River Falls Police Department reports: Dec. 24-Jan. 4, 2025

The following incidents were reported to River Falls Police Department Dec. 24 through Jan. 4.

Tuesday, Dec. 24

  • Landon Ignacio Gallegos, 18, River Falls, was arrested and cited $986 for OWI-first after a traffic stop for operating without rear lights at 1:35 a.m. at Main and Vine streets. During the traffic stop, the vehicle had its windows wide open and police could smell marijuana. Police also saw a large amount of marijuana shake all over passenger Jacob Lee Harris’ As Harris exited the vehicle, police saw a glass smoking device and small container on the floor containing THC wax. They also found a small container of marijuana in Gallegos’ pocket. Harris, 18, River Falls, was arrested and cited $313 for underage drinking. Police also referred misdemeanor bail jumping, possession of THC and possess drug paraphernalia charges to the district attorney for Harris, who was transported to Pierce County Jail. Gallegos, who was falling asleep in the vehicle prior to performing field sobriety tests, registered a BAC of .143. He was released to his mother.
  • At 9:19 a.m., a resident at 2354 Aurora Circle reported his wallet was either stolen or missing. He first noticed it missing Dec. 17.
  • After a traffic stop at 7:28 p.m. that led police to N8644 940th #2 in an attempt to arrest a wanted man, police found a woman driving the vehicle who denied that Breydi Manuel Cango, 24, River Falls, was even in the state. She also lied to police about where she and Cango were living. Neighbors confirmed they had seen him taking out the trash right before police arrived. Due to the violent domestic charge he was wanted for, police decided to make entry into the apartment to look for him. Police found Cango hiding in the bathroom, where they believed he was faking a medical emergency. EMS checked him out and found him to be fine. After medical clearance at River Falls Area Hospital, he was taken to Pierce County Jail for the warrant and felony bail jumping.
  • At 8:27 p.m., a resident living in the 100 block of West Cascade Avenue reported repeated harassment from her ex-fiance. She told police she had broken up with him via text that morning after she learned he was cheating; he then called her or attempted contact via social media and messages more than 50 times. Police warned him to leave her alone or face harassment charges.

 

Wednesday, Dec. 25

Police were dispatched to a domestic at 1:01 a.m. at 122 Spring St. A woman’s grandmother reported the fight she heard while on the phone with her granddaughter. The woman said they were just arguing like usual. Her boyfriend, Trevor Ron Carpenter, 25, River Falls, had been drinking, which violated bond conditions. Both parties agreed nothing had been physical. Carpenter, who registered a .082 BAC, was arrested for domestic disorderly conduct, misdemeanor bail jumping and felony bail jumping.

Thursday, Dec. 26

  • At 12:35 a.m., police located a stolen vehicle parked in front of Brickhouse Music (216 S. Main St.) The plate returned to a gold Buick Lacrosse but was on a red Buick Lacrosse. The plate was reported stolen out of South St. Paul, while the vehicle was registered to a White Bear Lake man. The rear passenger side window was broken and replaced with tape. Inside the vehicle, police observed drug paraphernalia. Upon searching the vehicle, they found burnt rolling papers with marijuana residue and a Virginia license plate. Jerry’s Towing towed the vehicle.
  • At 12:39 p.m., police responded to 946 Willow Place for a property damage complaint. A Volkswagen Atlas had deep scratches all over the vehicle that had appeared overnight. There are no suspects.
  • Lindsay Marie Hansen, 41, River Falls, was arrested and cited $986 for OWI and $136.60 for failure to keep vehicle under control after crashing into another vehicle at 10:28 p.m. in the 100 block of East Walnut Street. Police observed Hansen, driving a 2021 Toyota Rav4, crash into a legally parked 2018 Toyota Camry, owned by Kyungjun Han, River Falls, when making a left-hand turn onto Walnut from an alley. Hansen said she’d been drinking martinis at Swinging Bridge and hadn’t eaten. She smelled strongly of intoxicants. After being evaluated by EMS, Hansen refused to perform field sobriety tests. Officers transported her to the hospital for a blood draw before releasing her to her daughter. Her vehicle was towed due to disabling damage; Han’s vehicle had functional damage. No injuries were reported.

Friday, Dec. 27

  • Police responded at 8 a.m. to a theft at Ace Hardware (1163 N. Main St.) The manager reported that between 4-5 a.m., an unidentified U-Haul with a trailer pulled up to the rental cage on the west side of the property, cut the lock on the gate and pulled into the cage, where they took a 2023 S64 Bobcat skid steer (valued at $50,000). A GPS tracker on the machine reported its location as a storage facility in St. Paul. Police were able to recover the machine, which had about $500 in damage.
  • Officers were dispatched to a two-vehicle crash at 8:10 a.m. in the parking lot of 303 S. Main St. between a 2013 Volkswagen Passat, driven by Paul Edward Diel, 67, River Falls, and a 2017 Toyota Corolla, driven by Gabriel John Nelson, 29, River Falls. The vehicles collided in the parking lot when both drivers were distracted by something happening on the sidewalk. Both vehicles had minor damage. No injuries were reported.
  • Damarieyea Bain, 21, River Falls, was cited $200 for operate without valid license (second within three years) and $174.40 for speeding in outlying district (25-29 mph over) after a traffic stop at 11:51 a.m. at Wasson Lane and Wildcat Court. Bain called his sister to come remove the vehicle.
  • At 1:03 p.m., a woman reported her 17-year-old daughter missing from a home in the 1400 block of Riverside Drive. The girl was wearing an ankle monitor but hadn’t charged it. She suspected she had fled to her boyfriend’s home in St. Paul, where they sometimes do drugs together. The girl was not located, though officers learned her boyfriend is wanted for questioning about a robbery that resulted in a homicide.

 

Saturday, Dec. 28

  • Officers responded to a two-vehicle crash at 11:35 a.m. in the parking lot of 303 S. Main St. between a 2005 Gulfstream motorhome, driven by Waldo Charles Kallusky, 79, River Falls, and a legally parked 2014 Toyota Venza, owned by Elizabeth L. Exon, The motorhome backed into the Toyota, which was in a parking stall. The motorhome had minor damage while the Toyota had functional damage. No injuries were reported.
  • Police were notified of a property damage complaint at 1:09 p.m. at 826 Dailey Place. He had let his ex live with him for a short while but had her removed from the home Dec. 11. When he returned from a trucking job at 1 p.m. Dec. 28, he found a family heirloom watch he valued at $20,000 damaged in the bathroom, shoe boxes stabbed and photos ripped up on the bedroom floor. Police reached his ex, who refused to give police her location. She denied damaging any property and said she saw someone else in the home drop the watch.
  • Police were notified of a two-vehicle crash at 8:50 p.m. in the parking lot of Devine Liquors (703 N. Main St.) between a legally parked 2016 Nissan Rogue, owned by Andrew Ryan Pierstorff, Shawano, and an unknown vehicle. The unknown vehicle backed out of a parking stall and struck the Nissan’s rear right corner, causing minor damage. The driver left the scene without reporting the crash. No injuries were reported.

 

Sunday, Dec. 29

  • Police responded at 1:41 p.m. to 440 Griffey St. where they found a 2009 Chevy Malibu’s front end on fire. When the occupants came home, they heard a click in the engine and it started on fire. The vehicle was towed.
  • At 2:32 p.m., a resident reported the theft of a package from 137 W. Cascade Ave. The package contained a $1,229 specialty car part. The suspect was caught on surveillance video. The case remains under investigation.
  • Police were called at 5:08 p.m. to 394 Church St. for a neighbor juvenile who had shown up after having issues with their parents. The juvenile felt misunderstood by their parents, mad that they restricted websites on their phone and scared. Officers mediated a discussion between juvenile and parents about the juvenile’s feelings.

 

Monday, Dec. 30

  • Luis Abelardo Chalan-Seraquive, 27, River Falls, was arrested and cited $124 for operating motor vehicle without insurance, $187 for possession of THC and $250 for operating while revoked (alcohol related) after a traffic stop at 12:14 a.m. at Pine and Fourth streets. Inside the vehicle, which smelled of marijuana, police, found a red potato with green residue, a purse containing a broken pipe and RAW smoking paper, a glass jar with marijuana and empty glass beer bottles. Chalan-Seraquive also performed field sobriety tests, but police didn’t have probable cause for an OWI arrest. He registered a BAC of .029. He was booked and given a courtesy ride to his residence.
  • Police were dispatched to a theft complaint at 2:48 p.m. at Kwik Trip (1536 Cemetery Road). While cleaning the men’s bathroom, an employee located an empty Crown Royal Regal Apple box. Surveillance video showed a man taking the Crown into the bathroom the previous night at 8:45 p.m. and leaving without the box. He also stole two pieces of cheese, valued at $2.99. Police identified the suspect as Demetrius Lamont Nolen, 25, River Falls. He has already been trespassed from the store for stealing.
  • Officers were notified of an alleged fight at 9:23 p.m. at St. Croix Lanes (1153 St. Croix St.) Police reached the caller, Jeffrey Scott Miller, 61, Ellsworth, who admitted the call was fake. Miller, who was wanted, told police he was in Cheyenne, Wyoming. He continued calling 911, asking dispatchers sexual questions. He continued to call officers, at one point claiming he was being raped. The case is under review by the district attorney’s office.

 

Tuesday, Dec. 31

  • After conducting a welfare check at 12:15 p.m. at a residence in the 400 block of South Wasson Lane, police took custody of a juvenile and sent him to stay with a relative. The home was overflowing with garbage, dirty dishes and food. The child told a social worker that his mother had been urinating herself and couldn’t perform simple tasks. Officers located empty alcohol bottles in the apartment. Neglecting a child and felony bail jumping charges were referred to the district attorney’s office.
  • Officers responded to a one-vehicle crash at 12:21 p.m. on Paulson Road east of Thompson Drive. A 2024 Toyota Camry, driven by Steven Paul Severson, 42, River Falls, had veered off the road over a curb, where it struck a light pole and small tree. The vehicle went back onto the road for a short distance before going on and off the road three more times. Police found the car in a corn field. Severson didn’t remember what happened and believed it was a medical emergency. The vehicle was towed due to disabling damage. Severson reported no injuries but was confused and disoriented.
  • Police were dispatched at 3 p.m. to Positive Alternatives (2860 Williams Ave.) for a resident attacking a staff member. The resident brought alcohol home unbeknownst to staff and when another resident had a bad reaction to it, the suspect became angry at staff for not “doing enough” to help. She allegedly tried to break into a staff room with a card and grabbed a staff member by the hair. Disorderly conduct and underage drinking charges were forwarded to juvenile court.

 

Wednesday, Jan. 1

  • A 17-year-old River Falls juvenile was cited $187 for possession of THC and $187 for possess drug paraphernalia after a traffic stop for an inoperable brake light at 1:23 a.m. at Cascade Avenue and State Street. The two teen occupants denied any marijuana being in the car, despite a fresh marijuana scent. Inside the vehicle, officers located smoked blunts in the driver’s side door pocket, a grinder in a backpack, a Ziplock baggie of marijuana and several nicotine and THC vapes. The other juvenile female had a nicotine vape in her bra. The driver was cited and released.
  • At 11:40 a.m., police were notified of a woman lying down and incoherent in the intersection at Main and Elm streets. Lisa A. Rydland, 55, River Falls, smelled heavily of alcohol and had trouble speaking. Rydland also had a dog with her. Police transported her to the hospital for an evaluation and her dog to her home. She was released to her husband. Bond conditions from a previous case prohibit her from drinking alcohol, so a misdemeanor bail jumping charge was forwarded to the district attorney’s office.
  • At 12:38 p.m., a resident in the 200 block of South Apollo Road reported a juvenile runaway. Police questioned the teen’s girlfriend, who told them he had run away to Eau Claire. He was listed as missing.
  • At 7:29 p.m., police were notified of a dog bite that had occurred at 1430 Cemetery Road. A Siberian Husky had bitten an 11-year-old child, who was pestering the dog. The owner was issued a quarantine order. The dog was up to date on its vaccinations.

 

Thursday, Jan. 2

  • Mikayla Elaine Rudi, 28, River Falls, was cited $187 for possess drug paraphernalia after police found her and a 24-year-old man in a running vehicle in the Hoffman Park (547 Hanson Drive) parking lot after hours. In plain view, police saw a glass drug pipe. After searching the vehicle, they also found a container of THC wax. Rudi became uncooperative with police when she learned she was getting cited; she flopped on the ground while handcuffed and cried, saying she couldn’t get into trouble. The male was asked to drive since police suspected Rudi was high, which she denied.
  • At 4:15 p.m., Holly A. Jones, 63, reported that someone had dinged her car with their door while she was parked at Family Fresh (303 S. Main St.) Jones said her vehicle shook; when she got out to confront the other driver, the woman apologized and left. Jones took a photo of the license plate number. Police contacted the other driver, identified as Amanda J. Weber, She denied hitting the other vehicle with her door, but agreed to work with the other driver on the issue.
  • Police responded to a two-vehicle crash at 5:45 p.m. in front of 126 S. Main St. between a legally parked 2023 Honda Odyssey, owned by Travis H. Marson, River Falls, and a 2017 Chevy Silverado, driven by Kristyn Kayla Renier, 18, Oronoco, Minn. Renier was attempting a parking maneuver in front of Marson, when she struck the Honda’s left front corner. Both vehicles had minor damage. No injuries were reported.

 

Friday, Jan. 3

At 11:20 a.m., police responded to a fraud complaint at 127 S. Sixth St. A woman reported that she’d paid $750 cash for three months of alleged weight loss injections from a man over social media who claimed to work for a St. Paul gym. After taking the medication for three months, she suspected she wasn’t taking weight loss drugs. She was planning to get checked out at the hospital. She turned over the last dose of the medication to police.

 

Monday, Jan. 4

  • At 12:46 a.m., a resident reported suspicious activity near Bartosh Lane. He reported seeing a group of people wearing white helmets and uniforms who were allegedly chasing people wearing street clothes. He estimated there were about 15-25 people, some on scooters and bikes. He was worried about people coming into his house. He reported seeing two men and two women inside his home who left abruptly when questioned. The man’s caretaker arrived and said he’d just undergone open heart surgery and was having trouble with his medication. EMS arrived to evaluate the man, who denied hospital transport.
  • Dana Maurine Conlin, 45, River Falls, was arrested and cited $986 for operating with PAC, $124 for operate motor vehicle without insurance and $986 for OWI after a traffic stop for speeding at 2:57 a.m. at Main and Union streets. The vehicle smelled highly of intoxicants and Conlin was slurring her speech. After performing field sobriety tests, Conlin registered a .15 BAC. She told officers she’d been drinking Crown Apple at the bars. She was booked and released to a sober party.
  • Police responded to a two-vehicle crash at 1:14 p.m. at Main Street and Cascade Avenue between a 2012 Volkswagen Jetta, driven by Paul Edward Diel, 67, River Falls, and a 2017 Chevy Equinox, driven by Charles William Patrick Rehfield, 75, Hastings, Minn. Diel, who was traveling south on Main Street, stopped at the stop light, which was flashing red in all directions. Rehfield, who was behind Diel, rear-ended him. He said he didn’t understand what was happening with the traffic lights. The Jetta had minor damage while the Chevy had functional damage. No injuries were reported.
