The following incidents were reported to River Falls Police Department March 10-18.

Monday, March 10

  • At 3:57 p.m., a resident at 1920 Pika Trail reported fraud to the police. A total of $9,583 had been withdrawn over the course of a few days from her Discover Card. Discover reimbursed her the money from the fraudulent transactions. She believes her card was compromised at a St. Paul coffee shop.
  • At 4:49 p.m., a Lake Elmo, Minn. resident reported his checkbook had been stolen from his vehicle while it was parked at 715 S. Main St. on Feb. 24. Someone had written out a check and forged his signature, which his bank reported. He was advised to report the crime to the Lake Elmo Police, since his bank is located there.

 

Tuesday, March 11

  • Officers responded at 11:27 a.m. to 1078 N. Main St. for a dog bite. Police found a man holding his bloody hand while sitting in a vehicle. He said he’d been attacked by a large white dog while delivering Meals on Wheels. The dog knocked him to the ground and began biting him on his hand, knee and chest/neck. The victim’s wife took him to Hudson Hospital ER after EMS evaluated his injuries, where he received six stitches in his hand. Police spoke to the dog’s owner, who said the Great Pyrenees mix is territorial. They learned the dog had bitten someone else in 2022. Tammy Marie Oestreich, 56, River Falls, was cited $98.80 for cat/dog without provocation injures person/domestic animal/property. She told officers the victim had made the situation worse by punching the dog in the face after it attacked him. Because Oestreich did not comply with the health department’s quarantine order, charges for failure to comply with quarantine and dog causing damage – without notice will be forwarded to the St. Croix County District Attorney.
  • Police were notified of a hit and run at 5:25 p.m. that occurred on St. Croix Street near Powell Avenue. A 2017 Jeep Grand Cherokee, owned by Bryanna M. Athmann, Stillwater, Minn., was legally parked on the west side of St. Croix facing south. Sometime between 9 a.m. and 5:25 p.m. another vehicle struck the driver’s door, causing minor damage and leaving red paint transfer. The other vehicle fled the scene.
  • Police were dispatched at 7:08 p.m. to Kinnic Health & Rehab (1663 E. Division St.) to document a change in someone’s will. The man’s son said his dad was on his deathbed and wanted police to document a change in his will. He told officers his dad’s ex-girlfriend had several items March 7 before the will was changed, including his wallet and credit cards, $5,000 in $100 bills, 33 ounces of silver, 4.75 ounces of gold and 3 ounces of platinum. The total of items stolen came to $20,000. He wanted the situation documented. The father told police he wanted his will changed.
  • At 7:38 p.m., police were dispatched to Morgan Road and Birch Street for a driving complaint. The complainant said a silver Volkswagen Passat was brake checking her on Cascade Avenue. When the vehicle went into the left turn lane, she passed it, but then it got behind her and began following her. She pulled into a driveway on Birch Street because she felt unsafe. The other car blocked her in the driveway for about 30 seconds while the driver was screaming. After he left, she pulled out of the driveway but the other car came back, driving right at her and threw something at her car. Officers pulled the suspect vehicle over at Cascade Avenue and Sixth Street. The driver, Casey John O’Neil, 33, River Falls, was irate and called the complainant many derogatory terms, including a “stupid little b-word” and said she was “riding his ass.” He also called her by name and seemed to know where she lived. O’Neil was cited $187 for disorderly conduct and $923 for reckless driving – endanger safety. While in the squad, the squad’s camera picked up O’Neil making concerning statements about getting revenge on the woman. The woman told police she had no idea who he was or how he could know her name.

 

Wednesday, March 12

Police responded to a two-vehicle crash at 7:24 a.m. in the parking lot of River Falls High School (818 Cemetery Road) between a 2003 Pontiac Grand Am, driven by Kennedy Jean McConnell, 18, River Falls, and a 2012 Chevy Malibu, driven by a 16-year-old River Falls juvenile. McConnell was making a lefthand turn into the parking lot. The juvenile, who was stopped at a stop sign, proceeded ahead and rear-ended McConnell as she turned. The Grand Am was towed due to disabling damage, while the Chevy had functional damage. No injuries were reported.

 

Thursday, March 13

  • At 4:21 p.m., a resident at 544 E. Pine St. said a Galaxy Watch6 had been stolen from a sealed Amazon package, delivered that day. The watch’s package was ripped open and empty. The watch is valued at $183.95.
  • Police were notified of a two-vehicle crash at 1 p.m. that occurred at 11:10 a.m. at the Kwik Trip (1536 Cemetery Road) car wash. A 2016 Chevy Silverado, driven by McKenna Rose Kaszynski, 22, Fergus Falls, Minn., was moving forward in the car wash line. When the automated machine told her to back up, she pulled forward and struck the machine. She believes the truck’s brake pad had become stuck in the machine. The vehicle had minor damage.
  • Officers responded to a two-vehicle crash at 3:21 p.m. on Cemetery Road in front of Kwik Trip (1536 Cemetery Road) between a 2013 Jeep Wrangler, driven by a 16-year-old River Falls juvenile, and a 1994 Dodge Grand Caravan, driven by Charlotte Roberta Roth, 58, River Falls. Roth was heading west on Cemetery Road from the Highway 65 roundabout, and the juvenile was attempting to turn left out of the Kwik Trip parking lot when the two collided. The juvenile said she didn’t see Roth approaching due to a vehicle next to her in the right-hand turn lane. The Jeep had minor damage, while the Dodge had functional damage. No injuries were reported. The juvenile was cited $98.80 for fail/yield while making left turn.
  • Police were dispatched at 11:46 p.m. to Hathorn Hall (620 S. Third St.) for a possible underage drinking complaint. The RA told police she had already confiscated one bottle of alcohol. One 18-year-old admitted to drinking Pink Whitney shots and registered a BAC of .058. She was informed campus police would be following up with her and others who had been drinking in the room.

Friday, March 14

  • Laban Sembrera Darwing, 24, River Falls, was cited $200 for operate without valid license (second within three years) after a traffic stop for erratic driving behavior at 1:05 a.m. at Second and Cedar streets.
  • Police were dispatched at 1:35 a.m. to 318 Kennedy St. for a domestic. A woman said her adult son was drunk and angry, slamming things and screaming at people. When police found him in the living room, he agreed to go to bed and leave his mother alone. Before officers could pull away, the woman called them back and said the minute they left, he came out of his room and began screaming again. When she and her husband retreated to their bedroom, he tried to force their door open to continue the contact. Shawn Scott Wolfstellar, 37, River Falls, was arrested for domestic disorderly conduct and transported to Pierce County Jail.
  • Police were called at 11:21 a.m. to 227 S. Fourth St. for suspicious activity. The landlord said a tenant had reported finding someone sleeping on the front porch. The man, identified as Thomas J. Apel, 44, Baldwin, said he’s homeless and had slept outside the night before near the River Falls Public Library. He said he’d come to the Fourth Street home to find a friend. In Apel’s possession police found a glass pipe, several prescription medications jumbled together, a baggie of marijuana, and a scale with white residue that tested positive for meth. Apel was arrested for possess drug paraphernalia, possession of THC, possession of narcotic drugs and a warrant and transported to St. Croix County Jail.

 

Sunday, March 16

  • While driving at 4:20 p.m. near Main and Maple streets, an officer smelled the skunky smell of marijuana coming through his open window. He tracked the scent to a Mitsubishi Mirage parked at Subway (201 N. Main St.) The two occupants had glazed over eyes and appeared to be under the influence, though they said they’d smoked two hours earlier. Police found a small amount of marijuana in the car, along with a grinder, tray, straws and jar. Dakota Lee Fredrickson, 19, River Falls, was arrested and cited $187 for possession of THC and $187 for possess drug paraphernalia. The female passenger was allowed to arrange for a ride home while Fredrickson went to the police station.
  • Police responded at 6:18 p.m. to a residence in the 200 block of West Johnson Street for an out-of-control autistic juvenile. He was upset about not being able to play on the PS4 while his brother and a friend were using it. During the meltdown, he threw things, bit, kicked, and choked his father. The father had bite marks around his neck. A report was sent to Pierce County Human Services for review.

 

Monday, March 17

Police were dispatched at 10:46 a.m. to the Radisson Hotel (100 Spring St.) for a man dressed all in black wandering the second floor. Timothy Matthew Cariveau, 26, River Falls, told police he was checking out of a room for a friend named Tinn when he was told to leave. He was trespassed from the building and escorted out.

Tuesday, March 18

  • At 12:10 a.m., police noticed a motorcycle speeding south in the 600 block of North Main. When officers got behind the motorcycle, it seemed to speed up and made a U-turn at Locust Street, heading back the way it had come. It turned onto Elm Street, then Maple Street and stopped at the stoplight. The motorcycle had no license plate or rear fender. When police activated their lights for a traffic stop, the driver took off quickly, turning right onto Main Street. Police reached 60 mph before terminating the pursuit near Summit Street. They learned St. Croix County deputies later arrested Eli John Noser, 30, Hudson, for OWI-third, vehicle operator flee/elude officer, reckless driving – endanger safety, unreasonable and imprudent speed, non-registration of vehicle and operating motor vehicle without insurance.
  • A theft was reported at 6:59 a.m. at 3024 Radio Road. A black Afton Alps vest, Afton Alps nametag, Gooder sunglasses and $5 in loose change had been taken overnight from an unlocked vehicle. There are no suspects.
  • Police responded to a two-vehicle crash at 12:43 p.m. on Cemetery Road just west of Knollwood Lane between a 2024 Ford Bronco, driven by Ryan Keith McNamara, 42, River Falls, and a 2011 Toyota Venza, driven by Quinn Daniel Stoerzinger, 22, Maplewood, Minn. Stoerzinger was traveling eastbound on Cemetery Road approaching the South Wasson Lane roundabout while McNamara was directly behind him. As Stoerzinger slowed for the roundabout, McNamara rear-ended his vehicle. McNamara’s vehicle had minor damage, while Stoerzinger’s had functional damage. No injuries were reported. McNamara was cited $124 for automobile following too closely.
  • Officers were dispatched at 2:27 p.m. to Positive Alternatives (2860 Williams Ave.) for an out-of-control juvenile who was damaging property. Police found a door that had been ripped apart, a shoe rack that had been tipped over and more. The juvenile was mad that their privileges had been taken “for no reason.” The teen was taken out to a squad car to calm down. Charges were referred to St. Croix County Juvenile Intake.
  • Police were called to a two-vehicle crash at 5:20 p.m. at Cascade Avenue and Highway 35/65 between a 2020 Chevy Silverado, driven by Rebecca M. Lane, 42, Ellsworth, and a 2007 Toyota Tacoma, driven by Glen Dean Vest, 49, Ellsworth. Both vehicles were in the turn lane to turn south onto Highway 65. Lane was slowly moving forward, but stopped again to yield to oncoming traffic. Vest rear-ended her truck, causing minor damage to it. His truck had no damage. Vest was cited $124 for automobile following too closely. No injuries were reported.
  • After pulling over a vehicle at 8:47 p.m. at Eighth and Division streets for inoperable license plate lights and running lights, police could smell marijuana emanating from the vehicle. Mark Joseph Lundgren, 44, River Falls, denied having marijuana in the vehicle and said he last smoked in the vehicle last week. Through the window, police could see drug paraphernalia in the cupholder. Inside the car police found a glass pipe, a pill container with marijuana residue, four clear Ziplock bags containing marijuana in a black backpack, a THC vape cartridge and a debit card belonging to someone else. The Ziplock bags contained 1 ounce of marijuana each. Lundgren said he’d found the debit card at the WESTconsin ATM a month ago. Lundgren was arrested for possession of THC and possess drug paraphernalia, cited and released. The debit card owner said he’d lost his card and cancelled it, resulting in no new charges.
