River Falls Police Department reports: May 27-June 1, 2025

The following incidents were reported to River Falls Police Department May 27 through June 1, 2025.

Tuesday, May 27

Madelyn G. Kloos, 39, River Falls, was arrested for a warrant at 7:17 p.m. at 405 S. Wasson Lane. She was transported to Pierce County Jail without incident.

 

Wednesday, May 28

At 10:58 p.m., police saw two people with warrants traveling by vehicle at East Cascade Avenue and Main Street. When they attempted a traffic stop, the vehicle continued driving, turning west on Park Street. It finally stopped near Glen Park Road and the driver, Chase Gerald Kohl, 40, River Falls, got out and sprinted away from police through numerous yards. Officers pursued him and caught up to him behind 125 Cascade Court, where he got hung up in vegetation. Police had to Tase him to get him to stop and even then, he continued to resist arrest. They also found a bag of meth they believe he threw as he ran, which he denied was his. He was arrested for the warrant, possession of methamphetamine, obstructing or resisting an officer and operating while revoked (alcohol related) and transported to Pierce County Jail. Kohl’s passenger, Morgan Ann Moreno, 32, River Falls, was ordered out of the vehicle at gunpoint when Kohl ran. She was arrested for a warrant and transported to Pierce County Jail without incident. Inside the vehicle, police found a scale with white powdery residue.

 

Thursday, May 29

  • At 9:13 a.m., a woman reported finding a loose Shih Tzu at 8:30 a.m. on Main Street near Cascade Avenue. She located the owner after taking it to the vet for a chip scan, but the owner wouldn’t be home until later that night. Police agreed to keep the dog until the owner could retrieve it.
  • At 10:16 a.m., police were called to Jerry’s Automotive (657 N. Main St.) for a property damage complaint related to multiple others in the city overnight. The suspect attempted to throw a rock through three window panels and attempted to kick one of them. They also tried to throw a chair through one of the windows. The total damage was about $3,300.
  • Police responded to another property damage complaint at 11:09 a.m. at Subway (201 N. Main St.) Police found two broken chairs on the restaurant’s patio. It appeared the suspect attempted to smash the window as well but didn’t succeed. The damage was estimated to be $500-$1,000.
  • Officers were dispatched at 5:13 a.m. to BP (700 N. Main St.) for another property damage complaint. A rock had been thrown through the window and broke it. A Quick Lube window was also damaged. The total cost was estimated at $1,500.
  • At 12:28 p.m., a resident at 1495 Riverside Drive reported someone had stolen her sunflower garden spinner from the garden area. Police suspected it was related to a string of damage complaints in the city, including at St. Bridget’s School, River Falls Tire, Dollar General and more.
  • A 17-year-old River Falls juvenile was cited $187 for possess drug paraphernalia, $187 for possession of THC, $73.60 for minor possesses or purchases tobacco and $313 for underage drinking/alcohol possession at 1:05 p.m. at River Falls High School (818 Cemetery Road). During a vehicle search related to smelling marijuana in the car, police found a grinder, marijuana, vapes, a bottle Smirnoff and six cans of Twisted Tea.
  • Police were dispatched to a two-vehicle crash at 5:18 p.m. at Main Street and Cemetery Road between a 2011 Jeep Grand Cherokee, driven by Sabrina Anne Noreen, 28, River Falls, and a 2007 Pontiac Vibe, driven by Tuesdee L. Hayes, 63, Maplewood, Minn. Noreen was stopped at a red light facing east on Cemetery Road. The light turned green and she proceeded into the intersection, where Hayes ran a red light and the two collided. Both vehicles were towed due to disabling damage. Noreen and her 6-year-old passenger reported no injuries. EMS transported Hayes to River Falls Area Hospital with suspected minor injuries. Hayes was cited $98.80 for operator violate red traffic light; Noreen was cited $124 for operate motor vehicle without insurance.
  • At 8 p.m., a young man reported to police that he had been bitten by a dog while walking on the trails behind River Falls High School (818 Cemetery Road). The bite occurred as he stood to the side of the trail to let the dog and its owner pass. He didn’t believe the owner saw the bite occur and didn’t confront him. Police tracked down the dog and its owner to 289 Kari Lane, where they delivered the quarantine order and paperwork. The dog’s bite left puncture marks in the young man’s calf.

 

Friday, May 30

Police arrested and cited John Scott Dull, 68, River Falls, $986 for OWI at 8:30 p.m. at 218 W. Charlotte St. Dull had called police to report concern for a friend kicked out of Nutty Squirrel (110 S. Main St.) after a kissing a bartender. He didn’t know where his friend went and was worried he drove home drunk. However, Dull admitted to driving home after having several drinks himself and told officers people at the bar asked him not to drive. He had trouble standing and had slurred speech. After performing field sobriety tests and registering a BAC level of .117., police arrested Dull for OWI. He was taken to the hospital for a blood draw before being booked and released.

 

Saturday, May 31

  • Brandon William Lopez Laatsch, 34, River Falls, was arrested and cited $986 for OWI after a traffic stop for operating without taillights at 2:13 a.m. at Cascade Avenue and Second Street. Lopez Laatsch had slurred speech and smelled of intoxicants. He said he had been drinking at The Honey Hole Tavern in Beldenville and Mel’s Bar. After performing field sobriety tests, he registered a BAC level of .097. Police took him to the hospital for a blood draw before booking at the station. His passenger, who had also been drinking, was allowed to call someone for a ride home.
  • Officers were notified of a hit and run crash at 4:17 p.m. that occurred at midnight in front of 2497 Dawes Place. A 2024 Subaru Cross Trek, owned by Vannguard Utility Partners, Deforest, was legally parked and unoccupied in a parking space. An unknown vehicle caused minor damage to the front passenger’s side and didn’t leave any information behind.
  • Police responded at 9:54 p.m. to 366 W. Park St. for a damaged mailbox. The resident said he heard a loud noise and saw a charcoal-colored Ford F150 speeding down the street. The mailbox was found lying in the grass. The owner said the truck backed into the mailbox, then took off. He was unable to get a plate number or driver description. Police searched the area for the truck but didn’t locate it.
  • Officers were dispatched at 10:04 p.m. to 615 Oak Knoll Ave. for a property damage complaint. The resident’s vehicle had damage to its exhaust system, like someone had tried to take the catalytic converter. He also reported other suspicious activity around the home, including devices possibly being hacked, thefts and more. He was advised to keep documentation of the incidents and police agreed to increase patrol in the area. He was also advised to inform the landlord.

 

Sunday, June 1

  • Braden James Matzek, 21, River Falls, was arrested and cited $986 for OWI and $986 for operating with PAC after a traffic stop for weaving in his lane at 12:57 a.m. at Church and State streets. Matzek said he was sober cabbing his friends home from the bars, but he smelled of alcohol. When asked to get out of the vehicle, he had to steady himself on the vehicle’s door. After performing field sobriety tests and registering a BAC level of .164, he was arrested and booked at the station. He was cooperative and honest throughout the process and released to a sober friend.
  • Police were dispatched at 1:48 a.m. to an altercation outside of St. Croix Lanes (1153 St. Croix St.) involving four males who fled the scene on foot. Police located one man in the woods behind Coratel Inn & Suites, one man lying on a sidewalk near the River Falls Community Food Pantry and the other two running near Main and Summit streets. St. Croix County deputies also joined the pursuit. Police learned the men had been drinking Bacardi, which was in their vehicle at the bowling alley. A fight broke out between two of the men after one mentioned the other’s mother, who had just been murdered. One friend tried to break up the fight; when police were called by witnesses, the four fled. Decario Ulias Brown, 19, Brooklyn Center, Minn.; Daniel Ryan Brown Belonio, 20, Stillwater, Minn.; Adrian Jackson Stratmann, 19, Stillwater, Minn.; and Kellan Bradley Scott, 19, Spearfish, SD, were each cited $187 for underage drinking. Police decided not to file criminal charges due to the emotional turmoil concerning Stratmann’s mother’s murder. They ensured everyone’s safety and allowed the four to walk to a friend’s house where they were staying after they were released.
  • Officers responded to a physical domestic at 8:21 p.m. at 233 W. Cascade Ave. where a woman said her ex-boyfriend had punched her in the head, causing her to fall to the ground. Police learned Benjamin John Miller, 45, River Falls, and the woman had been drinking together at Emma’s. Back at his apartment, they began to argue. He said he slapped her when she made a comment about his dead mother and that she punched him first; she admitted to shoving him but said she didn’t punch him and was punched as she was leaving. She had a red mark on her face while Miller showed no signs of injuries. He was arrested for domestic disorderly conduct and domestic battery and transported to Pierce County Jail. The woman later gave police paperwork from the hospital showing a concussion diagnosis.
