The following incidents were reported to the River Falls Police Department Oct. 28 through Nov. 10, 2025.

Tuesday, Oct. 28

  • Police responded to a two-vehicle crash at 6:31 p.m. at Main and Division streets between a 2023 Dodge Challenger, driven by Tamara Ann Day, 63, River Falls, and a 2008 Acura TL, driven by Joseph Kyle Fischer, 43, Baldwin. Fischer was heading north on Main Street with the right-of-way and a green light. When he noticed Day turning right onto Main without yielding, he honked, but Day turned and struck his rear end. Both vehicles had minor damage. No injuries were reported. Day was cited $98.80 for failure to yield for yield sign.
  • Officers were dispatched to a domestic disturbance at 7:27 p.m. to 1164 Bartosh Lane. A 23-year-old woman said she was being hit and not allowed to leave. When police arrived, they spoke to the woman who had a bruise on her face. She said her boyfriend, Lenin Roberto Pullaguari Lozano, 22, River Falls, was drunk and had thrown sunglasses at her during an argument, striking her in the face, in front of their small child. He was arrested for domestic battery, domestic disorderly conduct and misdemeanor bail jumping and transported to Pierce County Jail.
  • Police were called to a two-vehicle crash at 9:15 p.m. in the Culver’s parking lot (1109 N. Main St.) between a 2014 Honda Accord, driven by a 16-year-old River Falls juvenile, and a 2018 Chrysler Pacifica, driven by a 17-year-old Hudson juvenile. The Honda was backing out of a parking stall when it struck the passenger side of the Chrysler, which was heading through the parking lot. Both vehicles had minor damage. No injuries were reported by the drivers or three juvenile passengers.
  • At 11:26 p.m., police were notified of a vehicle in the ditch off the southbound lane of Highway 35 near Prairie Drive. The 2009 Honda Civic was in the west ditch facing north. The driver, Magdelena Rose Mary Lewis Feeney, 18, River Falls, told police she swerved to miss a deer and ended up in the ditch. They helped her get the vehicle out of the ditch; she reported no injuries.
  • Police responded at 11:30 p.m. to a home in the 200 block of Apollo Road for a disorderly juvenile. The juvenile and his guardian had an argument over financial matters and whether the juvenile’s girlfriend could spend the night. The parties agreed to separate for the night and the juvenile left to stay somewhere else.

Wednesday, Oct. 29

  • At 3:33 p.m., a complainant reported that someone had stolen a Milwaukee impact wrench from a garage at his rental property at about 3 a.m. Oct. 21 at 221 N. Dallas St. His neighbor told him that he had caught someone rummaging through his carport at that time and when confronted, the man ran off. The theft is related to an ongoing string of thefts in that area previously reported by this newspaper.
  • Cameron Joseph Mithun, 18, River Falls, was cited $98.80 for speeding after a traffic stop at 7:14 p.m. at Park Street and Glen Park Road. The vehicle smelled of marijuana, prompting a search. Officers found THC vapes in a Calvin Klein backpack, belonging to a 17-year-old River Falls passenger. She was cited $187 for possession of THC and released to her mother. A 15-year-old River Falls juvenile was given a courtesy ride home.
  • Ashton Jack Deuchert, 18, Sturgeon Bay, was cited $187 for an ID card violation after trying to buy cigarettes and beer with a fake ID at 8:30 p.m. at Kwik Trip (1536 Cemetery Road).

Thursday, Oct. 30

  • At 3:01 a.m., police responded to Parker Hall (800 E. Cascade Ave.) where someone entered a dorm room without permission. The 19-year-old complainant said he was asleep in his room when he woke up at 2:08 a.m. to find an 18-year-old man standing next to his bed. The man apologized and left the room. Police responded to his dorm room and found him there intoxicated. He registered a .099 BAC and told officers he entered his RA’s room mistakenly after going to the bathroom. The incident was referred to campus police.
  • At 2:20 p.m., police were contacted about a series of 911 calls dispatch had received from a resident at 322 ½ N. Third St. The calls occurred throughout the day, in which a man alleged claims of conspiracy and misconduct by the Menomonie Police Department. He said they falsified criminal charges against him in 2020; he also accused his family of gaslighting him. He wanted RF police to obtain and review phone records to verify his claims. He expressed anger and frustration, alleging misconduct by law enforcement and judicial entities. His statements were rapid, disorganized, and accusatory, and he repeatedly referenced conspiracies involving law enforcement, attorneys, and the judicial system. Over the course of two days, he called police multiple times, accusing them of conspiring against him and violating his constitutional rights. Police tried to tell him they investigate crimes within River Falls, not other jurisdictions or federal crimes. He accused them of conspiring to “murder” him and said they had an obligation to look into his allegations.

Friday, Oct. 31

  • Mayosly Romero, 20, River Falls, was cited $691 for failure to stop for school bus after failing to stop for bus with stop arm extended and lights flashing at 11:39 a.m. at Paulson and Radio roads.
  • Officers responded to a two-vehicle crash at 3:19 p.m. in the Family Fresh parking lot (303 S. Main St.) between a legally parked 2024 Hyundai Tucson, owned by Donna Marie Bartow, River Falls, and a 2016 Chevy Silverado, driven by Sandra Lee Hudson, 72, River Falls. Hudson was pulling into a parking space and clipped Bartow’s driver’s side rear corner, causing minor damage to both vehicles. No injuries were reported.
  • Louis Gene Talercio, 53, New Richmond, was arrested and cited $986 for OWI after a traffic stop at 4:59 p.m. in the Culver’s parking lot (1109 N. Main St.) An off-duty officer followed Talercio from Roberts, noting the he was driving very slowly, crossing the center and fog lines and almost caused a head-on collision with multiple vehicles. As he drove into River Falls, he blew through a red stoplight at Quarry Road and Main Street and ignored police attempts to pull him over. He finally pulled into Culver’s (the wrong way) and parked in the drive thru area. He told officers he was on his way to pick up a friend for AA. He smelled of alcohol, had trouble speaking and walking, and registered a BAC of .404. Inside his vehicle, police found 14 bottles of vodka, many of them almost empty. He was booked and released to a sober friend.
  • Police were dispatched at 7:50 p.m. to River Falls Area Hospital (1629 E. Division St.) where staff were tending to a patient they believe had been struck by a car. Police learned that a 2008 Volkswagen Jetta, driven by Cody Devin Brightbill, 22, Inver Grove Heights, Minn., had struck a pedestrian, Maximos Edward Heinz, 22, Buffalo City, while turning right onto Main Street from Powell Avenue on a green light. Heinz had entered the crosswalk and Brightbill didn’t see him due to rain. He took Heinz to the hospital for treatment and bought him Culver’s for supper. He was sitting in Heinz’s room with him when police arrived. Heinz had a broken clavicle and head injury. Police cited Brightbill $313 for failure of operator to notify police of accident and educated him on what to do in such a situation.
  • Gilbert Orantes, 32, River Falls, was arrested and cited $500 for OWI-second and $200 for operating without valid license (second within three years) after a traffic stop for operating without lights at 10:05 p.m. at Main and Vine streets. Orantes had bloodshot eyes and smelled of marijuana. His girlfriend told police Orantes drank two beers at dinner, which violated his bond conditions. A felony bail jumping charge was also forward to the district attorney’s office. Orantes was taken to the hospital for a blood draw, booked and released to his girlfriend.
  • Police were dispatched to a two-vehicle crash at 10:51 p.m. at Main and Summit streets. Dispatch informed police one man was screaming and the vehicles were in the middle of the road. Officers found no signs of a crash there. Dispatch then told them the crash had taken place at Paulson Road and Main Street, but they saw no signs of a crash there either. Dispatch told police the two vehicles had moved to Benson and Troy streets near Best Maid Cookies, where police found Daniel Martin Cooper, 33, River Falls, hanging onto Jhonder Omar Puglla Medina, 27, Baldwin. Police learned that Puglla Medina, driving a 2013 Hyundai Genesis, had rear-ended a 2023 Kia Rio, driven by McKenzie Marie Mancini, 34, River Falls. Cooper, Mancini’s husband, got out of the vehicle and confronted Puglla Medina, who left the scene and headed toward Best Maid. They followed him there, where Cooper grabbed him to prevent him from fleeing. Both men fell down, which caused Puglla Medina to cut his head. He told police Cooper was hurting him because he’s an immigrant and he had offered to pay for any damage. Puglla Medina smelled of alcohol and said he’d had two beers. After completing field sobriety tests and registering a PBT of .121, he was arrested and cited $986 for OWI and $300 for operate without valid license (third within three years). Police took him to the hospital for a blood draw, then to St. Croix County Jail. Cooper was cited $187 for disorderly conduct after grabbing Puglla Medina and causing him to fall down.

Saturday, Nov. 1

  • Police were dispatched to a disturbance at 12:04 a.m. at 812 W. Elm St. where they found multiple people in the street. Two people admitted to drinking alcohol at a Halloween party and submitted to Breathalyzers, registering just over .10. A 17-year-old River Falls juvenile and Madison Danielle Mahmoud, 18, Burnsville, Minn., were each cited $187 for underage alcohol consumption.
  • Officers responded to an assault complaint at 8:27 a.m. at 914 S. Main St. A 75-year-old woman with dementia was physically aggressive with her 84-year-old legally blind, wheelchair using boyfriend, who was in the process of moving out to live with family. The woman accused her daughter and others of stealing her belongings and locked herself in a bedroom. The ADRC arrived to conduct an evaluation and offer assistance.

Sunday, Nov. 2

  • At 1:16 p.m., a River Falls resident reported that UPS had delivered a pair of Brunt boots to her boyfriend’s old address at 108 S. Dallas St. Residents there denied seeing the boots, which were valued at $162.93. Police searched the area but didn’t find the boots.
  • At 1:37 p.m., while responding to a neighboring home regarding a missing package, police smelled marijuana coming from 110 S. Dallas St. They interviewed the resident, Raul Alexandro Hernandez, 48, River Falls, who smelled of alcohol and marijuana and had bloodshot eyes and slurred speech. He admitted to having marijuana in the house but denied drinking. He became agitated and began swearing. He was arrested for possession of THC (second+ offense) and misdemeanor bail jumping and transported to Pierce County Jail.
  • At 8:26 p.m., a 2018 Kia Forte, driven by Shaun Patrick Gavin, 19, Oshkosh, struck a deer about one-half mile north of Hoffman Place on Highway 35. The vehicle had moderate damage; no injuries were reported.

Monday, Nov. 3

  • At 12:40 a.m., officers on patrol located graffiti beneath the Glen Park Swinging Bridge (361 W. Park St.), including several vulgar phrases, offensive words and images. There are no suspects.
  • Jessica Lynne Hinzman, 44, River Falls, was arrested and cited $250 for operating while revoked (alcohol related) after a traffic stop for speeding at 7:38 a.m. at Wasson Lane and Cascade Avenue. A juvenile passenger was released to a family member.
  • At 3:50 p.m., a resident at 902 Leroy Court reported $1,000 had been taken from his bank account without his authorization. Several transactions were linked to a cryptocurrency platform called Coinbase. He also noted his Social Security number and bank account information had been used on a rental application he found out later was a scam.

Monday, Nov. 10

A 2004 Toyota Camry Solara, owned by Benito Montalvo-Romero, Hudson, was towed at 11 a.m. from the Highway 35 on ramp at Main Street, where it had been sitting since Oct. 31.
