The following incidents were reported to River Falls Police Department July 1-14, 2025.

Tuesday, July 1

  • Officers were dispatched at 6:46 p.m. to an illegal dumping complaint at Third and Walnut streets. The complainant said a white male driving a black Chrysler minivan had been dumping cardboard boxes of items at the corner over the past few months. The man left behind boxes of chemical products, a mower, four tires and a basketball hoop. The subject has been seen dumping items when children and staff are present on the Ezekiel playground. A suspect was named.
  • Angel Porfirio Gonzalez Minga, 45, Minneapolis, was arrested for operate without valid license (second) and two misdemeanor bail jumping charges after a traffic stop at 8:54 p.m. at Highway 35 and Glover Road. He was taken to St. Croix County Jail without incident.
  • Police were dispatched at 9:40 p.m. to 115 S. Fourth St. for a disorderly person. Samuel Lee Ross, 27, River Falls, was arrested for a probation hold after pepper spraying his neighbor in the face. Ross claimed his neighbor stole a gas can and harassed him all day while he and his girlfriend moved out. The neighbor denied harassing the complainant and said Ross banged on his door screaming about the gas can, then sprayed him in the face. Battery and disorderly conduct charges were referred to the district attorney’s office.

Wednesday, July 2

  • At 10 a.m., a man reported being scammed by people trying to hire him over WhatsApp and Telegram. He claimed $30 had disappeared from his account. He was advised to stop responding and to delete the apps.
  • Officers responded to a one-vehicle crash at 11:11 a.m. at Walnut Street and the alley. A 2019 Freight Cascadia, driven by David J. Pachico, 37, Corcoran, Minn., struck the northeast corner of 112 E. Walnut St. as it attempted to turn right onto Walnut Street. The vehicle had no damage, while the building had scrapes. No injuries were reported.
  • Police responded at noon to Kinnic Health & Rehab (1663 E. Division St.) for a fraud complaint involving two former employees creating fake profiles to access company data after their employment ended. The case remains under investigation.
  • Officers arrested Tristan C. Stokes, 28, River Falls, for a Barron County warrant at 8:40 p.m. at 110 E. Maple St. The warrant was for theft and burglary. He was transported to Pierce County Jail for booking.

 

Thursday, July 3

Police were dispatched to a fight in progress at 2 a.m. at 1450 S. Wasson Lane #72. Two men were on the ground fighting while two women looked on. Police arrested Arentino Ja’faar Ferguson, 26, River Falls, for domestic disorderly conduct and transported him to Pierce County Jail. Three of those involved told police Ferguson was making inappropriate sexual comments to the women while they drank together, which made them uncomfortable. When asked to leave, Ferguson allegedly became angry and started fighting with the other male, who was trying to escort him out of the trailer. Ferguson claimed he didn’t know why the fight started and was just defending himself.

 

Friday, July 4

  • Officers responded at 8:33 a.m. to 222 N. Fourth St. for a broken car window. The rear window of a 2007 green Toyota Highlander had been broken by a possible BB or Airsoft gun. The cost estimate to repair the window was $700. There are no specific suspects.
  • Police were dispatched to a two-vehicle crash at 3:16 p.m. in the Wasson Lane/Cascade Avenue roundabout between a 2008 Suzuki SX4, driven by Dahlia Anne Olson, 18, River Falls, and a 2015 Ford Explorer, driven by Janet Marie Oswald, 60, Stillwater, Minn. Olson was traveling south on Wasson Lane approaching the roundabout, while Oswald was heading west through the roundabout. Olson entered the roundabout and struck Oswald, who had the right of way. Olson’s vehicle had functional damage, while Oswald’s had minor damage. Olson said a laundry basket in her car shifted and she looked away for a moment to adjust it. She was cited $111.40 for inattentive driving.
  • Officers were notified of a vehicle vs. bicycle crash at 5:44 p.m. at Charlotte and Main streets. Andrew Christopher Castillo, 56, River Falls, was biking south on Main Street and in the crosswalk when a maroon truck bumped him. The driver apologized and left the scene without rendering aid or offering information. Castillo reported minor injuries and no damage to his bike. He declined medical attention. The suspect is unknown.

 

Monday, July 7

  • Chelsey Marie Struemke, 36, River Falls, was arrested for operating while revoked (alcohol related) and ignition interlock device tampering/failure to install/violate court order after a traffic stop at 7:54 p.m. at 617 Spring St. She was transported to Pierce County Jail without incident.
  • Bernard Joel Senyonga Jr., 22, Cottage Grove, Minn., was arrested and cited $98.80 for speeding on city highway and$187 for possession of THC after a traffic stop at 10:18 p.m. at Main and Church streets. After smelling marijuana, police located a baggie of marijuana and a couple of THC vapes in the vehicle.

Tuesday, July 8

  • Police were dispatched at 5:47 a.m. to The Sycamore (745 Sycamore St.) for an elderly man found unresponsive on the floor of his room. The 90-year-old was pronounced dead due to cardiac-related issues. No foul play is suspected.
  • Officers responded to a theft complaint at 2:40 p.m. at Ptacek’s Family Market (1121 S. Main St.) A woman had stolen three packs of Mucinex (valued at over $60) by hiding them in her waistband, then discarded the empty boxes in the parking lot. Police were able to track her down through the videos. Kimberly Marie Haldane, 64, Prescott, admitted to having a problem with Mucinex addiction. She was cited $187 for retail theft – intentionally take and trespassed from all Ptacek’s stores.
  • Ivy Rae Vincent, 40, River Falls, was cited $111.40 for inattentive driving, $124 for operate motor vehicle without insurance a $187 for hit and run – unattended vehicle after a hit and run crash at 5:51 p.m. at Main and Walnut streets. Vincent, who was driving a 2004 Infiniti FX35, was heading south on Main Street through the intersection when her shifter knob fell off. While trying to put the knob back in place, she rear-ended a legally parked 2012 Subaru Tribeca, owned by Larry G. Pechacek, Both vehicles had minor damage. Police caught up to Vincent at Second and Elm streets. She told officers she’d left a note with her contact information on it for Pechacek, but none was found.
  • A property manager reported a woman illegally dumping trash, including two mattresses and a mirror, in an apartment complex dumpster at 7:23 p.m. at 237 Broadway St. Police pulled the suspect vehicle over at Main and Union streets. She admitted to dumping the items and saw the manager recording her. Mikka Tenaya Jones-Trevino, 32, St. Paul, was cited $187 for unlawful disposal of solid waste and $124 for operate without valid license. The property manager requested $253.83 in restitution for disposal of the items.

Wednesday, July 9

Police conducted a welfare check at 10:55 p.m. at 353 Nicole Lane, where a woman reporting an alleged emergency in Appleton believed she was in also in Appleton and appeared to be disoriented. After knocking for 10-15 minutes and seeing the woman’s car in the driveway, police forced entry. They found the woman asleep upstairs. She admitted to taking Valium, drinking and having memory issues. Her son was informed and said she had just moved to town the day before. She was still adamant that she was in Appleton.

 

Thursday, July 10

  • Officers were notified of a two-vehicle crash at 9:27 a.m. on Highway 35 just north of County Road M between a 2020 Ford F150, driven by Troy Lee Holm, 58, River Falls, and a 2018 Honda CRV, driven by Jo Anne Lea Lindeman, 55, River Falls. Lindeman was stopped at the stop sign, waiting to merge onto the highway. Holm tried to merge onto the highway, didn’t see Lindeman and struck her vehicle, causing functional damage to both. No injuries were reported.
  • At 9:57 a.m., a Turningpoint resident reported a restraining order violation. The case is under review by a district attorney. The complainant expressed frustration with the process and wanted charges filed.
  • Police were dispatched at 7:53 p.m. to 715 South Fork Drive for an assault and threats. Three residents told police that Chase Robert Rejsa, 42, Minneapolis, had shown up at their house with his girlfriend to return a garage door opener. When demanding money that one resident allegedly owes his girlfriend, he became enraged and slammed his girlfriend’s head into the garage door at least three times. Rejsa and the woman told police she had fallen because of her cerebral palsy and only skinned her knees, but she had a large goose egg on her head. The residents also reported, when questioned separately, that Rejsa had threatened to shoot them and kill them in seven days if he didn’t get the money. Police pulled Rejsa and the woman, along with their two small children, on Second Street. They ordered Rejsa out of the vehicle at gunpoint. He was arrested for intentionally subject an individual at risk to abuse, possession of THC (second+ offense), domestic battery, domestic disorderly conduct and possess drug paraphernalia charges and taken to Pierce County Jail.

 

Friday, July 11

  • At 7:23 a.m., a 2024 Ford Escape, driven by Alexander Martin Anderson, 33, River Falls, swerved to miss a deer on Highway 35 just south of Quarry Road, nicked part of it and struck a signpost in the center median. The vehicle had functional damage. No injuries were reported.
  • Officers were dispatched at 8:20 a.m. to a suspicious activity call at 619 Field Ave. A man was found in a fenced-in backyard; he claimed he was there to meet a realtor and a black Tesla was parked on the south side of the residence. The complainant said he wasn’t selling his home and had no idea why the man would be there. Police arrived and spoke to the suspect, a 75-year-old Hudson man, who appeared confused and disoriented. He claimed he was meeting a realtor but then changed his story, stating he was simply looking at real estate. His inconsistent statements raised concerns about his mental state. He had a large bruise on his left eye; he said he had a recent head injury, which was visible as a shiner on his face. He claimed he had bumped his head on a dock. EMS responded to evaluate him; after trying to contact his wife and not reaching her, police allowed him to head home using the self-driving feature of his Tesla. Police made sure the home was secure before leaving.
  • Police were dispatched to a two-vehicle crash at 9:22 p.m. at Main and Summit streets between a 2014 Freight semi, driven by Arthur William Gill, 49, Webster, and a 1999 Chevy Silverado, driven by a 16-year-old River Falls juvenile. While heading northbound, Gill moved the semi into the left-turn lane in order to make a wide right turn into the Auto Value parking lot. The juvenile attempted to pass the semi on the right and the trailer sideswiped it and dragged it a short distance. Three juveniles were in the Chevy with loud music playing. Gill said he’d had his blinker on for at least a block, but the juvenile driver said he didn’t see it until it was too late. The semi had minor damage, while the Chevy was towed due to disabling damage. No injuries were reported. The juvenile was cited $124 for probationary licensee operate Class D vehicle with other person in vehicle.

Saturday, July 12

  • Benjamin Lee Fochs, 46, River Falls, was cited $124 for urinating in public at 3:04 a.m. between two buildings at 222 and 224 S. Main St. He told police he thought no one could see him there.
  • Police responded to a two-vehicle crash at 10:45 p.m. in the McDonald’s parking lot (1505 Paulson Road) between a 2007 Chevy Suburban, driven by a 16-year-old St. Paul juvenile, and a legally parked 2015 Ford Focus, owned by Kristen Ann Rodriguez, River Falls. The juvenile entered the parking lot and attempted to pull into a parking spot next to Rodriguez, but due to the vehicle’s large size, struck the Ford’s rear corner. The juvenile initially left the scene because she was scared but came back. Both vehicles had minor damage. No injuries were reported.
  • Officers were dispatched at 11:21 p.m. to Mel’s Bar (111 S. Main St.) for a disorderly person who wouldn’t leave the bar. The suspect left and headed toward Family Fresh. Police soon got a call about a disturbance at Broz (127 S. Main St.) The caller advised dispatch that several people were yelling at each other inside the bar. Police learned that James Steven Todd, 47, Roberts, the suspect from Mel’s, had called police from Broz. Staff from Mel’s said Todd had stolen tips from a tip jar. Todd denied this and said his friend was also accused of smoking meth, which made him angry. While questioning Todd, his story kept changing and he became increasingly agitated. At one point, he threw his hat on the ground, untucked and opened his shirt and advanced toward an officer, wanting to fight him. He was arrested for disorderly conduct, trespassed from both bars and transported to Pierce County Jail.

Sunday, July 13

  • Police responded to a domestic at 12:29 a.m. at 1450 S. Wasson Lane #71. Angel Ignacio Alatorre, 35, River Falls, had allegedly pulled the hair of his girlfriend during an argument over food stamps. She also had a bruise on her arm from a previous unreported domestic incident. She gave police permission to enter the trailer, but Alatorre had fled the scene. The woman, Brenda E. Leon, 38, River Falls, was arrested for a Pierce County warrant and transported to jail without incident. She called police again at 8:34 p.m. Aug. 14 to report Alatorre had returned. Police found him walking at Cemetery Road and Wasson Lane, where he was arrested for domestic battery, disorderly conduct and a warrant. He denied pulling Leon’s hair on purpose.
  • At 2:17 a.m., police encountered a man screaming on the sidewalk in the 100 block of South Main Street. He smashed his phone after having a fight with his wife, whom he couldn’t find. Police arrested Zachary Albert Marz, 34, St. Paul, for a probation violation (absolute sobriety). He was transported to St. Croix Jail without incident.
  • At 12:27 p.m., a complainant at 122 ½ W. Cascade Ave. reported items had been taken out of her van, including Nike Jordans ($100), Nike shoes ($60), 12 sparkle high heel shoes/sandals ($200), Hart Impact Driver drills and ratchet sets ($2,000), a yellow and black bag of tools ($60), a black toolbox filled with tools ($50), a red and black shop vac ($60), a bag containing birth certificates and social security cards, a bin of telescopes ($1,000), and a kids’ wagon ($100). A Shark vacuum ($200) was also damaged. Some of her items were found in Kinnickinnic State Park July 15, but not all.
  • At 2:01 p.m., two juveniles (ages 16 and 17) reported an altercation on a Glen Park (361 W. Park St.) trail. After saying hello to a man and his child on the trail, they heard the child say “Dad.” When they turned around, the man had his fist raised toward them, called one a “faggot” and threw a half-full can at his cheek. The suspect was not found.

 

Monday, July 14

  • Police were dispatched to a disturbance at 6:29 p.m. at Hoffman Park (547 Hanson Drive). One witness reported seeing a man go toward another man with an axe. After interviewing those involved and multiple witnesses, police learned that Matthew James Redenius, 36, homeless, had been drinking heavily. His girlfriend said he is bipolar and hadn’t received his medication in three months. When he was following her around outside their tent and screaming at her, another man intervened to protect her. He pointed a mallet at Redenius, not an axe. Redenius kept trying to fight officers and called them pigs. After posturing in a boxing stance, police threatened him with a Taser. He was arrested for domestic disorderly conduct and transported to St. Croix County Jail.
  • Officers were called at 11:26 p.m. to the Radisson (100 Spring St.) for a woman acting strangely in the lobby. After being told the hotel had no vacancy, the woman continued to loiter and was touching everything. When police arrived, they found a pink purse and pair of slippers sitting outside on Spring Street. The woman was standing by the breakfast counter with jelly containers, a small open peanut butter container and two cups full of trash. She was swaying and using the counter for support. Diana Doralee Rigney, 34, Hudson, admitted to drinking while on probation and registered a PBT of .234. Probation declined to place a hold on her and she was given a courtesy ride to Veterans Park to wait for a friend. Hotel staff called police again at 4:15 a.m. July 15 to report Rigney was back at the hotel in the bushes. She was not located. Police found her bag and flip flops in front of Circle K.
