Wednesday, Dec. 17

  • At 2:10 a.m., police saw a vehicle parked after hours at Hoffman Park (547 Hanson Drive) in the upper lot. Two people were walking around it. As police approached, the two people moved from the trunk area and got into the car. The car backed out of its stall and started driving forward without lights on. The two men said they had been Frisbie golfing; the car smelled heavily of marijuana, prompting a search. Inside, police found Maker’s Mark whiskey, moonshine, a drug pipe, about 36 grams of marijuana and a grinder. Devon Raymond Yang, 19, South St. Paul, Minn., was cited $187 for possession of THC, $187 for possess drug paraphernalia and $187 for underage drinking/possession of alcohol. Yang’s vehicle was locked and officers gave the two a courtesy ride to Sycamore Street.
  • Officers were dispatched to a two-vehicle crash at 10:39 a.m. at Main Street and Cascade Avenue between a 2014 Chevy Cruze, driven by Adrian Roger Amundsen, 80, River Falls, and a 2022 Toyota Camry, driven by Vicki Marie Galgowski, 72, River Falls. Galgowski was heading north on Main Street, while Amundsen, who was heading south, made a left-hand turn onto Cascade in Galgowski’s path, causing the two to collide. Galgowski had the right-of-way with a green light, while Amundsen had a flashing yellow turn light. Both vehicles had moderate damage. No injuries were reported. Amundsen was cited $98.80 for fail/yield while making left turn.
  • A 15-year-old River Falls juvenile was cited $86.20 for minor possesses or purchases tobacco/nicotine after she was found with a vape at 2:40 p.m. at Renaissance Charter Academy (1355 Sunshine Ave.) She was also given a five-day out-of-school suspension.

Thursday, Dec. 18

At 2:01 p.m., police were informed of some counterfeit money circulating at Comforts of Home (2354 Aurora Circle). Staff had given a man with memory issues some play money, because he became angry if he didn’t have money in his pocket. He in turn would ask people for change or give it away. One woman gave him $49 in real money and didn’t realize he gave her a fake $50 in return. The facility said they would pay the woman restitution.

Friday, Dec. 19

  • Police were called to a one-vehicle crash at 11:12 a.m. on Highway 35/65 just north of Cascade Avenue. A 2009 Honda Civic, driven by Paige Amelia Curtis, 18, Lakeland, Minn., was heading northbound when it drifted onto the shoulder, hit an ice patch, over corrected, lost control and swerved 180 degrees into a snowbank on the right shoulder. The vehicle had minor damage. Curtis reported no injuries.
  • Officers were dispatched to a two-vehicle crash at 9:54 p.m. on Cascade Avenue just west of Crescent Street between a UW-River Falls 2017 Ford Police Int, driven by Dominic Luis Scott Rivera, 21, River Falls, and a 2014 Ford Focus, driven by Duane Keith Werner, 70, River Falls. Rivera was parked facing eastbound monitoring traffic when he noticed a vehicle speeding. He pulled into the traffic lane in order to make a U-turn and follow the vehicle, but instead collided with Werner’s Focus, which was heading eastbound. Both vehicles were towed due to disabling damage. Both men reported possible injuries but were not transported by EMS. Werner smelled heavily of intoxicants and told police he’d been having a few drinks downtown watching live music. After field sobriety tests and registering a BAC of .17, Werner was arrested and cited $986 for OWI-first and $986 for operating with PAC. Rivera was cited $98.80 for fail/yield right/way from parked position. After booking, Werner was released to a family member.

Saturday, Dec. 20

  • Tristen Matthew Kostuch, 22, River Falls, was arrested and cited $986 for operating with PAC, $986 for OWI and $250 for resist/obstruct an officer after a traffic stop for lane deviation at 2:24 a.m. at Main and Broadway streets. Kostuch told officers he’d been drinking downtown but only felt buzzed. He became argumentative during field sobriety tests and lurched away from officers when they tried to handcuff him. He also used derogatory insults toward the officer. At the police station, he registered a .20 during the intoximeter test at which point he told the officer he had “driven way drunker before in Minnesota.” After booking, he was released to a sober person. His passenger had been allowed to walk home.
  • At 11:19 p.m., a resident at 454 Griffey St. reported that a man that had stayed over at her house the night before after drinking at the bars stole her medication. When she woke up around 8:15 a.m., she found several medications missing, her Christmas tree damaged, her front door wide open and her phone out in the snow. The suspect denied taking the meds and police had no evidence to prove he did.

Sunday, Dec. 21

  • Katelyn Rachelle Frisbie, 21, Rollingstone, Minn., was arrested and cited $187 for possess drug paraphernalia and $187 for possession of THC after a traffic stop for speeding at 12:26 a.m. at Main and Locust streets. Her vehicle smelled of marijuana; inside, police located a bong, a grinder and 30 grams of marijuana. She was booked, then given a courtesy ride back to her vehicle.
  • Adalid Montaluo Salas, 21, River Falls, was arrested and cited $200 for operate without valid license (second within three years) after a traffic stop for lane deviation at the Cascade Avenue/Sixth Street roundabout.

Monday, Dec. 22

  • At 8:20 a.m., police were notified of a hit and run that occurred between 11:30 a.m. and 3:30 p.m. Dec. 20 while parked at Ptacek’s Family Market (1121 S. Main St.) An unknown vehicle had struck a legally parked 2025 Chevy Silverado, owned by Lucas Michael Webb, 21, Spring Valley. The Chevy had moderate damage. There are no suspects.
  • At 1:06 p.m., a resident at 119 S. Pearl St. reported that sometime after midnight, someone had stolen two tires from his 2015 Chevy Malibu while parked in the alley. A stump was holding up his vehicle. There are no suspects.
  • Police responded to a two-vehicle crash at 5:32 p.m. at Main Street and Mound View Road between a 2013 Ford Fusion, driven by Connor Liam Hensley, 23, Winona, Minn., and a 2013 Mercedes E350, driven by a 16-year-old Hudson juvenile. Hensley was stopped at a red light and the juvenile, who was behind him and looking in another direction, rear-ended him. The Ford had minor damage, while the Mercedes was towed due to disabling damage. No injuries were reported. The juvenile, who had a 15-year-old River Falls juvenile passenger with him, was cited $111.40 for inattentive driving.
  • At 5:10 p.m., a resident at 1440 Cemetery Road reported to police that Beckianne Therese Roberts, 34, River Falls, had stayed with him and he family over the weekend but was refusing to leave the apartment. He wanted her trespassed. Police located her in the parking lot in the back of a taxi van. She was told not to return to the apartment and agreed. When the resident returned home, he called police to report a stolen laptop and a stolen tablet, valued at $500 and $150 respectively. Police called the taxi driver, who still had Roberts in his vehicle. He brought her to the police station, where she told officers she’d taken the tablet “by mistake” and handed it over. When they searched the taxi, with the driver’s consent, they located two stolen laptops (the resident hadn’t yet realized the third computer was missing). Roberts was arrested and cited $250 for theft – movable property.

Tuesday, Dec. 23

  • Victor A. Gualan Contento, 41, River Falls, was arrested and cited $250 for operating while revoked (alcohol related), $150 for ignition interlock device tampering/failure to install/violate court order and two misdemeanor bail jumping charges after a traffic stop for pulling out in front of another vehicle and hugging the curb while driving slowly at 1:02 a.m. at Main and Charlotte streets. Police took Gualan Contento to Pierce County Jail without incident.
  • At 8:15 a.m., a resident at 415 Hillcrest St. reported that a vehicle had hit his fence the night before and was still parked in the alley. Police located the vehicle’s owner, Javier Corral Jr., 37, River Falls, at 615 Oak Knoll Ave. Corral said he had parked his vehicle at his home the night before, but that it must’ve slid down the driveway into the fence, damaging it.
  • At 9:42 a.m., a complainant reported suspicious activity that had occurred in the basement of an apartment building at 211 W. Johnson St. He said that a security camera recorded two people at 2:25 a.m. Dec. 16 examining storage units. The suspects removed the hinge pins from his storage unit door but stopped when they saw the camera. They were also wearing masks. They didn’t take anything from the complainant’s unit, but he didn’t know about his neighbors.
  • At 12:23 a.m., a landlord reported property damage at 970 Willow Place, including a downspout, front siding and garage door. She believes the tenants did the damage but won’t admit it. The tenants told police they believe the damage to the garage and siding is due freezing temperatures causing the frame to shift. Neither tenant knew when the downspout had been damaged, but said it was damaged when they moved there in 2023. Police couldn’t determine if the damage was caused by a vehicle or natural causes.
  • Officers were dispatched to a one-vehicle crash at 2:39 p.m. at Main and Union streets. A 2017 Ford Focus, driven by Paul Richard Whiteside, 79, River Falls, had been turning left to head south on Main from Union Street when it turned too sharply and struck a bollard. The bollard was sticking out from beneath the vehicle. Whiteside was able to get his vehicle, which had disabling damage, to an auto shop a block away. He reported no injuries; he was cited $98.80 for failure to obey traffic officer/signal.
  • Police responded to a two-vehicle crash at 9:57 p.m. at Winter and Elm streets between a 2008 Honda Civic, driven by Sophia Lee Olivia Jensen, 20, River Falls, and a legally parked 2018 Chevy Equinox, owned by Kelly Jo McNamara, Jensen was heading north on Winter Street when she struck McNamara’s unoccupied vehicle, parked on the street’s east side. Both vehicles were towed due to disabling damage. No injuries were reported. Jensen was cited $98.80 for deviation from designated lane.

Wednesday, Dec. 24

  • Officers assisted Pierce County deputies with a two-vehicle head-on crash at 1:58 a.m. at Highway 65 and 920th Street between Samuel J. Rixmann, 22, River Falls, and Brandon M. Hoikka, 42, River Falls. Both drivers were arrested for OWI.
  • Stephan James Cox, 69, River Falls, was arrested and cited $313 for failure of operator to notify police of accident, $500 for resisting/failing to stop/fleeing and $986 for OWI after a two-vehicle crash at 5:38 p.m. at Cascade Avenue and Cresent Street. Eric Jon Amundsen, 55, River Falls, told police he had been following Cox, who was driving a 2003 Ford Econoline van, on Highway 65 and noticed he was driving slowly (40 mph) and swerving. He passed Cox in the Cascade Avenue/Cemetery Road roundabout. Cox stayed behind him when he turned onto Cascade Avenue and was tailgating him, he said. When Amundsen slowed for a pedestrian, Cox rear-ended him, causing minor damage to both vehicles. Amundsen pulled over but Cox kept going, so Amundsen said he followed him while flashing his high beams, trying to get him to pull over. He finally pulled into a parking space near Family Fresh, got out and expressed confusion as to why Amundsen was following him. Cox then left and heading toward his home south of town off 690th Amundsen followed him and alerted police where he was going. When police tried to pull Cox over, he didn’t comply and they followed him into his driveway. He smelled of intoxicants and admitted to drinking beer and taking cold medicine. After field sobriety tests, police had probable cause to arrest him. He was booked and released to his wife.

Thursday, Dec. 25

Police were dispatched to a possible assault at 5:09 p.m. at 121 S. Dallas St. The caller reported that her daughter was involved in a fight with her girlfriend inside a vehicle last seen near Elm and Dallas streets. Police pulled the vehicle over and both women said the altercation had been a verbal argument over the vehicle’s ownership. A solution was reached and the pair agreed to separate once they returned to Red Wing. Chardonnay Nakia Terry, 25, Red Wing, Minn., was cited $124 for operate without valid license.
