River Falls Police Department reports: Dec. 25, 2025-Jan. 5, 2026

The following incidents were reported to River Falls Police Department Dec. 25, 2025 to Jan. 5, 2026.
Thursday, Dec. 25
Police were dispatched to a verbal domestic at 10:36 p.m. at 213 S. Third St. When they arrived, they found William R. Richardson, 41, River Falls, walking near the residence. He said he had left a family argument to deescalate the situation. His family members said he was being aggressive and had shoved his wife. All parties involved had been drinking, though some not as much as others. Richardson was arrested for domestic disorderly conduct and transported to jail.
Friday, Dec. 26
Officers responded to a domestic between roommates at 1:07 a.m. at 403 S. Sixth St. John William Klug IV, 23, River Falls, was arrested for domestic disorderly conduct and criminal damage to property after police completed interviews. Four other roommates said Klug became aggressive and threatening after a small Christmas party concluded. He told police he’s angry that his roommates don’t clean up their messes. Two roommates tried to lock themselves in their bedroom to avoid the confrontation, but Klug broke the door frame and punched two holes in the door, according to their statements. Witnesses said that Klug has frequent anger outbursts, though this was the worst they’d seen.
At 1:35 p.m., police were informed of a missing license plate from a St. Croix gas trailer at 415 Second St. The plate was discovered missing on Dec. 15 at the company’s shop.
At 7:20 p.m., officers responded to a possible break-in and theft from a basement storage unit at 1041 State St. #46. The lock mechanism was bent and the unit no longer accessible. A white trunk, valued at $250-500, was missing. Police interviewed two suspects, who denied taking the trunk.
At 9:47 p.m., police were dispatched to Junior’s Restaurant & Tap House (414 S. Main St.) for someone drinking on a no drink bond condition related to an OWI-fourth offense. Staff said Andrew James Brown Pratt, 41, River Falls, had left on a bike. Police searched for him around town without success. However, his roommate called at 11:15 p.m. asking police to respond to 1011 Falcon Drive where Brown Pratt had come home. He registered a .197 BAC. Officers arrested him for felony bail jumping and transported him to Pierce County Jail.
A 16-year-old Ellsworth juvenile was cited $124 for operate without valid license after a traffic stop for operating without lights at 11:39 p.m. at Main and Pomeroy streets. Police saw the vehicle pull out of the Kwik Trip parking lot and initiated the traffic stop. The boy said he was driving his friend’s car, along with a 14-year-old Ellsworth passenger. The boys were released to the 16-year-old’s father; the vehicle was parked at Walgreen’s until a valid driver could remove it.
Saturday, Dec. 27
Officers responded to a two-vehicle crash at 1:20 p.m. in the parking lot of 1025 S. Main St. between a 2008 Chrysler 300C, driven by Orrin James Horning, 41, River Falls, and a legally parked 2016 Chrysler 200, owned by Ella Marie Graf-Spielman, 25, River Falls. Horning was backing out of a parking stall and backed into Graf-Spielman’s vehicle, causing minor damage to both vehicles. Horning and his passenger, Kenzie Michelle Quinn, 28, Hastings, Minn., reported no injuries. Graf-Spielman and passengers Linnet Marie Graf, 68, River Falls, and Olivia Hazel Jane Milano, 26, Ellsworth, also reported no injuries.
Police were notified of a hit and run at 6:57 p.m. at Dawes and Dailey places. An unknown vehicle struck the driver’s side headlight area of a legally parked 2020 Chevy Tahoe, owned by Donlen Trust, The vehicle had minor damage; the driver didn’t stop or report the crash.
At 11:39 p.m., police noticed a running vehicle with one occupant sitting at Glen Park (355 Park St.) after hours. Matthew David Vinge, 38, St. Paul, said he was there to see the waterfalls. His vehicle smelled of marijuana, prompting a search. Police located .18 grams of marijuana and a metal pipe. He was cited $124 for operating while suspended, $187 for possession of THC and $187 for possess drug paraphernalia.
Sunday, Dec. 28
Officers responded to a two-vehicle crash at 11:30 a.m. at Division Street and the Highway 35 off ramp/Hoffman Place between a 2024 Ford Mustang, driven by Gregory Bryan Snyder, 66, River Falls, and a 2025 Kia Sorento, driven by Jacob Christopher Kukacka, 41, River Falls. Snyder was traveling west on Division Street. When he attempted to turn right onto the ramp, he slid on the ice and struck Kukacka’s vehicle, which was stopped at the stop sign. Both vehicles had minor damage. Neither driver nor Kukacka’s passengers, Katherine Marie Kukacka, 40, River Falls, and a 12-year-old River Falls juvenile reported injuries.
Police were dispatched to a two-vehicle crash at 11:33 a.m. at Spring and Second streets between a 2017 Ford Expedition, driven by Jenny Marie Edwards, 48, River Falls, and a legally parked 2014 Ford Escape, owned by Joseph Wallace Ehlenz, Edwards was traveling north on Second Street. When she turned right onto Spring Street, she lost control on the icy road and slid into Ehlenz’s parked vehicle, causing minor damage to both vehicles. No injuries were reported.
Officers were called to a two-vehicle crash at 12:05 p.m. at Highway 35 and Quarry Road between a 2015 Ford F150, driven by Hannah Kay Geisler, 19, Hudson, and a 2016 Chevy Traverse, driven by Andrew Thomas Peterson, 50, River Falls. Geisler was traveling north on Highway 35 crossing the bridge over Quarry Road when the vehicle’s rear end slid into the bridge. Peterson, who was behind Geisler, moved into the other lane to avoid a crash, but Geisler’s vehicle spun out of control and the vehicles collided. Geisler’s vehicle went down an embankment while Peterson’s landed in the center median. Both vehicles were towed due to disabling damage. Neither driver nor Peterson’s 13-year-old passenger reported injuries.
At 3:50 p.m., police were informed of an altercation at Dairy Queen (421 S. Main St.) in which a man had allegedly struck one juvenile and thrown a cup of pop on another. The man told police had followed his son to Dairy Queen because he was angry he left the house without permission. He ordered his son to go home, then confronted the other two juveniles about them possibly providing drugs and edibles to his son. He admitted to police his actions weren’t appropriate but denied striking anyone. No witnesses saw him strike anyone, but one employee confirmed pop had to be cleaned up. Police spoke to the parents of all the juveniles involved. The suspect was arrested later than night for making terroristic threats against officers and a local tobacco shop.
At 5:24 p.m., officers responded to a domestic between two brothers at 1856 Rodao Drive. The victim said his brother, Joseph Judah Ritger, 24, River Falls, was angry that their mother won’t buy him a phone. When she left after visiting, he allegedly attacked his brother in the kitchen, shoving him against a microwave, punching him in the head with a closed fist, scratching his face and pulling his hair. The victim put him into a headlock and shouted for his girlfriend, who was in the basement, to call the police. Ritger told police his brother had attacked him in his bedroom, but police saw no evidence of that. The victim said he struck Ritger in the eye when trying to restrain him in the headlock. He also said that Ritger has a history of drug use and escalating violent behavior. Police arrested Ritger for domestic disorderly conduct and domestic battery ad transported him to Pierce County Jail.
Police were dispatched at 11:12 p.m. to 1450 S. Wasson Lane #53 for a resident who had taken the doorknob off the front door and put it in her room. She has also removed her roommate’s boyfriend’s belongings and put them outside. Her roommate and her boyfriend said Beckianne Therese Roberts, 34, River Falls, had been antagonizing them, trying to get the boyfriend to hit her. Roberts claimed she was only trying to clean the trailer, which her roommate owns. Officers arrested her for felony bail jumping and disorderly conduct and transported her to Pierce County Jail.
Monday, Dec. 29
Police responded to a one-vehicle crash at 10:52 a.m. at Cascade Avenue and Highway 65. A 2013 Chevy Malibu, driven by Nicole Marie Benck, 21, River Falls, attempted to turn right onto Cascade Avenue from Highway 65, slid on the slushy/icy road into a signpost and knocked it over. The vehicle had no damage; Benck reported no injuries.
At 7:56 p.m., a resident at 215 W. Cascade Ave. reported that his roommate had moved out on Dec. 18 without his knowledge and taken a Dell desktop computer, motherboard and several RAM sticks without permission. Police contacted the suspect, who showed police a Venmo transaction in which he said he paid the complainant $350 for the items. Police deemed it to be a civil matter.
Officers were dispatched to a domestic at 6:40 p.m. at 215 Foster St. #2. A woman said she and her boyfriend had been fighting because he thought she was cheating on him. She said he broke a door frame in the home and kicked the front door when she locked him out. He later told officers there was name calling on both sides and that she had been bothering him after he went to bed, so he decided to leave to de-escalate the situation. He denied damaging the door frame. A charge was referred to the district attorney’s office for domestic disorderly conduct.
Tuesday, Dec. 30
Police were called to a two-vehicle crash at 8:45 a.m. at 2926 Radio Road between a 2026 Chevy Equinox, driven by Calley Lynn Kodluboy, 27, River Falls, and a 2014 Audi Q5, driven by Paula Kay Naughton, 55, River Falls. Kodluboy was attempting to make a right turn north out of the apartment parking lot. Multiple vehicles were parked on Radio Road, obstructing the view. Kodluboy struck Naughton, who was heading south on Radio Road, causing minor damage to both vehicles. Neither driver nor passenger James Theodore Naughton, 56, River Falls, were injured.
Officers were notified of a two-vehicle crash at 11:43 a.m. that occurred at 4:30 a.m. in the parking lot of 428 S. Main St. A 2021 Peterbilt dump truck, driven by Robert Allen Schaar Jr., 55, River Falls, was plowing snow and backed into an unoccupied 2015 Chevy Cruze, owned by Onika Ana-Leigh Kuhn, River Falls. The Chevy had moderate damage, while the snowplow had none. No injuries were reported.
Wednesday, Dec. 31
Police were dispatched to a domestic at 8:31 p.m. at 313 N. Eighth St. Sophia K. Kuss, 18, River Falls, was arrested for criminal damage to property and domestic disorderly conduct and transported to Pierce County Jail without incident. Kuss’s mother said the two got into an argument about an online video, and that Kuss shoved her grandmother to the floor, who was trying to break up the fight. Kuss said she tripped and pushed her grandmother accidentally. Kuss’s mother said she also threw a metal cup at a door, which left a dent that police could see.
Officers responded to a domestic at 11:52 p.m. at 1450 Cemetery Road #102. The complainant reported that Peter Jacob Roses III, 41, River Falls, was beating up his wife and four children. Roses and his wife had been drinking and an argument broke out. He allegedly grabbed and ripped her shirt and pulled her outside, where one person saw him throwing her on the ground and slamming her head into the concrete. The four children barricaded themselves in a bedroom, but Roses broke down the door with such force that it split in half; part of the door was in another room. He allegedly grabbed one teen by her sweatshirt, causing her pain. Another teen said his dad bit him on the nose, though another witness said Roses shoved the teen’s face into a wall. Roses had punched holes in the walls and allegedly threatened to kill a pet ferret in front of them. The mother denied anything physical had happened. Roses had blood on his hands, shirt and forehead. He was aggressive toward officers and tried to resist arrest. They arrested him for physical abuse of a child – intentionally cause harm, domestic battery, domestic disorderly conduct, disorderly conduct and resisting or obstructing an officer. He was transported to Pierce County Jail, where he registered a .114 BAC.
Thursday, Jan. 1
Police were called to a vehicle vs. guardrail crash at 11:28 a.m. on Cemetery Road near Kwik Trip (1536 Cemetery Road). A 2005 Ford Escape, driven by Michelle Lee Schutz, 51, River Falls, was heading eastbound when it lost control and struck a guardrail. The vehicle had moderate damage. Neither Schutz nor passenger Cassandra Louise Schmidt, 31, Prescott, reported injuries.
At 4:45 p.m., St. Croix County deputies requested mutual aid in apprehending a suspect in a domestic strangulation, battery and disorderly conduct case that had been spotted in a vehicle in front of 705A N. Main St. The vehicle was running and the suspect was asleep in the driver’s seat. He was arrested without incident.
Friday, Jan. 2
Jacobo Melchi Beltran, 45, River Falls, was arrested and cited $986 for OWI, $124 for operating motor vehicle without insurance and $300 for operate motor vehicle without insurance (third within three years) after a traffic stop for driving the wrong way down a one-way street at 1:08 a.m. at Spring and Second streets. Beltran smelled of alcohol and had trouble completing field sobriety tests. He registered a .271 BAC after which police transported him to the hospital for a blood draw, where they heard him tell the nurse he’d had eight drinks. After the blood test, police transported him to Pierce County Jail. Another officer gave his passenger a courtesy ride home.
Police responded at 12:53 p.m. to Briarwood Apartments (555 N. Main St.) where the manager had found a man who had been dead for about a week. He was found sitting in a wheelchair at his computer. No foul play is suspected.
Police conducted a traffic stop on a vehicle at 6:20 p.m. that was driving without headlights at Main and Summit streets. When police the vehicle over, the passenger got out of the vehicle and started walking toward BP; he was ordered to get back into the vehicle. Both men were visibly shaking and appeared to be nervous. A probable cause search revealed baggies of meth on both men, along with drug paraphernalia. Alec Daniel Bellert, 39, River Falls, was arrested for possession of methamphetamine, possession of controlled substances near certain places, possess drug paraphernalia and a nationwide theft warrant. Driver Randy Lee Meyer Jr. 38, River Falls, was arrested for possession of methamphetamine, possession of controlled substances near certain places, possess drug paraphernalia and possession of THC (second+ offense). Meyer kept begging police not to take him to jail and offered to tell them about every drug dealer he knew in the city. Police had to obtain medical clearance at Hudson Hospital before transporting him to St. Croix County Jail.
Sunday, Jan. 4
Jordan Isaiah Battin, 28, River Falls, was arrested for felony bail jumping and possess drug paraphernalia after a traffic stop for speeding at 11:02 p.m. at Division and Grove streets. Battin’s vehicle smelled strongly of marijuana and several THC products and paraphernalia were found during a search, along with multiple air fresheners, smoke odor eliminator and eye drops to “reduce maximum redness.” He was transported to Pierce County Jail without incident.
Keenan Wray Ingram, 21, River Falls, was cited $124 for urinating in public at 1:43 a.m. at Elm and Main streets. He was advised that urinating on a building in public is not allowed.
Darrien James Foster, 21, River Falls, was cited $187 for disorderly conduct at 1:49 a.m. at Main and Elm streets after taunting another man who was getting cited for urinating in public. Foster and a group of people walked past Ingram while he was being cited and began “chirping” and taunting him. The comments continued as the group continued down the street; Foster refused to stop yelling when asked. Police found him as he walked home and explained to him why his actions were unacceptable. He continued to argue with officers, swear at them, and said he did nothing wrong, so he was cited. He also said he was provoking Ingram because he knew Ingram couldn’t do anything to him with an officer there. He and his girlfriend continued to swear at officers after he was cited.
At 10:43 p.m., police were asked to investigate a dog bite that occurred at 411 River Hills Road. A Rottweiler/Labrador mix had bitten a woman on her wrists and hands while they were playing. The woman said the dog is often aggressive and growls and snarls. The dog’s owner was issued a quarantine order.
Monday, Jan. 5
Police were dispatched to a one-vehicle crash at 12:57 a.m. at Main Street and Highway 35. A Chevy Suburban was found on its passenger side in the east side ditch. No occupants were inside. The vehicle smelled strongly of alcohol. Tire tracks indicated the truck had hit a guardrail on the west side of the road prior to the Quarry Road overpass. The tracks led to the left, then the right, then to outer concrete barrier of the overpass, before going perpendicular and leading to the crashed vehicle. Footprints were found in the snow heading toward Benson Street. Investigation led officers to believe the driver to be a 42-year-old Spring Valley man. They searched for him at St. Croix Lanes, where he works, but couldn’t find him. He was not immediately located; the case remains open.
At 1:10 p.m., two residents reported being harassed by neighbors at 513 S. Wasson Lane and wanted to file a report. The man said a skinny blonde woman had threatened to murder him the night before because he had slammed a door and woke up her baby. The woman reported receiving racist slur texts from another resident. After interviewing the suspects, police felt they didn’t have enough evidence to proceed with charges.
At 5:33 p.m., a woman called police to complaint that her roommate wasn’t allowing her at a mobile home at 1450 S. Wasson Lane to retrieve her pets. She admitted to contacting the woman repeatedly, which violated her bond. She hung up on police when she learned that she had violated her bond conditions. The roommate provided police screenshots of the communications.
At 6:08 p.m., police were dispatched to Highway 35 and Main Street for a vehicle driving the wrong way down Highway 35. Police found an SUV half a mile from the Main Street exit pulled over and facing the wrong way. When the vehicle began to move, police boxed it in to prevent the man from leaving. Nicolas Jon Olson, 83, appeared to be annoyed and said he knew he was going the wrong way, which is why he pulled over. He didn’t appear to be under the influence but insisted that he was in St. Croix Falls. He also insisted that he was fine to drive and had been doing so for years. Police offered to call someone to come get him, but he refused. Officers closed the highway while he turned around. As they watched, instead of heading north toward where he said home was, he ended up at Security Financial Bank near McDonald’s. He agreed to follow the officer north on Highway 35 to get going in the right direction. However, police were called at 8:30 p.m. to Ptacek’s Liquor (1141 S. Main St.) where staff said an older man buying THC drinks appeared very confused. Police located him at Kwik Trip, where he appeared to be angry that police were bothering him. He told officers the president was Truman or Carter and that his wife died three weeks ago. Police were able to reach his son, who was shocked that his dad was in River Falls. He agreed to come from St. Croix Falls to pick him up. Police voided his driving the wrong way citation because he appeared to be experiencing dementia symptoms.
