The following incidents were reported to River Falls Police Department Nov. 30 through Dec. 9.
Saturday, Nov. 30
Cesar Enrique Sarango Medina, 23, River Falls, was arrested and cited $200 for operate without valid license (second within three years) and $124 for operating a motor vehicle without insurance after a traffic stop for a broken passenger side headlight at 10:27 p.m. at Apollo Road and Pine Ridge Terrace.
Sunday, Dec. 1
- At 7 a.m., an officer saw a man with a Baldwin warrant arrive at work at 702 N. Main St. He followed the man inside and informed him of the warrant. The business owner arrived and helped the man pay the $985 bond on the Village of Baldwin website. He was cooperative and happy to resolve the issue.
- A theft was reported at 9:39 a.m. at 1536 Wasson Lane. A former resident had accidentally had a package delivered to that address Nov. 27, containing $60 worth of items. She identified a possible suspect, who admitted to moving the package outside near an intercom. She was admonished for handling other people’s packages without permission. The package was not located.
Monday, Dec. 2
- Police responded at 8:56 a.m. to River Falls High School for a fight between two students. One student went to the hospital for stitches after the fight that allegedly erupted about two transgender students. One 17-year-old male had charges referred to the district attorney’s office for felony substantial battery – intend bodily harm, battery and disorderly conduct, while officers referred disorderly conduct and battery charge for the other 17-year-old juvenile male.
- At 11:24 a.m., the owner of Waystone Coffee (115 E. Walnut St.) told police someone had broken their main entrance door, valued at $300. There are no suspects.
- At 8:42 p.m., police were dispatched to a theft by contractor complaint at 2310 Golf View Drive. The complainant said a contractor owed him a $30,000 refund after failing to replace his siding and gutters. The contractor had replaced the roof, but hadn’t completed all the work. He kept making excuses for why he couldn’t pay the victim back. A lawyer advised the complainant to report the incident to police. The matter remains under investigation.
Tuesday, Dec. 3
Police were informed of a light pole partially blocking the road at 5:53 a.m. in front of 1597 Commerce Court. There were tire tracks in the snow leading toward the pole, as well as scrape marks and a small hole in the pole’s base. Later that day, a garbage truck driver called police to report he hit the pole with his truck while trying to back out of a parking lot. The damages were listed at $2,500.
Wednesday, Dec. 4
- At 2:58 a.m., police were dispatched to a domestic in progress at W10296 879th When police arrived, a woman and man were backing a vehicle out of the driveway. The woman stopped and told police she was taking her son, Justyn Oakgrove, 23, River Falls, to his dad’s house because he and her husband don’t get along. After interviews were completed with the victim, Oakgrove and two witnesses, police arrested Oakgrove for domestic battery and domestic disorderly conduct and transported him to Pierce County Jail. They learned Oakgrove had been playing video games loudly past the household’s midnight curfew; when confronted, his threw a shoe at his stepfather, attacked him by hitting and scratching him and threatened him with a kitchen knife. The stepfather’s injuries were photographed; Oakgrove had no visible injuries, though he tried to say his stepfather was trying to kill him. Oakgrove’s mother said she was afraid her son was going to kill her husband.
- Police responded at 11:55 a.m. to 119 Union St. #308 for an unattended death. Staff had found a deceased 85-year-old man in his bathroom. It appeared he had died of natural causes. Staff confirmed he’d been receiving treatments for prostate cancer.
- A 15-year-old River Falls juvenile was cited $73.60 for possessing tobacco after he was found with Zyn at 1:39 p.m. at River Falls High School (818 Cemetery Road). A second 15-year-old was also cited for the same offense after being named as the one who provided the Zyn. Police found tobacco and a vape on that teen’s person.
- Police took a theft report at 4:10 p.m. at Bay Harbor (119 Union St.) A woman who had parked her car there from 2-4 p.m. had her wallet stolen from her unlocked car. The wallet contained her driver’s license, credit/debit cards, $100 in cash and other identifying cards.
- Officers responded to a two-vehicle crash at 8:47 p.m. at the Cascade Avenue/Second Street roundabout between a 2011 Dodge Ram 1500, driven by Tate James Twardowski, 19, Swanville, Minn., and a 2017 Subaru Forester, driven by Susan Elizabeth Kurtz, 78, River Falls. Twardowski was traveling westbound on Cascade through the roundabout when Kurtz entered the roundabout from Second Street behind Twardowski, accelerated and struck his vehicle’s rear, causing minor damage to both vehicles. No injuries were reported. Kurtz was cited $124 for automobile following too closely.
Thursday, Dec. 5
- Police responded at 2:50 p.m. to River Falls High School (818 Cemetery Road) to investigate reports that a juvenile male had inappropriate photos of another student on his phone that she had asked him to delete. The pictures showed the girl in her bra and underwear. The student agreed to delete the photos.
- Nathan John Dugstad, 32, Morristown, Minn., was cited $250 for failure to stop for a school bus after passing a stopped bus at 3:08 p.m. at Cemetery and South Ridge roads.
- At 3:20 p.m., a woman called police to report an incident of indecent exposure that had occurred at 8:25 a.m. at 205 W. Cascade Ave. A nude man had stood in the window of an apartment complex staring at the woman and her daughter. Another neighbor reported a similar incident, in which a man had pressed his nude body against the same window while she had two kids with her. She also reported him swinging his hips back and forth. The 21-year-old man denied any wrongdoing and said he sleeps in his boxers. A charge for lewd, lascivious behavior – exposure was referred to the district attorney’s office.
- Erich Robert Gosswiller, 26, River Falls, was cited $250 for failure to stop for a school bus after passing a stopped school bus at 4:06 p.m. at Cemetery Road and Emory Drive.
- At 10:52 p.m., officers provided mutual aid to UW-River Falls police who were at 715 Wild Rose Ave. with a man who was screaming. Police learned Elijah Anthony Drong, 18, River Falls, and a woman had been hanging out when he began making weird comments about a show about a serial killer called “Dexter.” This made the female uncomfortable. She asked him to leave at which time he began acting erratically. He was outside without a coat though the temperature was 15 degrees. He was sweating profusely and would begin screaming at times. He registered a BAC of .218 but appeared to be under the influence of a drug. When EMS transported him to the hospital, he threatened staff there and grabbed a doctor. He was arrested and taken to Pierce County Jail.
Friday, Dec. 6
At 10:52 p.m., UWRF students located a dog running through town and brought it to their dorm at 700 E. Cascade Ave. Police recognized the dog as Bandit, belonging to William Michael Temme, 57, River Falls. Temme’s roommate picked the dog up from the police station. Since July 13, Temme’s dog had been found loose in the city seven times. Temme was cited $98.80 for dog running at large and $98.80 for failing to license his dog.
Saturday, Dec. 7
- At 8:23 p.m., police assisted UW-River Falls police at Hathorn Hall (620 S. Third St.) with an overdose. The 22-year-old was alone in his room, conscious and alert. Police observed lines of a white powdery substance and a rolled-up Post-it note on the desk. The man advised he’d been using cocaine and ketamine. He was transported to River Falls Area Hospital.
- Police were dispatched at 11:16 p.m. to the 100 block of Jefferson Street where a large white pickup truck and smaller sedan were crashing into each other and following each other. The complainant gave police a license plate left in the street from the incident, as well as footage from his Ring doorbell camera. Police located the sedan at 1204 Bartosh Lane #7. The vehicle had heavy front-end damage. No one answered the door at the residence. Police found the truck at Kwik Trip (1200 S. Main St.) where they spoke to Thomas S. Spence, 50, River Falls. He told officers he and his wife are in the process of divorcing after 24 years of marriage. When they started fighting at home, he decided to leave. She followed him in his Toyota and smashed the car into his truck when he turned onto the wrong street. Spence also had visible marks on his neck and said she had thrown hot wax on the floor. When police tried to speak with Karen Diane Spence, 47, River Falls, she refused to answer the door. They spoke with her a few days later, when she admitted to following him in the car and driving into his truck. She was mad that he doesn’t spend time with her and left during a fight. Misdemeanor bail jumping, reckless driving – endanger safety and domestic disorderly conduct charges were referred to the district attorney’ office for her. A domestic disorderly conduct charge for her husband was also referred.
Monday, Dec. 9
- Officers were called at 6:10 p.m. to 1470 Cemetery Road for an out-of-control 18-year-old woman who was destroying items in the home. The home’s occupants told police that Skyler Marie Loveland-Cedotal, River Falls, frequently flies off the handle and throws things, breaking them and laughing. That evening, she started dumping food on the floor and in the garbage disposal for no reason, saying it was fun. Her mother said she’d been kicked out of two relatives’ homes already for her behavior and refuses to get a job. Loveland-Cedotal was arrested and cited $250 for criminal damage to property and $187 for disorderly conduct. She was released to her grandmother.
- Police responded to a hit and run crash at 6:55 p.m. at Kwik Trip (1238 N. Main St.) An unknown vehicle backing out of a parking stall struck a legally parked 2018 Honda Accord, owned by Jessica V. Rick, Hudson, causing minor damage to the vehicle.
- At 10:33 p.m., a woman reported her 17-year-old daughter as a runaway from a home in the 1400 block of Riverside Drive. She had last seen her daughter run out to a minivan at 11:30 p.m. the night before; now she wasn’t answering her phone. She was located at a hospital in St. Paul.
