River Falls Police Department reports Dec. 15-22, 2024

The following incidents were reported to River Falls Police Department Dec. 15-22.

Sunday, Dec. 15

  • At 12:50 a.m., police and Pierce County deputies responded to W10001 County Road FF for a drunk and disorderly man. His mother reported he’d been drinking for a couple of days and was out of control. An open criminal case through Pierce County prohibited him from drinking or having abusive contact with his mother. Police arrested Christopher D. Kammeyer, 33, River Falls, for domestic disorderly conduct, received medical clearance at the hospital, then transported him to Pierce County Jail. He had registered a BAC of .383.
  • Police were dispatched at 4:44 a.m. to Anthony’s Tobacco (703 N. Main St.) for a glass break alarm. Officers found the front door completely smashed and vehicle tracks behind the building. A gate prevented anyone from entering the business, even with the smashed glass. Video surveillance showed a man, roughly 5’5” and 35 years old, walking up to the business from Main Street, carrying a big black bag. The man appeared to hit the front door with a tire iron, but took off when he couldn’t get in. The case remains under investigation.
  • An unlawful use of telephone charge was forwarded to Pierce County Juvenile Court for a 12-year-old Durand juvenile who left a threatening voicemail for a 12-year-old River Falls juvenile, threatening to cut open her stomach with a knife, rip her organs out and watch her bleed. The victim’s father reported the harassment at 3 p.m. and provided screenshot of texts to the police. The suspect admitted to the voicemail, saying she didn’t mean it.
  • Officers responded to a two-vehicle crash at 4:10 p.m. at Main and Maple streets between a 2019 GMC Acadia, driven by a 16-year-old River Falls juvenile, and a legally parked 2016 Dodge Journey, owned by Kathleen M. Pilney, River Falls. The juvenile attempted to parallel park on Main Street and rear-ended the Dodge, causing minor damage to both vehicles. Both licensed parents were in the vehicle with the juvenile. No injuries were reported.
  • Leo Grotto, 29, Ellsworth, was arrested and cited $150 for ignition interlock device tampering/failure to install/violate court order and $124 for operate without valid license after a traffic stop for inoperable license plate light at 8:09 p.m. at Cemetery Road and Highway 65. A misdemeanor bail jumping charge was also referred to Pierce County.

Monday, Dec. 16

  • Police were dispatched at 12:48 a.m. to the alleyway behind Johnnie’s for a man pulling on doors to see if they were open. The man smelled strongly of alcohol and had slurred speech. The man provided police with a false name several times before being handcuffed, at which point he admitted to being Cole Gene Smikrud, 39, River Falls. He had two warrants for his arrest, one from Buffalo County and one from the Department of Corrections. He blew a .383 BAC. He was transported to River Falls Area Hospital for medical clearance before being taken to Pierce County Jail.
  • Officers responded at 9:32 a.m. to 1535 Covey Drive for a bond violation complaint. The resident had received several text messages from her child’s father calling her profane names. This was a violation of his bond conditions. She provided officers screenshots of the texts. A misdemeanor bail jumping charge was forwarded to Pierce County’s district attorney for a 26-year-old Oakdale, Minn. man.
  • Police were called at 10:41 a.m. to Country Inn & Suites (1525 Commerce Court) for a woman who locked herself in the hotel lobby bathroom where she was yelling at inanimate objects and possibly hallucinating. After officers got her to open the door, she continued screaming. The clerk said she had wandered in from outside and wasn’t a guest. They found a broken syringe and baggie of meth in her possessions. Heather Ray Talbot, 39, St. Paul, was arrested for felony possession of methamphetamine and possess drug paraphernalia. She received medical clearance before transport to St. Croix County Jail.
  • At 5 p.m., a resident at 1870 Fisher Way reported an Amazon package left at her front door had gone missing. It was not located.
  • Kayla Marie Chounard, 35, River Falls, was arrested for a failure to appear warrant at 7:30 p.m. at 113 ½ E. Elm St. and transported to St. Croix County Jail without incident.
  • At 11:35 p.m., a woman reported that while at the dog park on Sunday, she had been bitten by a Brindle-colored Pitbull named Bella on her pinky finger, which was painful. Police located the dog’s owner through a local vet and issued a quarantine order.

 

Tuesday, Dec. 17

At 10:19 a.m., a resident at 2730 Meadows Drive reported her Christmas lights had been cut and ruined. She noticed the damage the morning prior. The lights adorning their bushes cost about $20-$30. There were no suspects.

 

Wednesday, Dec. 18

  • Police were called at 10:13 a.m. to 1611 South Ridge Road where a man claiming to have heart issues was trying to get in the house. The 33-year-old man was jogging in place on the sidewalk. He said if he stopped moving his blood would settle and his heart would fail. He had approached the homeowner and asked him to call for help. A similar incident occurred on Dec. 16. EMS transported the man to the hospital and Pierce County Human Services was informed. They told officers he wasn’t a danger to anyone but was delusional. He was asked not to return to the home and advised to carry a cellphone in case he needs help.
  • Officers were notified of a package theft at 12:16 p.m. at 1473 Riverside Drive. The resident received a notification that a puzzle had been delivered near the apartment’s door Dec. 8, but it was nowhere to be found. The puzzle was valued at $30.
  • Police were dispatched at 3:25 p.m. to WESTconsin Credit Union (1207 N. Main St.) for a fraud complaint. An individual impersonating a member had gone to the bank’s Prescott location and cashed a check for $5,000. A second victim said her information had been stolen in a “smash and grab” incident. The suspect also went to the Baldwin office but wasn’t able to cash a check there from the second victim’s account. The suspect attempted to do the same in Ellsworth and River Falls. The suspect ended up leaving the victim’s purse at the Baldwin office when staff there said they were going to call police. The case remains ongoing.

 

Thursday, Dec. 19

  • Elizabeth Sinclair Walz, 19, Cottage Grove, Minn., was cited $98.80 for speeding on city highway after a traffic stop at 1:38 a.m. at Main and Foster streets. The vehicle smelled of marijuana; passenger Alexander Raymond Then, 18, Stillwater, Minn., admitted to having a THC vape, gummies and a half-smoked joint on his person. He was cited $187 for an ID card violation. Police confiscated the THC products, empty alcohol bottles from the trunk and several fake IDs from the vehicle. The occupants were cited and released.
  • Police responded to a two-vehicle crash at 10:20 a.m. at Main Street and Powell Avenue between a 2016 Chevy Silverado, driven by Joshua Isaiah Reinhardt, 24, River Falls, and a 2003 Toyota Camry, driven by Derek John Unger, 19, River Falls. Unger attempted to stop on a snow-covered road and ran into Reinhardt’s vehicle, which was stopped at the stoplight. Both vehicles had minor damage. Neither driver nor Reinhardt’s passenger, Kathleen Marie Voss, 21, River Falls, reported injuries. Unger was cited $136.60 for driving too fast for conditions.
  • Officers were dispatched at 7:49 p.m. to a property damage complaint at 1450 Cemetery Road. The front passenger window of a 2019 Volkswagen Tiguan was shattered. Inside the vehicle police found several small rocks, snow and glass. There were also several small dents in the front passenger door and side. A witness said she saw the damage occur from a snowplow. The property manager was informed.

 

Friday, Dec. 20

  • Police responded to a two-vehicle crash with injury and road blockage at 10:27 a.m. at Cascade Avenue and Main Street between a 2016 Ford F150, driven by Levi Alexander Bolstad, 19, River Falls, and a 2024 Jeep Compass, driven by Sheryl A. Naber, 80, River Falls. Multiple witnesses said Naber, who was heading north on Main Street, ran a red light and struck Bolstad, who had a green light and was heading west on Cascade. Both vehicles were towed due to disabling damage. EMS transported Naber to River Falls Area Hospital with a suspected back injury. Bolstad was bleeding from his knee and thought he might have a concussion but denied EMS. He was cited $250 for operating while revoked. Naber was cited $98.80 for operator violate red traffic light.
  • Officers were dispatched to a two-vehicle crash at 3:13 p.m. at Morning Glory Drive and Knollwood Lane between a 2008 Mazda Tribute, driven by a 16-year-old River Falls juvenile, and a 2012 Ford Focus, driven by a 17-year-old River Falls juvenile. The driver of the Mazda was stopped at the stop sign on Morning Glory Drive at Knollwood Lane facing eastbound. The Ford slowed down to stop behind the Mazda but it was going too fast for conditions and rear-ended the Mazda. The Mazda had minor damage, while the Ford had functional damage. No injuries were reported. The 17-year-old was cited $136.60 for driving too fast for conditions.
  • Police were notified of a one-vehicle crash at 4:03 p.m. on Golfview Drive just west of Highway 35/65. A 2020 Chevy Blazer, driven by Pamela Doermann Anderson, 75, River Falls, was traveling eastbound on Golfview Drive when a medium-sized dog entered the roadway. She swerved around it to avoid hitting it and struck a utility light pole. The vehicle had functional damage. No injuries were reported.
  • At 4:35 p.m., police were asked to conduct a welfare check at 1525 Commerce Court on a 28-year-old woman who was referred to St. Croix County Adult Protective Services. Police learned the woman had checked out after she ran out of money. The woman was located safe with her caretaker at a rural Hudson home.
  • Ziva Jolie Pearl McCarter, 18, River Falls, was cited $187 for hit and run – unattended vehicle, $98.80 for unsafe backing of vehicle, and $124 for operate motor vehicle without insurance after backing into a legally parked 2021 Toyota Corolla, owned by Kaitlyn Marie Olson Walker, River Falls, with her 2008 Nissan Rogue. McCarter left the scene (Third and Locust streets) without notifying anyone of the crash, which caused minor damage to both vehicles. No injuries were reported.

Saturday, Dec. 21

Police responded at 2:09 a.m. to Kwik Trip (1200 S. Main St.) to take a report of damage to property that occurred at Emma’s Bar (222 S. Main St.) Michael L. Mao, 23, reported that someone had slashed his tire while he was parked behind Emma’s. Mao had gotten into a confrontation with a woman and two men who had gotten into a gold or tan Chevy Silverado. He said he called the men fat and told them to stop eating McDonald’s after they ran in the middle of the road in front of him; he thought they might have slashed the tire in retaliation. The suspects were not located.

Sunday, Dec. 22

  • Officers were dispatched to a two-vehicle crash at 1:45 p.m. in the parking lot of 705 N. Main St. between a 2016 Ford Taurus, driven by Karen Ann Karras, 65, River Falls, and a legally parked 2017 Cadillac ATS, occupied by Christine Ann Kusilek, 56, River Falls. Karras backed out of a parking stall and backed into Kusilek’s Cadillac, causing minor damage to both. No injuries were reported.
  • At 2 p.m., police were dispatched to a domestic at 237 Broadway St. The apartment manager reported a woman had run into his room, terrified and shaking. She said her husband had been abusing her for the past three days, calling her profane names, accusing her of cheating with people hiding in the apartment and threatening to obliterate her “entire bloodline.” Both parties involved appeared to be under the influence of a stimulant. Police arrested Benjamin Nathan Clausing, 31, River Falls, for domestic disorderly conduct, misdemeanor bail jumping and a probation hold and transported him to Pierce County Jail. He was also trespassed from the property.
