The following incidents were reported to River Falls Police Department Dec. 9-13.

Monday, Dec. 9

  • Eleanor Rose Ketcher, 19, Hutchinson, Minn., was cited $187 for an ID card violation at 9 p.m. at Elm and Second streets.
  • Avery Jennifer Watzke, 19, Hutchinson, Minn., was cited $187 for an ID card violation at 9 p.m. at Elm and Second Streets.
  • Bradley Michael Arndorfer, 19, Eau Claire, was cited $187 for an ID card violation at 9 p.m. at Elm and Second streets.
  • Devin Michael Develice, 19, Andover, Minn., was cited $187 for an ID card violation at 9 p.m. at Elm and Second Streets.
  • Ada Christine Schlenker, 20, Cambridge, Minn., was cited $187 for an ID card violation at 9 p.m. at Elm and Second streets.
  • Elizabeth Arlyne Clough, 19, Lino Lakes, Minn., was cited $187 for an ID card violation at 9 p.m. at Elm and Second streets.

Tuesday, Dec. 10

  • At 11:04 a.m., the owner of MetX Companies reported a 38-year-old Bay City man suspected of using the company gas card without permission between Aug. 27 and Nov. 6. His purchases, some of which were at Kwik Trips in River Falls, totaled $2,850.23. Through Kwik Trip’s surveillance system, police were able to track down three women who said the man approached them at the gas station and offered to pay for their gas in exchange for cash. One woman told officers she believed the man, who she sold a car to, was living near Spring Valley off and on with his parents. The case remains under investigation.
  • At 3:14 p.m., a Kwik Trip (1238 N. Main St.) reported thefts that occurred on Nov. 13, along with the name of the suspect. At about 5:45 p.m. Nov. 13, a woman identified as Kimberly M. Haldane, 63, Prescott, entered the store and took six “Mucinex two-dose” tablets from the shelf and went into the restroom. She left without paying for anything; employees found the empty Mucinex packs in the bathroom later that evening. Haldane was cited $187 for retail theft – intentionally take and trespassed from the store.
  • At 7:32 p.m., police received a 911 hang up call from 1470 Cemetery Road. When they called the number back, the person hung up again. The complainant then called back and reported a suspicious man walking by Kwik Trip (1536 Cemetery Road) who appeared to be intoxicated and was knocking on doors. Officers located Jeramy Michael Vadner, 32, New Richmond at Kwik Trip, where he smelled of alcohol. He was arrested for a Department of Corrections warrant and bail jumping. He registered a .217 BAC; at St. Croix County Jail, staff located a ¾ empty bottle of Badger Claw vodka in his bag. His bond conditions require absolute sobriety.

 

Wednesday, Dec. 11

  • Officers responded to a two-vehicle crash at 7:10 a.m. at Maple and Fremont streets between a 2021 Chevy Equinox, driven by Kisha Washington, 47, Skokie, Ill., and a 2014 Dodge Durango, driven by Lori Marie Vogler, 41, River Falls. Washington was traveling south on Fremont Street, slowed at the intersection, but failed to make a complete stop, didn’t yield the right of way to Vogler and went through the intersection, where the two collided. Due to the snow-covered roads, Washington’s vehicle spun around and slid backward on Fremont Street into a curb. Washington’s vehicle was towed due to disabling damage, while Vogler’s had functional damage. Neither driver nor Vogler’s 13-year-old passenger reported injuries. Washington was cited $98.80 for fail/yield right/way from stop sign.
  • Police were dispatched at 3:04 p.m. to Kinnic Veterinary Services (1333 N. Main St.) for a cat bite. A cat that was not up to date on its rabies vaccinations had been a vet tech. The cat was quarantined for 10 days at the vet facility; the vet tech responded to River Falls Area Hospital for treatment.
  • A 17-year-old River Falls juvenile was cited $600 for failure to stop for a school bus at 3:08 p.m. at Cemetery and Southridge roads. A 16-year-old River Falls juvenile was also cited $600 for the same offense at the same time and location.
  • Officers were called at 5:05 p.m. to a suspicious activity call at 494 Westwood Drive. A woman had found an Apple Airtag tracking device on the back of the driver’s seat. She later found out it had been placed there by one of her children.
  • Police responded at 9:53 p.m. to Kinnic Falls Alcohol & Drug Abuse Services (900 Orange St.) for a disorderly subject. A client was in the office drunk and belligerent, threatening staff members. He swung at staff but missed. Someone found Timothy Borrman, 37, St. Paul, drunk in the dining room. He denied drinking but was clearly heavily intoxicated and sat in a chair with his eyes closed, randomly spitting on the floor. A breath test revealed a .285 BAC. While being arrested, Borrman swore at officers, resisted and tried to trip them. He eventually agreed to get into the car if the officer agreed to shake his hand. He was taken to the hospital for medical clearance before being transported to Pierce County Jail on a disorderly conduct charge.

 

Thursday, Dec. 12

  • While at River Falls Area Hospital (1629 E. Division St.) at 12:43 p.m. for another call, a nurse notified the officer of a patient waiting to be seen for an animal bite. The victim had puncture wounds on his chin and jaw that were bleeding. He reported that his Siberian Husky had had a seizure around noon. While attempting to bring the dog into his residence, the dog woke up and bit him. The dog was ordered to be quarantined and Pierce County Public Health notified of the incident. The dog was up to date on its rabies vaccinations.
  • Viktor Timothy Knigge, 20, Cushing, was cited $600 for failure to stop for a school bus at 3:17 p.m. at Cemetery and Southridge roads. He claimed he didn’t know he had to stop for a school bus in two-way traffic.
  • Officers responded to a two-vehicle crash at 3:15 p.m. at Kwik Trip (1536 Cemetery Road) between a 2023 Honda Civic, driven by Hugh Millard Harrison, 54, Hudson, and a 2009 GMC Sierra, driven by Brock Austin Carlson, 18, River Falls. Carlson backed out of a gas pump stall and Harrison backed out of a parking stall, and they collided. The Honda had functional damage while the GMC had minor damage. No injuries were reported.
  • Police were dispatched to a two-vehicle crash at 6:18 p.m. at Main and Spring streets between a 2011 Chevy Equinox, driven by Noah James Rieken, 22, River Falls, and a 2018 Hyundai Sonata, driven by a 16-year-old River Falls juvenile. Both vehicles were traveling south on Main Street when Rieken slowed due to backed up traffic from the stoplight at Cascade Avenue. The juvenile rear-ended Rieken’s Equinox, causing minor damage to both vehicles. No injuries were reported. The juvenile was cited $111.40 for inattentive driving.
  • Esperanza Alejandrina Quezada Erraez, 24, River Falls, was arrested for misdemeanor bail jumping and cited $124 for operate without valid license after a traffic stop for operating without headlights or taillights at 7:43 p.m. at Main and Union streets.

 

Friday, Dec. 13

  • Police were dispatched at 2:55 a.m. to 1470 Cemetery Road for an out-of-control 18-year-old woman pushing people and throwing things. The woman’s mother reported that at 12:30 a.m., Skyler Marie Loveland-Cedotal, River Falls, began slamming chairs against the kitchen table, throwing napkins around the kitchen, and trying to pull her off her bed. She kept turning the lights on in her siblings’ rooms, who were trying to sleep, and pushed one child to the floor. Loveland-Cedotal tried to tell police her mother had caused the disturbance, but two videos shown to officers proved otherwise. She was arrested for domestic disorderly conduct and transported to Pierce County Jail.
  • Officers responded to a domestic in progress at 5:56 p.m. at a home in the 1000 block of Falcon Drive, where a 13-year-old juvenile reported their mother attempted to drag her down the stairs and hit her with a belt. Their father corroborated the story, and said his partner became angry when he asked their other child to help clean the basement and told him he couldn’t go to a sleepover. He said his partner has severe anger issues and threatened to cheat on him and burn his belongings during the argument. She left the scene; when police spoke to her later on the phone, she denied physically touching anyone and said they were all being disrespectful toward her during a “normal fight” between a couple. Felony physical abuse of a child – intentionally cause harm and domestic disorderly conduct charges were forwarded to the district attorney’s office for review.
  • Police were called at 10:28 p.m. to a domestic at 1485 Wildcat Court, from which dispatch received a 911 call with lots of screaming. When police entered the apartment with permission, they observed a dark red liquid splashed on the couches, walls and floors. The glass sliding patio door was open with clothes and footprints on the deck outside. Two women in the apartment didn’t appear to be bleeding or hurt. One woman told police her husband just started throwing the liquid around the apartment and pushed her a couple of times, punched a hole in the wall and threw yogurt on the floor after consuming alcohol. Jose Ivan Santiago Santos, 43, Red Wing, Minn., was arrested four days later at the apartment for domestic disorderly conduct, criminal damage to property, misdemeanor bail jumping and felony bail jumping. He was hiding in a closet when police arrived to apprehend him. After the domestic, he had fled to Red Wing where he was arrested on other charges.
