. Police interviewed him and he provided them with text messages from Langel, asking to be picked up from The Laundry Room (1025 S. Main St.) He said he didn’t give Langel permission to stay there and didn’t know he was. Police arrested Langel for felony bail jumping, possession of methamphetamine, possess meth paraphernalia and entry into locked building and transported him to St. Croix County Jail.
Officers responded at 1:39 p.m. to 248 Glenmeadow St. for a person found deceased. A 53-year-old man was found dead in a back bedroom. The man had a history of alcohol addiction and health issues; the medical examiner deemed the death as natural causes; there were no signs of foul play.
At 1:15 p.m., police broke up a fight between two juveniles in the River Falls High School (818 Cemetery Road) lunchroom. The whole fight started when one threw a milk, allegedly intended for another boy, and hit someone else. One student admitted to having a knife, though he denied taking it out. The case was referred to the Pierce County District Attorney’s Office.
Wednesday, April 23
At 10:44 a.m., police located a stolen vehicle parked at Little Adventures Daycare (250 Quarry Road). When they interviewed the driver, she told officers her husband, who is incarcerated, had given her the vehicle three years prior. Another woman was also listed as the registered owner; she too is incarcerated, and her father called the vehicle in as stolen to Apple Valley (Minn.) police. Police allowed the driver to collect her belongings from the vehicle and had it towed to the impound lot. The driver was not arrested as police believed it to be a civil issue.
Police responded to a hit and run at 7:07 p.m. at Main and Elm streets. A 2010 Ford F150, driven by Mary Linda Spindler, 74, River Falls, was leaving a parking space in front of Domino’s and backed into a 2022 Chevy Equinox, owned by Alcivia of Cottage Grove, Minn. Spindler didn’t realize she backed into the Chevy and left the scene. She had no damage to her truck, while the Chevy had minor damage. Spindler was cited $187 for hit and run – unattended vehicle.
Thursday, April 24
Police responded at 4:25 p.m. to a two-vehicle crash at Main and Pine streets between a 2015 Chevy Trax, driven by Kylie Lynn Tschumperlin, 23, Ellsworth, and 2015 Chevy Silverado, driven by Wylie Weston Krager, 36, Woodville. Krager rear-ended Tschumperlin when she slowed down for traffic in front of her. The Trax had minor damage, while the Silverado had no damage. No injuries were reported. Krager was cited for automobile following too closely and operate motor vehicle without insurance.
Officers were dispatched at 6:19 p.m. to a home in the 100 block of north Cudd Street for an out-of-control juvenile making threats of self-harm. Police helped them to calm down and spoke to parents about plans already in place.
Friday, April 25
Joseph Edward Niedzielski IV, 23, River Falls, was arrested for OWI, operate with PAC and resisting/obstructing an officer after police were called at 1:56 a.m. to Kwik Trip (1238 N. Main St.) for an accident report. Niedzielski’s mother told police her son had informed her he’d been sideswiped at Paulson Road and Main Street in a hit and run. The vehicle had heavy front end and driver’s side damage, a missing bumper and a broken windshield. Niedzielski also smelled of alcohol. He told officers he’d had one Mike’s Hard Lemonade while parked at County Market in Hudson. After performing field sobriety tests and registering a .17 BAC, he was arrested. Officers also found a crash scene near Highway 35 and Radio Road where Niedzielski went off the road, crashed into some trees, turned around in a field and hit more trees, then drove to Kwik Trip. They found his bumper at the scene, though he insisted he was involved in a hit-and-run near Aldi. The vehicle was towed due to disabling damage.
Police were called at 3:10 p.m. to Dollar Tree (1174 N. Main St.) for disorderly juveniles in the store. The manager reported the juveniles had loosened caps and removed seals on bleach bottles, causing them to spill when picked up by customers, stolen items, been loud and became confrontational when asked to leave. Five 16-year-old boys, four from River Falls and one from Ellsworth, were trespassed from the store.
Morgan Ann Moreno, 32, Somerset, was cited $250 for operating while revoked (alcohol related) and $150 for ignition interlock device tampering/failure to install/violate court order after a traffic stop at 10:37 p.m. at Second and Maple streets. Police pulled her over when she failed to yield the right-of-way to an oncoming vehicle on Second Street, almost causing a T-bone collision. Police also arrested passenger Chase Gerald Kohl, 40, River Falls, for a probation hold and warrant. He was transported to St. Croix County Jail. Moreno was released, but told to have another driver move the vehicle.
Saturday, April 26
Police responded to a two-vehicle crash at 5:07 p.m. at Main and Elm streets between a 2019 Chevy Equinox, driven by a 17-year-old River Falls juvenile and a 2025 Toyota Highlander, driven by Miranda Jo Wayne, 38, River Falls. The juvenile was parked on Main Street while Wayne was turning north onto Main Street from Walnut Street. The juvenile pulled out of his parking place and struck Wayne’s rear passenger door. The juvenile said he didn’t see Wayne coming. The Chevy had functional damage while the Toyota had minor damage. No injuries were reported. The juvenile was cited $98.80 for fail/yield right/way from parked position.
Officers were dispatched to a disturbance at 11:23 p.m. at Parker Hall (800 E. Cascade Ave.) A male who was upset over losing a vape had slammed a bed down, broken items and pulled a woman’s hair while freaking out, according to witnesses. Officers arrested Zander Harold Egan, 19, Sherwood, for disorderly conduct. He denied being disorderly and appeared to be trying to make himself hyperventilate. EMS evaluated him and found no problems, though he said he was having a panic attack and was suicidal. In his possession, police found a backpack filled with alcohol and a Flipper device (cost $199) that allowed him access to almost any key card entry on campus. Egan smelled heavily of alcohol but refused a Breathalyzer test. After a hospital check, he was taken to Pierce County Jail. Police were called back to Parker Hall at 2:47 a.m. April 27 when witnesses said Egan was sending them threatening text messages after getting released from jail. He was located and arrested again, this time for battery and intimidate witness/dissuade reporting.
Sunday, April 27
Police were called to a domestic that occurred in a vehicle at 2:33 a.m. A man said he was walking toward his residence with a bleeding lip and that his girlfriend had taken off with the vehicle. Police located the vehicle at the couple’s home at 1011 Falcon Drive where Christina Lynn Lay, 38, River Falls, had locked herself in a bathroom. The victim told officers they’d been drinking at Stars Bar in Hudson and began arguing in the vehicle, where she struck him three to four times with a closed fist. Police took photos of his injuries, a bleeding lip and damaged tongue. He told officers he got out of the car near First National Bank of River Falls Field and began walking home, at which point she took off at a high rate of speed. A Breathalyzer revealed a BAC of .096 for Lay, who was arrested for domestic disorderly conduct and domestic battery. She was uncooperative throughout the arrest. Two children were present in the home during the arrest.
Police were dispatched at 7:23 a.m. to 906 State St. where a man had walked uninvited into the caller’s residence. Kevin Ismael Contento Gualan, 20, River Falls, had been drinking overnight in a different apartment in the same building and walked into the wrong apartment. He registered a BAC of .157. He was cited $187 for underage drinking and given a courtesy ride to his residence.
At 12:01 p.m., a woman at 405 S. Wasson Lane reported vandalism to her apartment. She said she’d gone for a walk and when she returned, she found a knife on her kitchen floor and her bed and walls stabbed. Officers entered the apartment and found a Christmas tree knocked over in the living room, a pile of corn that appeared to be several days old next to the tree, holes in two doors, old food and garbage all over the bedroom and kitchen and stab marks in the bed and pillows. The resident has a history of damaging her own apartment and calling it in, along with mental health issues.
