The following incidents were reported to River Falls Police Department July 23 through Aug. 25, 2025.

Wednesday, July 23

A dog bit a post office employee at 11:20 a.m. at 522 E. Walnut St. A dog pushed open a screen door and bit the postal employee in the leg while she was trying to put mail through the slot. The employee had clear puncture marks and planned to go to urgent care. The dog was not up to date on its rabies vaccines, requiring three visits in 10 days to the vet to monitor for rabies. Police issued the owners a quarantine notice as well.

Wednesday, Aug. 6

Police responded to a car vs. deer crash at 8:37 p.m. on Highway 65 one-quarter mile south of Golf View Drive. A 2021 Toyota Rav4, driven by Kevin Brian Tlougan, 52, River Falls, was heading south on Highway 65 when a deer came out of the ditch. He knicked it with his tire, which sent the deer into the path of a 2014 Buick Lacrosse heading northbound, driven by a 17-year-old Roberts juvenile. The Toyota had no damage while the Buick had functional damage. No injuries were reported.

Tuesday, Aug. 12

Police were dispatched at 5:52 p.m. to Walgreens (1047 N. Main St.) for a woman screaming at employees and refusing to leave the drive thru. Police identified her as Laury Kay Callender-Hartmann, 64, River Falls. She was extremely upset her prescription hadn’t been filled and continued to yell at the employee in front of police. The employee had told her they could have it ready in a few minutes, but that she would need to get out of the line. She was angry because she didn’t think it should take so long to fill a prescription and she was in pain. The employee told police a glitch in the system made the prescription show up late; she told Callender-Hartmann the medicine could be ready in 10 minutes, but she wasn’t happy with that answer. Due to her behavior, Walgreens was no longer willing to fill the prescription and wanted her trespassed from the store.

Wednesday, Aug. 13

  • At 9:39 a.m., police took a trespassing complaint at 236 S. Apollo Road. The homeowner accused people of vandalizing her property in the St. Croix Valley Habitat for Humanity Eco Village and the homeowner’s association, which she claimed had dissolved, of violating title fraud and cutting property lines. The SCVHH executive director told police they’ve had ongoing issues with the complainant regarding property lines and unauthorized actions on SCVHH land. She said the dispute originated from landscaping work being done on the property, which included herbicide spraying, excavation and planting. She said the complainant had repeatedly removed survey stakes marking property boundaries placed by a professional surveyor Aug. 3 or 4, causing more than $5,000 in extra costs for a landscaping project. She said the complainant had placed a gazebo, firepit and permanent fence on Habitat property without permission. The director said the woman had been harassing them verbally and on social media and hadn’t paid her mortgage and HOA fees since 2020, so her home was in the process of being foreclosed. The woman refused to acknowledge the survey results and became aggressive toward police. She later posted videos on Facebook talking about deadly force with a gun. The case was sent to the district attorney’s office for review.
  • Emily Rose Peterfeso, 30, River Falls, turned herself in at 3:37 p.m. at the police station for a civil warrant. She was transported to the jail for bonding without incident.
  • Officers were dispatched to a fraud complaint at 5:50 p.m. at 555 N. Main St. A woman reported identity theft stemming from an incident 13 years prior.
  • Police were notified of a hit and run crash at 6:36 p.m. at highways 35 and 65. A semi-trailer struck a traffic sign in the median while coming from the off-ramp onto southbound Highway 65. The driver is unknown.
  • Officers responded at 6:40 p.m. to an EMS call at Comforts of Home (2348 Aurora Circle). An 86-year-old man had stopped breathing and had a “do not resuscitate” order in place. The medical examiner determined his body had no signs of trauma or suspicious circumstances, noting he had multiple severe health issues.
  • Kevin Patrick Hare, 52, River Falls, was arrested and cited $986 for OWI and $986 for operating with PAC after a traffic stop for driving without headlights at 9:01 p.m. at Main and Division streets. Hare, who had red, glossy eyes and slurred speech, smelled of alcohol. He denied drinking at first, then admitted he’d come from golf league and a downtown bar. After field sobriety tests, police had probable cause for an OWI arrest. He registered a .11 blood alcohol content level. After booking, he was released to his wife.

Thursday, Aug. 14

  • Police responded to a two-vehicle crash at 11 a.m. at Main and Walnut streets between a 2016 Mazda 3, driven by Gary Frederick Larrabee, 74, River Falls, and a 2023 Jeep Gladiator, driven by Matthew Antonio Grothe, 33, Baldwin. Larrabee was attempting to leave his parking spot to head north, failed to see Grothe heading north, and struck his vehicle. Both vehicles had functional damage. Neither driver nor Grothe’s passenger, Raquel Kalynn Christenson, 32, Baldwin, reported injuries.
  • Officers were dispatched to a two-vehicle crash at 2:29 p.m. at Main and Pine streets between a 2011 Chevy Silverado, driven by Amanda Marie Block, 40, Bay City, and a 2016 Chevy Tahoe, driven by Le Rae Dee Zahorksi, 71, Hudson. Block was passing by Zahorski, who pulled out of her parking spot and struck her back passenger side. Both vehicles had minor damage. Neither driver nor Zahorski’s passenger, Roger John Zahorski, 79, Hudson, reported injuries.
  • Police responded at 3:23 p.m. to 555 N. Main St. for an unresponsive 85-year-old woman. She was pronounced dead at the scene due to natural causes. Her family said she had multiple health issues and didn’t take her prescribed medications as directed.
  • Officers took a harassment report at 5:29 p.m. at 827 Willow Place. A woman reported receiving threatening text messages from her ex-mother-in-law. The texts threatened her life if she didn’t apologize for comments made in a group text. The MIL told police she’d stop contacting her once she got an apology; they advised her to stop immediately or risk criminal charges.

 

Friday, Aug. 15

  • RF police and Pierce County deputies responded at 12:33 a.m. to an active domestic at N8034 920th Dorian M. Cross, 52, River Falls, was arrested for domestic disorderly conduct after refusing to comply with officers’ commands and go to bed. He was highly intoxicated and insistent that he could do whatever he wanted in his own home. The female resident said he woke her up and refused to stop screaming; she admitted to a history of domestic issues between the pair. When Cross fell to his knees and refused to move, police arrested him and transported him to Pierce County Jail.
  • Officers arrested Morgan Ann Moreno, 33, River Falls, for three warrants during a traffic stop at 7:25 p.m. at Kwik Trip (1200 S. Main St.) She was taken to Pierce County Jail. Chase Gerald Kohl, 41, River Falls, was cited $124 for operating while revoked. He was told to find someone else to drive the vehicle.

 

Saturday, Aug. 16

  • Alex J. Atwill, 22, River Falls, was cited $124 for urinating in public at 1:04 a.m. at Elm and Main streets.
  • Jade Elizabeth Rhodes, 34, New Richmond, was arrested and cited $250 for operating while revoked (alcohol related) and $150 for ignition interlock device tampering/failure to install/violate court order after a traffic stop for driving without headlight and making an illegal U-turn at 10:14 p.m. at Main and Maple streets. She was taken to Pierce County Jail.

Sunday, Aug. 17

  • Police responded at 2:30 p.m. to a complaint of a dog left in a hot vehicle parked at Roosevelt and Grove streets. A neighbor said the car had been parked there since 8 a.m. It was well over 100 degrees in the car and the dog was in distress. The owner, William Sheridan Fertch, 32, Bay City, walked up to police and told them he’d been knocking on doors for political reasons. He admitted to leaving the dog in the car. He was cited $98.80 for care of dogs/domestic animals.
  • Officers were dispatched at 11:30 p.m. to Kwik Trip (1238 N. Main St.) for a man making employees and customers uncomfortable. He had been loitering at the store for three days, staying in the restroom for long periods of time and accusing people of stealing things from his bags. Nicholas Michael Masterson, 38, Minneapolis, was issued a trespass notice for the store and property. He admitted to lingering at the store for hours at a time, getting hot water for coffee and smoking cigarettes.

 

Monday, Aug. 18

  • At 9:15 a.m., a resident at 2327 Aurora Circle reported fraud from a scammer claiming to be from Xfinity. The caller spoke of a promotion expiring which required the complainant to buy gift cards totaling $420. The complainant bought the gift cards and continued to receive calls from the scammer claiming there was issue with his payment. He blocked the scammer and informed Xfinity of the scam calls.
  • At 10:49 a.m., police responded to a report of marijuana use at an apartment complex at 237 Broadway St. The suspect said he hadn’t smoked marijuana in three days and uses a vape pen inside. He said he was being unfairly targeted by neighbors and management. Police smelled marijuana in the apartment, plus air freshener. Joseph Andrew Morgan, 33, River Falls, was cited $187 for possess drug paraphernalia.
  • Property damage was reported at 2 p.m. at the lower dam (355 Park St.) A door lock had been cut, along with two 2x4 pieces of wood. Nothing inside the building was damaged.
  • Juan Olguin Chavez, 32, River Falls, was arrested and cited $986 for OWI, $986 for operating with PAC, $86.20 for operation without required lamps lighted, $187 for possess open intoxicants in motor vehicle – driver, $187 for possess drug paraphernalia, $187 for possession of THC and $200 for operate without valid license (second within three years) after a traffic stop at 10:33 p.m. at Cemetery Road and Sorenson Street. Police pulled over the vehicle for driving without headlights, driving far below the speed limit and swerving in its lane. Olguin Chavez had bloodshot, red eyes and slurred speech. A drug pipe was in plain view on the seat; police also found an open can of Modelo. After performing field sobriety tests and registering a .13 BAC, he was arrested and transported to Pierce County Jail.

Tuesday, Aug. 19

  • Police took a 911 call from a 6-year-old boy at a home in the 100 block of Emory Drive who had been left home alone and wanted to know when his mother would be home. Police learned she had gone to the hospital with her boyfriend, who was having a diabetic reaction, around 9:30 p.m. The child had food and the home appeared to be clean. Police reached her and she returned home immediately. CPS deemed there was no threat to the child but advised her to find childcare instead of leaving the child alone.
  • Officers were informed of a two-vehicle crash at 12:02 p.m. that occurred at 4:01 p.m. Aug. 18 in the parking lot of 1163 N. Main St. between a legally parked 2017 Chevy Equinox, owned by Lori Kay Severson, Roberts, and a 2006 Toyota Tundra, driven by Daniel Gail Dutton, 82, River Falls. Dutton struck the back end of Severson’s vehicle after backing out of a parking spot. Dutton didn’t remember striking Severson’s vehicle. Both vehicles had minor damage. No injuries were reported. Dutton was cited $313 for failure of operator to notify police of accident.
  • A woman reported a man for violating a no contact order at 8:03 p.m. at Emma’s Bar (222 S. Main St.) He admitted to speaking to her at the bar, saying he wanted to apologize for a past incident, but that she got argumentative. Police referred a misdemeanor bail jumping charge to the district attorney’s office.

 

Wednesday, Aug. 20

  • At 7:27 p.m., police were called to the 1900 block of Pika Trail for a watermelon thrown in the back yard of a black family. Police found the watermelon in the road and documented the incident.
  • Police responded to a two-vehicle crash at 11:08 a.m. in the 100 block of North Main Street between a 2017 GMC Yukon, driven by Alyse Nicole Moelter, 39, Hudson, and a legally parked 2018 Jeep Cherokee, owned by James P. Gregor, River Falls. Moelter was trying to park in the stall in front of the Jeep and struck its front end with her passenger side. Both vehicles had minor damage. No injuries were reported.
  • At 9:40 a.m., a resident at 1018 S. Main St. reported a bag had been stolen from a vehicle sometime between 8 p.m. and 4 a.m. The bag contained tools, vice grips, a screwdriver set and a portable phone charger, all worth about $140.

 

Thursday, Aug. 21

  • Police were dispatched to an assault at 6:50 a.m. at 117 Church St. A 57-year-old man said he had gone outside to smoke at 6:30 a.m. when Ethan May, 25, River Falls, came out the back door and struck him with a wooden chair leg unprovoked. He was knocked to the ground and his shoes and glasses fell off. He was able to get up before he was struck again and May chased him around the parking lot waving the chair leg. He admitted to pulling out a pocketknife to deter May, who told him to “fight fair.” He was able to get inside the apartment building and lock the door, run upstairs and call 911. May admitted to going after the man and said it’s because the man continuously harasses him by knocking on the doors, walls and windows and stomping around. Police noted the two don’t live near each other. The victim said he’s never really spoken to May, but that May has attacked others before and likes to quote Bible verses. May claimed the man had threatened him before with a knife and gun but said he never called police. He was arrested for disorderly conduct and battery and transported to Pierce County Jail. EMS evaluated the victim, who had cuts and bruises.
  • At 10:02 a.m., police responded to Auto Value (658 N. Main St.) for a possible prescription medication theft. An employee said Adderall and Xanax had been taken from a purse in her unlocked vehicle. There are no suspects.
  • Police were informed of a hit and run at 10:30 a.m. that occurred at 4:30 a.m. and 7 p.m. Aug. 15 in front of 129 E. Walnut St. An unknown vehicle backed into a 2020 Tesla S, owned by Ryan T. Hoefer, Chippewa Falls, causing minor damage. Hoefer didn’t notice the damage right away due to heavy rain.
  • Officers were dispatched to a two-vehicle crash at 3:59 p.m. at Main Street and Paulson Road between a 2021 Ford Explorer, driven by Lonnie Wayne Hamilton, 70, River Falls, and a 2015 Ford Fusion, driven by Susan Ann Mead, 70, River Falls. Hamilton rear-ended Mead, who was stopped at the red traffic light. He said a truck was following so closely behind him that it activated a safety feature that occurs when something is too close. He tried to brake to avoid striking Mead, but the brake pedal was all the way to the floor and not stopping. His foot also slipped off the brake. The Explorer had minor damage while the Fusion had functional damage. No injuries were reported.
  • At 8:24 p.m., a Family Fresh employee reported an assault that occurred at the store between 4-5 p.m. A woman said an unknown male customer approached her and put his hands around her waist and pulled her into an embrace. She said the man called her “sweetheart” and asked her how she was doing. When watching the surveillance video, police identified the suspect as a vulnerable adult who is usually accompanied by a caretaker. He also hugged a male employee. The man’s caretakers confirmed the man has the cognitive capacity of a child and meant nothing sexual. They assured police they would watch him more closely in the store and promote appropriate behavior.

 

Friday, Aug. 22

  • At 1:55 p.m., police took a fraud complaint from a resident at 1747 Sorenson St. Someone had made a fraudulent online transaction originating in Japan totaling $1,785.13 from the woman’s bank account. Her bank canceled her debit card and told her to report the incident to police.
  • Sayra Silvana Gonzalez Gonzalez, 22, River Falls, was cited $200 for operate without valid license (second within three years) and $73.60 for violation of child safety restraint after a traffic stop for an out headlight at 9:54 p.m. at Main and Cedar streets. The driver had child with her not restrained in a car seat.

Saturday, Aug. 23

  • Jhunior Ramiro Medina Ambuludi, 28, Hudson, was arrested and cited $98.80 for driving against traffic on a one-way street, operate without valid license (third) and a probation hold after a traffic stop at 3:35 a.m. at Spring and Second streets. Police gave his passenger, Sayra Silvana Gonzalez Gonzalez, 22, River Falls, a courtesy ride home.
  • At 9:51 a.m., police documented an ongoing dispute between neighbors at 3180 Derby St. The complainant said her neighbor was on her property with two spray bottles spraying something on the grass. In video she could be seen near the property line, but not within a roped off area, so a trespassing ticket wasn’t issued.

 

Sunday, Aug. 24

  • Cassandra May Sims, 22, Minneapolis was arrested and cited $986 for OWI and $986 for operating with PAC after a traffic stop at 1:21 a.m. at Second and Elm streets. Sims almost ran a red light and T-boned a squad car at Maple and Main streets. She also drove in the wrong traffic lane when police were trying to pull her over. She smelled of alcohol and had bloodshot eyes. Her friend told police they were coming from Shooter’s. After field sobriety tests and registering a .13 BAC, police arrested Sims and took her to the station for booking.
  • At 3:53 a.m., police observed the stop sign and pole at Main and Church streets had been taken. There are no suspects.

 

Monday, Aug. 25

  • Denee Fox, 18, River Falls, was cited $187 for possess drug paraphernalia and Lacameron Angelo Adams, 18, Oakdale, Minn., was cited $124 for speeding on city highway after a traffic stop for speeding at 1:45 a.m. at Main and Union streets. Due to the smell of marijuana in the vehicle, police searched it and found two baggies of marijuana, THC vapes, a glass smoking device and marijuana blunts.
  • Police responded to a trailer vs. building crash at 1:13 p.m. in the 400 block of South Winter Street. A 2011 Ford F350, driven by Nelson Thomas Polen, 19, Knapp, was towing two trailers when one of them came detached and ran into 401 S. Winter St. The driver found the trailer hitch pin in the road. The vehicle had no damage but the building did.
